Minutes - 2003 - Design Review - 07/10/2003 - Regular V' DESIGN REVIEW BOARD MINUTES OR1GrNAl The Design Review Board met in regular session on July 10, 2003, Chairman McCullough presiding. 1. CALL TO ORDER: McCullough calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: MC CULLOUGH, BARNES, CHRISTENSEN, STANGER, FLOEGEL, GRUBB. Absent: BOWEN, COUNCIL LIAISON BASTIAN. A quorum is present. 3. CONSENT AGENDA: None 4. 5. UNFINISHED BUSINESS: None NEW BUSINESS: A. DR-25-03 - Monument Sie:n for the Andon Complex - Donald Asbell: Donald Asbell is requesting design review approval to construct a monument sign for the Andon Complex. The site is located on the north side of East State Street approximately 700-feet east of Edgewood Lane at 1750 East State Street. The applicant is not present. This item will be moved to item 5D. B. DR-26-03 - Master Sie:n plan for The J..and Group Multi-tenant Office Buildin2 - Shore Drive North. LLC: Shore Drive North, LLC, represented by Phil Hull with The Land Group, is requesting design review approval of a master sign plan for The Land Group multi-tenant office building. This application includes a building wall sign for The Land Group, wall sign criteria for additional tenants within the building, and a monument sign which identifies the name of The Land Group building and the building proposed on the pad site to the east of this site. The site is located within the Eagle River Development on the north side of East Shore Drive approximately 1,300- feet east of Eagle Road at 462 East Shore Drive. The applicant is present. Stanger moves to approve DR-26-03 - Master Sign Plan for The Land Group Multi- tenant Office Building - Shore Drive North, LLC with the site specific and standard conditions of approval with the following modifications to the site specific conditions of approval: Modify site specific condition #1 to read as follows: Each individual tenant is required to place business identification words or phrases and logo within the approved sign area for that tenant, either option 1 or option 2 that is shown on the elevation plan stamped by the City. Stanger moves to modify site specific condition #7 adding a revised elevation plan showing these changes shall be approved by staff prior to the City accepting a sign permit for this site. DR-27-03 - Westmark Cre4it Union with Drive UP within Eae:le River Development - Westmark Credit Union: Westmark Credit Union, represented by Neivell Goldsberry with Sundberg and Associates, Inc., is requesting design review approval to construct a 5,741-square foot bank facility with drive up service within Eagle River Development. The site is located on the northeast comer of East Eagle River Drive and Eagle Road at 54 East Eagle River Drive. The applicant is present. Doug Russell, with The Land Group, 128 S. McCullough moves to approve DR-27-03 - Westmark Credit Union with Drive up within Eagle River Development - Westmark Credit Union with the site specific and standard conditions of approval with the following modifications to the site specifics conditions: Add the following to site specific condition #1: No metal halide light fixtures are permitted. Site specific condition #9: The 42 inch screen wall to screen the headlights of cars heading west through the drive thru shall be constructed per the section detail provided. Site specific condition #10: The applicant has indicated their willingness to provide more plant material in the planter bed along the west side of the drive thru traveling south and to connect with the planter bed in the common area to provide a cohesive look. Site specific condition #11: The applicant will comply with any applicable conditions within the conditional use CU-02-03. Seconded by Barnes. Discussion. ALL A YE...MOTION CARRIES. D. McCullough moves to continue DR-25-03 - Monument Sign for the Andon Complex - Donald Asbell to the next regularly scheduled meeting with the following suggestions for the applicant: The new plan should be organized with respect to the orientation of the sign, is it facing west, east, north or south, with better indication of the exact plant material in the immediate vicinity of the sign, 15 ft. in either direction. A landscape design for new plant material in the front and back of the sign. The sign shall be redesigned with respect to the height of the lowest plaquards being legible in the landscape of the new landscape design. More detail shall be provided in the drawings, in the sections for the wrought iron detail, not the wrought iron squigglies that were provided for the meeting today. We would like to change the Desert Tan color to the Putty color provided on the color chart EC-19 and this change shall be reflected in the drawings as well. The existing landscape plan is acceptable but needs to be identified on the plan as previously mentioned. Seconded by Stanger. Discussion. ALL A YE...MOTION CARRIES. E. ZOA-I-03 - The City of Eagle is proposing to amend Eagle City Code Title 8 "Zoning", Chapter 2 "Zoning Districts and Maps", Article A "DR Design Review Overlay District", amending the code to modify the architecture and site design criteria for development located within the DR design review overlay district, and to adopt a supplemental guidebook to define specific period architectural styles, themes, and elements envisioned for the further enhancement of the City. Bill Vaughan, City of Eagle Zoning Administrator reviews the proposed amendments to Title 8. Discussion. Barnes moves that the Design Review Board approves of ZOA-I-O3 as presented at the Design Review Board meeting tonight, as written, it should also be noted that the Design Review Board is not in favor of adding an art deco section to the book. Seconded by Floegel. ALL A YE...MOTION CARRIES. REPORTS: A. Design Review Board: Welcome to Robert Grubb, new member of the Design Review Board. 7. B. Council Liaison: Not present. C. Staff: Discussion of directional signs. Possibility of moving the "Welcome to Eagle" sign to the WincolHome Depot site. Christensen moves that the Board approves the design dated June 25, 2003 proposed by Eagle Towne and Country to relocate the "Welcome to Eagle" sign to the northwest corner and landscape as indicated in the drawing and also it has been indicated that they will leave the existing location of the sign in good repair with landscaping, etc. and the Board approves such plan.
