CALL TO ORDER: Chairman Murray called the meeting to order at 7:35 p.m. 2. ROLL CALL: The following members were present: MURRAY, CHRISTENSEN, BARNES, PAULSON Absent: MC CULLOUGH, HOW ARD, COUNCIL UAISON MERRILL. A quorum is present. 3. CONSENT AGENDA. . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Mark Butler represents the applicant and states that the applicant does not wish to have this item continued, but staff has requested that this item be continued to June. DR-26-02 - Common Area Landscapin2 within Lockwood Subdivision - RADA Properties LLC: RADA Properties LLC, represented by Phil Hull with The Land Group, is requesting design review approval of the common area landscaping within Lockwood Subdivision. The site is located on the southeast corner of Floating Feather Road and Ballantyne Road at 1156 Ballantyne Road. Phil Hull with The Land Group, 128 Eagle Rd., represents the applicant and discusses the application. Staff discusses the application. Murray opens the public hearing. Mark Butler, 52 N. Second St., represents RADA Properties LLC and speaks on behalf of this development and answers questions of the Board. Murray closes the public hearing. Discussion amongst the Board. Murray moves to approve DR-26-02 - Common Area Landscaping within Lockwood Subdivision-RADA with the site specific and standard conditions of approval set forth in the staff report with the following amendments to the site specific conditions of approval: Page 5 of 10 K:\DESCREV\MINUTES\Temporary Minutes Work Area\DR-O5-16-02min.doc Site specific condition #5 shall have the words "along Floating Feather" added to the phrase "wide gravel shoulder". Site specific conditions #6 shall read as follows: The Design Review Board requests the applicant to obtain a report from a independent licensed arborist to review the conditions of the existing trees that have been noted in the staff report by the arborist Linda Jarsky that was retained by the City. It has been provided during testimony that there is discrepancy between the condition of the existing trees. Should there be a discrepancy between the arborists' staff reports the Design Review Board would support a decision by staff to either maintain or remove the trees in question without a need to return to the Design Review Board. Should the decision by staff be to maintain the existing trees the applicant shall be required to provide a tree pruning done by a licensed tree surgeon to remove any dead limbs and improve growth within the tree canopies. Site specific condition #7 shall read as follows: The Design Review Board supports the installation of open or wrought iron fencing along all common areas within the subdivision and would recommend to City Council that that condition be approved as part of the CC&R's. Site specific condition #8 shall read as follows: The applicant shall be required to provide an additional twenty 3 inch caliper shade class trees along the internal roadway network to be placed in a revised landscape plan and reviewed by staff prior to issuance of any building permits. It is intended that all the landscaping shown within the public right-of-way are to be installed by the developer and not the homeowner, prior to issuance of a certificate of occupancy for each lot. The installation of those trees may occur at any point from the approval of the final plat. Site specific condition #9 shall read as follows: The Design Review Board recommends replacement of the proposed historic light fixture in this subdivision to a light fixture that complies with dark sky tolerant ordinances which may mean a traditional shoe box style fixture within this development. The Design Review Board will leave the final design up to the applicant to be reviewed by staff and one member of the Design Review Board prior to issuance of a building permit. The intent of this request is to reduce errant light in this low density area of the City of Eagle. New site specific condition: The existing vegetation that runs along Ballantyne Lane and the rear of several lots shall be reviewed by a tree surgeon for loose or dangerous limbs and those limbs shall be removed. It is not the intent of this condition to prune or thin the entire tree stand, merely those that are adjacent to the common sidewalks or residential perimeters. The Design Review Board supports the revised landscape plan that reflects minor alterations to the coniferous planting along Ballantyne Lane and the shift of buffer landscaping along Ballantyne Lane and Drainage Dist. No.2. That revised landscape plan shall be submitted to staff and made part of this application. Seconded by Paulson. Discussion. DR-27-02 - Monument Si2n for Lockwood Subdivision - RADA Properties LLC: RADA Properties LLC, represented by Gina Fegler with The Land Group, is requesting design review approval to construct a monument sign for Lockwood Subdivision. The site is located on the southeast corner of Floating Feather Road and Ballantyne Road at 1156 Ballantyne Road. Murray moves to approve DR-27-02 - Monument Sign for Lockwood Subdivision - RADA with the site specific and standard conditions of approval set forth in the staff report with the following amendments to the site specific conditions of approval: Replace site specific condition #1 with the following: The Design Review Board supports the applicants selection of a metal halide fixture within this subdivision for the signage illumination. The Design Review Board concurs that this light fixture meets all three conditions of Eagle City Code 8-4-4(A)(7). Murray moves to approve DR-28-02 - Convert Residence into a Multi-Tenant CommerciallRetaii Building with the site specific and standard conditions of approval set forth in the staff report with the following amendments to the site specific conditions of approval: Site specific condition #2 shall have the following sentence added: The unique configuration of this existing building would warrant relief from the 50% glass minimum and the applicant has made attempts by lowing the heights of the existing windows and adding glass doors and side lights to bring this building near current code. The Design Review Board recommends the addition of side light windows to the existing single door which would further improve the glass percentage on the street front in compliant to further reach compliance the Eagle City Code. The applicant shall be required to replace the Vine Maple with that of the Ginalla Maple species. . The applicant shall be required to provide additional landscaping which could include the use of the existing Austrian Pine to provide coverage around the trash enclosure per Eagle City code. Site specific condition #6 shall be revised to strike the last sentence and replace as follows: The final landscape plan shall be reviewed by staff prior to issuance of a building permit. Site specific condition #7, the last sentence shall read as follows: The revised landscape plan shall be reviewed and approved by staff prior to issuance of a building permit. Site specific condition #8 shall be removed. Site specific condition #9 shall be removed. Site specific condition #10 shall be replaced as follows: The revised landscape plan submitted at the Design Review Board hearing tonight has indicated a reconfiguration of the previous historic light fixtures located along Aikens Road which are in greater compliance with Eagle City Code. The applicant has proposed the standard historic light fixture and it is the Design Review Boards opinion that the finial or top of this light fixture shall be revised to maintain a dark sky tolerant design. The revised fixture cut shall be reviewed by staff prior to issuance of a building permit. Site specific condition #11 shall read as follows: Provide minimum building lighting to provide illumination at this site during non-daylight hours. The applicant has provided an additional historic light fixture at the rear of the property which meets with the support of the Design Review Board. Site specific condition #12 replace as follows: The Design Review Board supports the applicants request to provide a metal roofing panel, but requests selection of an alternate color which would be reviewed by staff and one member of the Design Review Board. The Design Review Board suggests to the applicant at his discretion the replacement of the metal roofing with that of a composite asphalt shingle which the material and color would also be approved by staff and one member of the Design Review Board prior to issuance of a building permit. The decision to substitute an alternative roofing product shall not change the proposed pitch or amended roof structure configuration associated with this application. Site specific condition #13 shall be removed. Site specific condition #14 shall be removed. Seconded by Paulson. Discussion. It is the intent to continue the stamped concrete pattern along the back edge of the pedestrian ramp to provide a continuous appearance of sidewalk between properties. It is not the intent of this coordination to require the applicant to replace the ramp and construct it to match the adjacent sidewalks. This application is for the review and approval of a 23,200-square foot building and to convert a 1,300-square foot residential home into an office. This 4.9- acre site is located on the northeast comer of Floating Feather Road and Park Lane at 3838 Floating Feather Road. Mark Butler, 52 N. Murray moves to continue DR-30-02 Eagle Family Worship Church Facility based on the design of the proposed church facility not being in compliance with the criteria of Eagle City Code. The Design Review Board believes that the continuance will not occur at the June meeting and would be heard first at the July meeting of the Design Review Board. Seconded by Christensen. Discussion. DR-37-00 MOD - Modification of the Exterior Elevations of the Qwest Communications Buildin2 Addition and of the Fence Materials used alon2 the alley - Qwest Communicat~ Qwest Communications, represented by Bob Smith with Hutchinson Smith Architects, is requesting design review approval to modify the elevations of the Qwest Communications building (as shown on the submitted elevations) and to modify the construction material of the fence along the south property line of this site adjacent to the alley. The site is located on the southeast corner of Eagle Road and Idaho Street at 62 North Eagle Road. Bob Smith, 270 N. 27th St., Boise reviews the application. Staff reviews concerns with the Board.
