DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on August 28,2003, Chairman McCullough
presiding.
1.
CALL TO ORDER: Chairman McCullough calls the meeting or order at 6:00 p.m.
2.
ROLL CALL: The following members were present: MC CULLOUGH, BARNES,
STANGER, FLOEGEL, BOWEN, GRUBB, COUNCIL LIAISON BASTIAN. ABSENT:
CHRISTENSEN. A quorum is present.
3.
CONSENT AGENDA
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findine:s of Fact and Conclusions of Law for DR-17 -03 - Master Sien Plan for
Medallion Eae:le Professional Center No.3 Multi-tenant Office Buildine -
Oppenheimer Development Corporation: Oppenheimer Development Corporation,
represented by Scott Wendell with Lombard Conrad Architects, is requesting design
review approval of the master sign plan for the Medallion Eagle Professional Center
No.3, a multi-tenant office building. The site is located on the west side of North
Palmetto A venue approximately 1O0-feet north of East State Street within Aquila
Village Subdivision at 49 North Palmetto A venue.
C. Findine:s of Fact and Conclusions of Law for DR-25-03 - Monument Sie:n for the
Andon Complex - Donald Asbell: Donald Asbell is requesting design review
approval to construct a monument sign for the Andon Complex. The site is located
on the north side of East State Street approximately 700-feet east of Edgewood Lane
at 1750 East State Street.
D. Findine:s of Fact and Conclusions of Law for DR-28-03 - Master Sien Plan for
Heritae:e SQuare Multi-tenant OfficelRetail Buildine:s - Bob Moffat: Bob Moffat,
represented by Jason Keeble with Classic Design Studio, is requesting design review
approval of the master sign plan for Heritage Square multi-tenant office/retail
buildings. The site is located on the north side of East State Street approximately
190-feet west of Stierman Way at 430 East State Street.
E. Findines of Fact and Conclusions of Law for DR-30-03 - Buildine: Wall Siens for
The Home Depot Store - The Home Depot: The Home Depot, represented by Blair
Warehime with Galloway, Romero and Associates, is requesting design review

approval to construct two internally illuminated building wall signs (one sign to be
located on the south building elevation and one sign to be located on the west
building elevation) and two non-illuminated building wall signs to be located on the
south building elevation for The Home Depot store. The site is within the northwest
comer of the Eagle Towne and Country Centre located at the northwest comer of
State Highway 44 and Horseshoe Bend Road.
F. Findine:s of Fact and Conclusions of Law for DR-34-03 - Master Sie:n Plan for
Eal!le Towne and Country Centre - White Leasure Development: White Leasure
Development, represented by Debbie Anderson with Idaho Electric Sign Company, is
requesting design review approval of the master sign plan for Eagle Towne and
Country Centre. The site is located on the north side of East State Street between
State Highway 55 and Horseshoe Bend Road.
G. Findine:s of Fact and Conclusions of Law for DR-36-03 - Common Area
Landscapine: for Brookwood Subdivision Phases 9 and 10 - Aries Development
LLC: Aries Development LLC, represented by Phil Hull with The Land Group, is
requesting design review approval of the common area landscaping within
Brookwood Subdivision Phases 9 and 10. The two phases are located on the north
side of Floating Feather Road adjacent to Phase 6 and adjacent to Feather Nest Estates
and Lexington Hills Subdivisions.
H. Findine:s of Fact and Conclusions of Law for DR-37-03 - Buildine: Wall Sie:ns
and Directional Sim for Westmark Credit Union Bank Facilitv - Westmark
Credit Union: Westmark Credit Union, represented by Russ Doughty with Lytle
Signs, is requesting design review approval to construct two halo illuminated building
wall signs and one directional sign for the Westmark Credit Union bank facility. The
site is located on the northeast comer of East Eagle River Drive and Eagle Road
within the Eagle River Development at 54 East Eagle River Drive.

Landscapine: for Hidden Island Subdivision - Larrv Flvnn: Larry Flynn,
represented by David Koga with The Land Group, is requesting design review
approval of the common area landscaping within Hidden Island Subdivision. The site
is generally located Y2-mile east of Eagle Road and east of Island Woods Subdivision.
J. Findine:s of Fact and Conclusions of Law for DR-40-03 - Monument Sie:n for
Hidden Island Subdivision - Larrv Flvnn: Larry Flynn, represented by David Koga
with The Land Group, is requesting design review approval to construct a monument
sign for Hidden Island Subdivision. The site is generally located Y2-mile east of Eagle
Road and east of Island Woods Subdivision.
K. Findine:s of Fact and Conclusions of Law for DR-16-98 MOD - Modification to
Existine: Buildine: Elevations of a Druestore with Drive-thru Service - Hawkins
Company: Hawkins Company, represented by Brian Huffaker, is requesting design
review approval to modify the existing building elevations of the drugstore with
drive-thru service (formerly the Sav-On Drugs) located within the City Market Place.
The site is located on the northeast comer of East Chinden Boulevard and Eagle Road
at 3212 East Chinden Boulevard.

Floegel moves to accept the consent agenda as items 3A, 3B, 3C, 3D, 3E, 3F, 3G, 3H,
31, 3J and 3K as written. Seconded by Barnes. ALL A YE...MOTION CARRIES.
4.
UNFINISHED BUSINESS:
A. DR-38-03 - Buildine: Wall Sims. Monument Sie:n. and Directional Sie:ns for
Wale:reen's - Hawkins Companies: Hawkins Company, represented by Brian
Huffaker, is requesting design review approval to construct two building wall signs,
one monument sign, and two directional signs. This application includes modifying
the existing rock wall and split rail fence and removing a tree. The site is located on
the northeast comer of East Chinden Boulevard and Eagle Road within the City
Market Place at 3212 East Chinden Boulevard. This item was continued from the
August 14, 2003 meeting.
Colby Hawker, 8645 W. Franklin Road, Boise, Idaho with Hawkins Company reviews
the application with the Board. Staff reviews the application. Further discussion with the
applicant. Board discussion. Comments from Council Liaison Bastian.
Stanger moves to approve DR-38-03 - Building Wall Signs, Monument Sign, and
Directional Signs for Walgreen's - Hawkins Companies with the site specific and
standard conditions of approval with the following modifications to the site specific
conditions of approval:
Site specific condition #1 shall be replaced with the following: The Design Review
Board accepts the applicants request to remove the European Horn Beam to allow
greater visibility of the building wall sign.
Site specific condition #4 shall be modified to read as follows: Provide a revised
elevation plan showing the height of the monument sign does not exceed 7 ft. 4
inches measured from the center line of Eagle Road. The applicant has proposed
that the monument sign will be placed on top of the berm, which is already 3-feet
tall.
Site specific condition #5: Per Eagle City Code, directional signs within the
boundaries of a shopping center are only permitted with the approval of the Design
Review Board. In this occasion while the Design Review Board does support the
current design of the directional signs and supports the importance of Walgreen's to
have signage presence along Chinden Boulevard. The Design Review Board does
not support the current location as proposed of the directional signage and requests
that a revised landscape plan and revised detailed elevations showing a more
acceptable location of these signs. Taking into consideration the main monument
sign along Chinden, ITD signs along Chinden and the Eagle City Marketplace along
Eagle Road and Chinden Blvd.
Site specific condition #7: Interior illumination is not permitted for monument
signs, lighting for the proposed monument sign shall be ground mounted fixtures

which shall be screened by landscaping to insure that light does not shine onto
roadways and surrounding neighbors and the fixtures shall be screened year round.
Cut sheets of the fixtures and the revised landscape plan shall be approved by staff
and one member of the Design Review Board.
Site specific condition #8: The Design Review Board recognizes the applicants wish
to use and match the existing goose neck light fixtures on the building. The
applicant shall provide revised elevations of the building wall signs to staff prior to
issuance of a sign permit.
Site specific condition #9: The applicant shall provide revised elevations showing a
general toning down of the red color on the signage, these shall be approved by staff
and two members of the Design Review Board prior to issuance of a sign permit.
Site specific condition #10: The Design Review Board accepts the applicants new
site plan and elevations reflecting the tenant monument sign as stamped and dated
8/21/03.
Seconded by McCullough. Discussion. Stanger moves to modify the motion as
follows:
Amend site specific condition #5, where it references detailed elevations, and colored
perspectives. This landscape plan and elevations and perspectives shall be approved
by staff and the Design Review Board prior to accepting a sign permit. Second
concurs. ALL A YE...MOTION CARRIES.
B. DR-44-02 - Multi Phased Project for Eae:le First Baptist Church - Eae:le First
Baptist Church: The Eagle First Baptist Church, represented by Randy Haverfield
with Architects Northwest, is requesting design review approval of a multi phased
project to include constructing a 7,650-square foot church facility, remodeling the
existing 2,4oo-square foot shop building with a 450-square foot building addition, and
relocating and changing the use of the existing 1,986-square foot residential dwelling
into an office and classroom facility. The site is located on the north side of East
State Street approximately 300-feet east of 2nd Street at 350 East State Street. This
item was continued from the August 14, 2003 meeting.
Norm Revels, 965 N Echohawk, Eagle, Idaho reviews the application with the Board.
Staff reviews the application. Board discussion.
McCullough moves to continue DR-44-02 - Multi Phased Project for Eagle First
Baptist Church - Eagle First Baptist Church to the next regularly scheduled
meeting with some additional direction for the applicant.
. The north elevation on the existing building looks unfinished with regard to the
foundation wainscoat, meaning we would like to see it added.
. The new church facility, the wainscoat on the north end of the east elevation
should turn the corner and stop similar to what is represented on the north

elevation.
. The new addition to the phase one plan would be addressing the double stacked
parking issue with more allowance for access.
. Providing the landscape plan for the entire project, all phases represented and
identified for what areas will happen at what phases.
. The Design Review Board would like to see the sidewalk installed along State
Hwy 44 along with the appropriate trees and lighting, we are also understanding
of the moving of the existing house when phase 2 occurs and would be interested
in the design of the front to reflect this space needed on a plan. .
Seconded by Stanger. Disucssion. McCullough moves to amend the motion as
follows: The direction on bullet #1, addressing the north elevation on the existing
building that we add design to the north elevation with regard to the wainscoat, it
doesn't necessarily have to continue all the way across, it could be broken up with
sections of wainscoat wrapping the corners and just below the new dormer, just
more attention and relief,
Modify bullet #2, by changing to south end of east elevation. Second concurs. ALL

C. DR-31-03 - Buildine: Wall Sim and Monument Sie:n for Kellv Moore Paints-
Kellv Moore Paints: Kelly Moore Paints, represented by Douglas Smith with Sign
Designs Inc., is requesting design review approval to construct a non-illuminated
building wall sign on the north building elevation and to change the face of the
existing monument sign for Kelly Moore Paints paint store (formerly Ponderosa Paint
and Wallcovering). The site is located on the southeast comer of East State Street and
1st Street at 127 East State Street. This item was continued from the August 14,2003
meeting.
