DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on December 11, 2003, Board Member
Christensen presiding.
1.
CALL TO ORDER: Christensen calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: CHRISTENSEN, BOWEN,
GRUBB, ZASTROW, COUNCil.. LIAISON BASTIAN. Absent: MC CULLOUGH,
STANGER, FLOEGEL. A quorum is present. Member Zastrow leaves the meeting at
7:00 p.m.

CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of November 13. 2003.
B. Findines of Fact and Conclusions of Law for DR-44-03 - Master Sien Plan for
Six Office Buildines within Cottonwood Creek Subdivision - David Waldron:
David Waldron, represented by Tony Meade with Idaho Electric Sign Company, is
requesting design review approval of a master sign plan for six office buildings within
Cottonwood Creek Subdivision. The master sign plan includes two (2) monument
signs and building wall signage for each of the office buildings. The site is located on
the west side of Eagle Road, approximately 3,500-feet north of Chinden Boulevard at
2421 North Eagle Road.
C. Findines of Fact and Conclusions of Law for DR-47-03 - Domino's Pizza
Restaurant - HB One. LLC: HB One, LLC, represented by Terry Butler and Robert
Runyan, is requesting design review approval to construct a 2,312-square foot
Domino's Restaurant facility. The site is located on the north side of State Street
approximately 1O0-feet west of Stierman Way at 498 East State Street.
D. Findines of Fact and Conclusions of Law for DR-55-03 - Common Area
LandscaDine within Ancona Business Park - Ancona GrouD. LLC: Ancona
Group, LLC, represented by Colin Connell managing partner for Ancona Group,
LLC, is requesting design review approval of the common area landscaping within
Ancona Business Park. The 5.08-acre site is generally located Y2-mile west of State
Highway 55.
E. Findines of Fact and Conclusions of Law for DR-59-03 - Master Sien Plan for
Aikens Plaza - MH3. LLC: MH3, LLC, represented by Sue Cook with Sue Cook

Design, is requesting design review approval of a master sign plan for the Aikens
Plaza office/retail building. The site is located on the south side of Aikens Street
approximately 350-feet east Eagle Road at 123 Aikens Street.
F. ~ines of fact and Conc~usions of Law for DR-60-03 - The Riverside Buildine
- Vertical Construction: Vertical Construct, represented by Roger Llewellyn with
Golden West Advertising Inc., is requesting design review approval of the master sign
plan for The Riverside Building. The site is located on the south side of East Shore
Drive within Eagle River Development at 439 East Shore Drive.
Bowen moves to approve the consent agenda as items 3A, 3B, 3C, 3D, 3E and 3F.
Seconded by Grubb. ALL A YE...MOTION CARRIES.
4.
UNFINISHED BUSINESS:
A. DR-56-03 - Flex-SDace Buildine for The Baemaker - Owyhee CaDital
CorDoration: Owyhee Capital Corporation, represented by Clinton Yaka with BRS
Architects, is requesting design review approval to construct a 12,000-square foot flex
space building for The Bagmaker. The site is located on the south side of State
Highway 44 approximately Y2-mile west of State Highway 55 within the proposed
Ancona Business Park. This item was continued from the November 13,2003
meeting.
The applicant is present. Mike McCloughlin, 351 Crystal Springs Lane, Star, Idaho,
addresses the Board. Staff has nothing further to add. Board discussion. Further
discussion with the applicant.
Bowen moves to approve DR-56-03 - Flex-Space Building for The Bagmaker -
Owyhee Capital Corporation with the following changes:
Strike site specific condition #4.
Add site specific condition #7: On the east elevation provide revised paint schemes
to show alternating banding of colors to be consistent on all three entry ways.
Site specific condition #8: The south, north and west elevations provide vertical
reveals to emphasize column locations to be painted similar colors that are on the
east elevation up to a certain height that is dictated on the east elevation below the
main entry. The column locations, the horizontal reveals can be eliminated, the
columns can be emphasized with paint and not with the 2 inch raised surface.
Site specific condition #9: The windows as shown are accepted with the new column
locations and window locations. The elevations should be approved by staff and one
member of the Design Review Board.
Seconded by Grubb. Discussion.
Bowen amends his motion to include the site specific and standard conditions of
approval. Second concurs. ALL A YE...MOTION CARRIES.

B. DR-51-03 -!!!illdine Wall Sien for The Baemaker - Owyhee CaDitol
CorDoration: Owyhee Capitol Corporation, represented by Ernie Cody with Golden
West Advertising Inc., is requesting design review approval to construct a building
wall sign for The Bagmaker. The site is located on the south side of State Highway 44
approximately 'h-mile west of State Highway 55 within the proposed Ancona Business
Park. This item was continuedfrom the November 13,2003 meeting.
The applicant is present. Mike McLoughlin, 351 S Crystal Springs Lane, Star reviews the
application. Staff has nothing further to add.
Christensen moves to approve DR-51-03 - Building Wall Sign for The Bagmaker -
Owyhee Capitol Corporation. Seconded by Zastrow. ALL A YE...MOTION
CARRIES.
C. DR-58-03 - Monument Sien and Buildine Wall Sien for Domino's Pizza
Restaurant - HB One. LLC: HB One, LLC, represented by Roger Llewellyn with
Golden West Advertising Inc., is requesting design review approval to construct a
monument sign and building wall sign for the Domino's Pizza Restaurant. The site is
located on the north side of State Street approximately 100-feet west of Stierman Way
at 498 East State Street. This item was continued from the November 13,2003
meeting.
Bowen moves to continue DR-58-03 - Monument Sign and Building Wall Sign for
Domino's Pizza Restaurant - HB One, LLC to the January 8, 2004 meeting.

D. DR-61-03 - Two Buildine Wall Siens for The Money Tree - Money Tree Inc.:
Money Tree Inc., represented by Russ Doughty with Lytle Signs Inc., is requesting
design review approval to construct two (2) building wall signs for The Money Tree
store. The site is located on the northeast comer of Eagle Road and State Highway 44
within the Eagle Pavilion Shopping Center at 396 East State Street. This item was
continued from the November 13,2003 meeting.
The applicant is present. Russ Doughty, 2550 Federal Way, Boise, Idaho reviews the
application. Mike Lindsay, PO Box 707, McCall, Idaho, addresses the Board. Staff
reviews the application. Board discussion.
Christensen moves to approve DR-61-03 - Two Building Wall Signs for The Money
Tree - Money Tree Inc., with the site specific and standard conditions of approval
with the following modifications:
Site specific condition #1: We would like a revised elevation plan showing the
"check cashing payday loan" phrase to be in scale of a 2:1 with the Money Tree bug,
with the Money Tree being the largest of the two. We would also like the edging of
the letters to be in bronze instead of solid yellow on all sides. The applicant has

indicated that the lighting will be halo lit. The revised elevations need to be
approved by staff and one member of the Design Review Board before issuing a
zoning certificate for this site. Seconded by Bowen. ALL A YE...MOTION
CARRIES.
5.
NEW BUSINESS:
A. !!.,R-63-03 - Bui!!line Addition and Site ImDrovements to Smith's Eaele Chevron
- Rick and Sandy Smith: Rick and Sandy Smith, represented by Rick Toews with
BRS Architects, are requesting design review approval to construct a 960-square foot
addition to the convenience store and to complete other site improvements to the
Smith's Eagle Chevron. The site is located on the northwest comer of South Eagle
Road and West Inlet Bay within the Channel Center Subdivision at 503 South Eagle
Road.
The applicant is present. Rick Toews with BRS architects, 1010 S. Allante, Boise, Idaho,
reviews the application. Staff reviews the application. Board discussion.
Sandy Smith, owner and operator of Chevron, 503 S. Eagle, Road, addresses the Board.
Christensen moves to continue DR-63-03 - Building Addition and Site
Improvements to Smith's Eagle Chevron - Rick and Sandy Smith to the January 8,
2004, Design Review Board meeting with the following direction to the applicant,
hoping that we are a help to this process and not just a hindrance:
We feel very strongly that the south elevation needs to be addressed. Our
suggestion is for a window with a canopy to help with the heat problem, if you want
to bring back other suggestions, we are open, but I think the window we've
suggested to match the front of the building, more landscaping, it would be helpful
if you brought back a revised landscape plan that shows the existing trees on the
whole property, that may make a big difference of how we're feeling about the
landscaping. The lights need to be shown to comply with Eagle City Code. It has
been suggested that goose neck lighting could be added and then left on continually
during dusk hours or if you have another light that you want to add a sensor to, it
just needs to be brought and shown to us. We are also very supportive of more
lighting being added to your site, if that's the case, we need to see that on your
revised plans also. We are very supportive and excited about the addition, I think
it's going to be great. It has been indicated that the building materials and colors
will all be the same as your existing structure. We accept that and support that also.
If you have questions, I'm sure that staff will be happy to work with you on that.
We also need to see a revised site plan that shows the turning radius of that area of
those 2 parking spaces. Seconded by Bowen. ALL A YE...MOTION CARRIES.

B. ~-03 - Master Sien Plan for Smith's Eaele Chevron - Rick and Sandy
Smith: Rick and Sandy Smith, represented by Neil Caldwell with Idaho Electric
Signs Inc., are requesting design review approval of a master sign plan for Smith's
Eagle Chevron. The site is located on the west side of South Eagle Road within
Channel Center Subdivision at 503 South Eagle Road.
The applicant is present. Neil Caldwell, Idaho Electric Signs, 6528 Supply Way, Boise,
Idaho, reviews the application. Staff reviews the application.
Sandy Smith, owner and operator of Chevron, 503 S. Eagle, Road, addresses the Board.
Christensen moves to approve DR-68-03 - Master Sign Plan for Smith's Eagle
Chevron - Rick and Sandy Smith, be approved with the site specific and standard
conditions approval with the following modifications to the site specific conditions:
Site specific condition #3: The banner sign hanging on the man door of the emission
testing facility will be removed. The sidewalk sign located at the entrance to the
emission testing drive thru shall be removed. It has been indicated that the emission
testing center will have signage on the monument sign and when that takes place the
portable reader board will be eliminated from this site.
Site specific condition #4: At the end of this add that elevations need to be provided
to staff showing the exact size and location of the reader board.
Site specific condition #9: The elevation plan dated 12/11/2003 will be the accepted
elevation for New York Burrito Gourmet Wraps. The Design Review Board has
seen and approved the colors that were brought to us this evening.
Site specific condition #10: It was indicated that the monument sign would be
modified to include areas for additional businesses. The drawing dated 12/01/03 is
accepted.
Site specific condition #11: The only approved sign for the emission testing center is
located to the east of the door, all other signs need to be removed, more information
could be added to the approved sign if necessary.
Site specific condition #12: The red cones need to be removed from the site and the
parking restrictions need to be indicated with striping on the asphalt, in case of
snow the cones can be used. The Board wants to make it very clear that Boise very
rarely has snow on the ground and expects to seldom see the cones on this property.
Site specific condition #13: The reader board that is dated 11/21/03 as presented to
the Board is approved with the elimination of Amerigas logo off of the propane tank
and an arrow will be added to indicate that the tanks are located directly below the
sign. (There will be an arrow added to this sign for direction we understand.)

Site specific condition #14. The Board is in agreement with the red van having the
rights to be on the property and have his name, but we would prefer it is not left on
site when not during business hours.
Site specific condition#15. The car wash sign dated 11/17/03 is approved and will
not be illuminated at this time.
Site specific condition #16. The enforcement of the sign changes especially around
the emission area will be monitored and reviewed by our enforcement officer.

Strike site specific condition #15. Seconded by Bowen. ALL A YE...MOTION
CARRIES.
For the record, the Design Review Board is very adamant that the emission testing
area be cleaned up.

e. Staff:
1. Henry's North 40 Entry Structure
Staff discusses the structure at Henry's North 40 and concerns of Cheryl Bloom.
Grubb moves that we work with the developer to modify the existing structure.
Seconded by Christensen. Discussion. Add, with the suggestion to remove the
upper portion of the structure or modify it and work with the City of Eagle on that.
Second Concurs. ALL A YE...MOTION CARRIES.
