DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on September 25, 2003, Chairman McCullough
presiding.
1.
CALL TO ORDER: Chairman McCullough calls the meeting to order at 6:00 p.m.
2.
ROLL CALL: The following members were present: MC CULLOUGH, BARNES,
CHRISTENSEN, STANGER, FLOEGEL, GRUBB. Absent: BOWEN, COUNCIL
UAISON BASTIAN. A quorum is present.
3.
CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

C. Findines of Fact and Conclusions of Law for DR-43-98 MOD3 - Modification to
the Master Sie:n Plan for Eaele Pavilion Shoppine: Center - Pete Lova: Pete Loya,
represented by Chuck Buckner with Idaho Electric Signs Inc., is requesting design
review approval to modify the master sign plan for the Eagle Pavilion Shopping
Center. The site is located on the northeast comer of South Eagle Road and State
Highway 44 at 480 South Eagle Road.
D. Findine:s of Fact and Conclusions of Law for DR-35-03 - Buildine Wall Sie:n for
Carats Fine Diamonds and Gold - John Grene: John Grene, represented by Chuck
Buckner with Idaho Electric Signs Inc., is requesting design review approval to
construct a building wall sign for Carats Fine Diamonds and Gold. The site is located
within the Eagle Pavilion Shopping Center at 400 South Eagle Road.
E. Findine:s of Fact and Conclusions of Law for DR-42-03 - Entrv Structure and
Monument Sie:n for Henry's Subdivision - Henrv's North 40 LLC: Henry's North
40 LLC, represented by Peter Harris and Kristen Van Engelen, is requesting design
review approval to construct an entry structure and monument sign for Henry's
Subdivision. The site is located on the west side of Meridian Road approximately
1,320-feet south of Beacon Light Road.
F. Findine:s of Fact and Conclusions of Law for DR-43-03 - Modification to the
Existin Buildin Elevations for the Ea Ie Manor A artment Buildin - im
Tomlinson: Jim Tomlinson, represented by Ray Crowder with Crowder Associates
Architects, is requesting design review approval to modify the existing building

elevations of the Eagle Manor Apartment Building. The modifications include the
installation of dormers, and installing a higher roof over the two stair towers. The site
is located on the northeast comer of Cedar Ridge Road and 2nd Street at 276 Cedar
Ridge Road.
G. Findine:s of Fact and Conclusions of Law for DR-45-03 - Buildine: Wall Sie:n For
Curves for Women - Cindy Heriford: Cindy Heriford with Curves for Women,
represented by Tony Meade with Idaho Electric Signs Inc., is requesting design
review approval to construct an internally illuminated building wall sign for Curves
for Women. The site is located on the south side of State Street within Bosanka
Village at 393 West State Street.
H. Findine:s of Fact and Conclusions of Law for DR-46-03 - Buildine: Wall Sie:n for
the UPS Store - W &H Limited Liabilitv Co.: W & H Limited Liability Company,
represented by Bruce Williams with Young Electric Sign Company, is requesting
design review approval to construct an internally illuminated building wall sign for
The UPS Store. The site is located within the Eagle Pavilion Shopping Center at 372
South Eagle Road.

Barnes moves to approve the consent agenda as written, containing items 3A, 3B,
3C, 3D, 3E, 3F, 3G and 3H. Seconded by Christensen. ALL A YE...MOTION
CARRIES.
UNFINISHED BUSINESS:
A. DR.44-02 - Multi Phased Project for Eae:le First Baptist Church - Eae:le First
Baptist Church: The Eagle First Baptist Church, represented by Randy Haverfield
with Architects Northwest, is requesting design review approval of a multi phased
project to include constructing a 7,650-square foot church facility, remodeling the
existing 2,400-square foot shop building with a 450-square foot building addition, and
relocating and changing the use of the existing 1,986-square foot residential dwelling
into an office and classroom facility. The site is located on the north side of East
State Street approximately 300-feet east of 2nd Street at 350 East State Street. This
item was continued from the September 11, 2003 meeting.
Christensen moves to continue DR-44-02 - Multi Phased Project for Eagle First
Baptist Church - Eagle First Baptist Church to the October 9, 2003 Design Review
Board meeting. Seconded by Floegel. ALL A YE...MOTION CARRIES.
B. DR.31-03 - Buildine: Wall Shm and Monument Sie:n for Kellv Moore Paints -
Kellv Moore Paints: Kelly Moore Paints, represented by Douglas Smith with Sign
Designs Inc., is requesting design review approval to construct a non-illuminated
building wall sign on the north building elevation and to change the face of the
existing monument sign for Kelly Moore Paints paint store (formerly Ponderosa Paint
and Wallcovering). The site is located on the southeast comer of East State Street and
1st Street at 127 East State Street. This item was continuedfrom the September 11,
2003 meeting.

C. DR.44-03 - Master Sie:n Plan for Six Office Buildine:s within Cottonwood Creek
Subdivision - David Waldron: David Waldron, represented by Tony Meade with
Idaho Electric Sign Company, is requesting design review approval of a master sign
plan for six office buildings within Cottonwood Creek Subdivision. The master sign
plan includes two (2) monument signs and building wall signage for each of the office
buildings. The site is located on the west side of Eagle Road, approximately 3,500-
feet north of Chinden Boulevard at 2421 North Eagle Road. This item was continued
from the September 11, 2003 meeting.
Barnes moves to continue DR-44-03 - Master Sign Plan for Six Office Buildings
within Cottonwood Creek Subdivision - David Waldron to the October 9, 2003
Design Review Board meeting. Seconded by Christensen. ALL A YE...MOTION

NEW BUSINESS:
A. DR-41-03 - Three Story Retail/Apartment Buildine: - Edvthe Roe:ers Trust:
Edythe Rogers Trust, represented by James Gipson with James Gipson Associates, is
requesting design review approval to construct an 8,678-square foot three story
commercial/residential building. The site is located on the southeast comer of 2nd
Street and Idaho Street at 135 North 2nd Street. This item was continued from the
September 11, 2003 meeting.
James Gipson, PO Box 219, Eagle, Idaho presents the application to the Board. Staff
reviews the application.
Barnes moves to approve DR-41-03 - Three Story Retail/Apartment Building-
Edythe Rogers Trust with the site specific and standard conditions of approval as
written with the following additions to the site specific conditions of approval:
Site specific condition #9: The Design Review Board requests a new north elevation
to be dressed up to eliminate the stark element of too much stucco to be presented to
staff and one member of the Design Review Board.
Site specific condition #10: Applicant should provide a cut sheet for the mail boxes
to be used along 2nd Street.
Site specific condition #11: Roof vents should be placed on the west side of the roof
so as not to be seen from 2nd Street.
Site specific condition #12: Applicant should provide revised elevations for
materials for gates and trash enclosure, including color for those gates, as well as the
fencing material for the mechanical units.
Site specific condition #13: Applicant has indicated that the roof drainage will be
utilizing exterior gutter and down spouts to ultimately drain in the parking lot.
Site specific condition #14: Applicant should provide a revised landscape plan

showing the trees along 2nd Street to be of a columnar species so as not to impede
with pedestrian traffic along 2nd Street. These trees would be replacing the crab
apples as shown on the landscape plan. A suggestion has been made that such trees
should be non-fruit bearing such as the flowering pear. The landscape plan should
also include a revised landscape plan showing the plantings along the north side of
this property line showing a taller species close to the parking lot such as 3 to 4 feet
with shorter species toward the sidewalk. It is intended that this plan be of a denser
nature so as to utilize a softscape and provide screening.
Site specific condition #15: The Board would recommend usage of a material other
than wood fencing for the 4 ft. high solid wood fence as shown on the plan on the
western side of this site, such suggestions made here tonight have been stucco or
wrought iron fencing. It has also been indicated that while the plantings up against
this fence will certainly obscure this fence in time that fencing material should be
modified at this time. This can be submitted to staff and one member of the Design
Review Board.
Site specific condition #16: The revised plans should show the location of the power
transformer.
Modify site specific condition #11: The Design Review Board wishes to have a roof
penetration plan approved.
Site specific condition #17: It is recommended by the Design Review Board that
soffit lighting be added to the garage area for additional security as well as safety of
tenants as well as public safety and a cut sheets for all building lighting, including
soffit lighting should be provided to staff.
Seconded by Floegel. Discussion.
Add to site specific condition #14: It has been noted that the mugo pine in the
southern bed of the parking lot be changed to a plant material of a more upright
nature.
Strike site specific condition #4 as written. Second concurs. ALL A YE...MOTION
CARRIES.
The Board would like to add that they approve of the extended height of the building
because of the design of the building.
6.
REPORTS:
A. Design Review Board: Member Barnes will be on the Board through the last
meeting in October. Discussion on landscaping plans and checking to see if what
was on the plans is what is planted and enforcement issues. J Bar K temporary
sign. Landscaping at Pioneer Federal Credit Union.
B. Council Liaison: Absent.
C. Staff: Discussion on October meeting.
