Minutes - 2002 - Design Review - 04/25/2002 - Regular / DESIGN REVIEW BOARD MINUTES April 25, 2002 The Design Review Board met in regular session on April 25, 2002, Chairman Murray presiding. 1. CALL TO ORDER: Meeting called to order at 6:08 p.m. 2. ROLL CALL: The following members were present: MURRAY, MC CULLOUGH, CHRISTENSEN, PAULSON. Absent: BARNES, HOWARD, COUNCIL UAISON MERRILL. A quorum is present. 3. CONSENT AGENDA. . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. ZOA-I-02 - The City of Eaele: The City of Eagle is proposing to amend Eagle City Code Title 8, Chapter 1, Section 2, amending the "Open Space" definition and adding definitions for "Restaurant" and "Roof-Mounted Mechanicals"; amending Title 8, Chapter 2, Section 3; amending Title 8, Chapter 2a, Section 3; Amending Title 8, Chapter 2a, Section 5, amending the Design Review Overlay Districts and Map and creating the East End Dunyon District; amending Title 8, Chapter 2a, Section 6, Subsection A (5), adding screening requirements for Roof-Mounted Mechanicals; amending Title 8, Chapter 2a, Section 7, Subsection H, providing for a surety; amending Title 8, Chapter 2a, Section 10, Subsection B, requiring plans for screening Roof-Mounted Mechanicals; amending Title 8, Chapter 2a, Section 18, providing for sureties; amending Title 8, Chapter 3, Section 5, Subsection Q, changing "Bond" To "Surety"; amending Title 8, Chapter 3, Section 6, Subsection E;. DR-I-99 MOD - Modifications to the Exterior Buildine Elevations for the Ranch Buildine within the Rockv Mountain Business Park - Heartland Construction: Heartland Construction, represented by George Transtrum, is requesting a design review modification to the Ranch Building. This modification includes changing the exterior colors, the addition of windows and doors to the building elevations, and includes reviewing the elevations of the pump house. The site is located on the south side of State Street at 1121 East State Street within the Rocky Mountain Business Park. Murray introduces the item. The applicant shall be required to color the bottom 2 panels of the building perimeter indicating a colored wainscot on all sides of the building to represent compliance with original design review approval. . Applicant shall be required to paint the horizontal steel members of the trellis on the north elevation to match the color as approved originally in the design review application. . The applicant is required to replace the exiting hollow metal doors on the north elevation of the building with doors that provide larger glass lights to represent compliance with the original design review approval. The existing doors on the east, south and west elevation can remain. . The applicant is required to provide matching colors and materials on the currently constructed pump house. . The applicant has indicated a desire to install rain collection gutters and downspouts on this building. The Design Review Board recommends that the gutter troughs be of the same material and color as the standing seam roof and the down spouts (rather than chains) be colored to match the field color of the building walls. . The Design Review Board accepts the rem~ining construction in the building. . The Design Review Board recommends the City enter into a dialogue with the adjacent neighbor to replace the current non-conforming light fixture that is integrated into this project. Murray amends his motion prior to applicant painting both the wainscot and steel trellis, that the paint samples of size no less than 6" square be submitted for staff's review with one member of the Design Review Board for final approval prior to application. 5. . Adding a condition: The doors on the north elevation shall match the plum wainscot color approved by staff and the Design Review Board member. Seconded by McCullough. Discussion. DR-13-02 - Four Medical/Professional Office Buildines within Rockv Mountain Business Park - Dave Evans Construction: Dave Evans Construction, represented by Anna Powell with B & A Engineers, is requesting design review approval to construct four medical/professional office buildings totaling 13,885-square feet within Rocky Mountain Business Park. The site is located north of South Fitness Place and west of East Iron Eagle Drive at 461 South Fitness Place (Lot 13, Block 3, Merrill Subdivision No.2). Tim Scharff, Media One, reviews the color rendering. Mr. Scharff states that ridge vents will be used, final light fixture selection have not been made, mechanical units will be mounted on the roof. Murray informs the applicant that no apparatus shall be visible from the roof per the passage of a recent ordinance by the Eagle City Council. Scharff states that only indirect lighting will be used, no wall sconces will be used. Roof drainage is discussed. Cerda reviews the conditions in the staff report. Discussion amongst the Board. Murray moves to approve DR-13-02 Four Medical/Professional Office Buildings within Rocky Mountain Business Park Dave Evans Construction with the site specific and standard conditions of approval set forth in the staff report with the following modifications: . Site specific condition #1, the last sentence should read: A revised landscape plan shall be reviewed and approved by staff prior to issuance of a building permit. . Site specific condition #6 shall be revised as follows: The applicant has provided testimony that adjacent fixtures servicing the parking lots will illuminate this site from the perimeter configuration only, and that this applicant is installing one historic light fixture in the parking lot. The applicant has also provided testimony that all lighting will be indirect and must be in compliance with Eagle City Code. . The Design Review Board requests that the applicant, when finalizing the lighting plan maintain adequate night security lighting between the common areas of building 1 and 4 and buildings 2 and 3, as well as at least the addition of one light fixture within the interior parking lot that runs north - south on this site. . Site specific condition #11: The applicant shall provide to staff and one member of the Design Review Board all materials and colors that are being proposed for this development. Those materials shall represent all four building designs that have been presented to the Design Review Board. . Site specific condition #12: The Design Review Board recognizes that the applicant may at hislher discretion provide a division of property ownership with this development. The Design Review Board recognizes that that action, of land division, is not within the approval guidelines of the Design Review Board, but supports the configuration of the applicants design. . Failure to do so may result in the requirement to modify the project to comply with the approved design review application and/or result in the inability to issue a final approval for occupancy of your project. Site specific condition: All mechanical equipment including ridge vents shall be noted on the construction plans when submitted for building permit application. The applicant has indicated that other than ancillary vents, there will be no exposed mechanical equipment on the roof surface. . The applicant was made aware of a recent amendment to the code, approved by City Council requiring full screening of the mechanical equipment by parapet wall, or roof construction. . 6. The site is located on the north side of State Street behind the buildings located at 222 East State Street through 360 East State Street. This item was continued from the March 14, 2002 meeting. The site is located approximately Ih-mile east of Eagle Road on East Island Woods Drive. Murray introduces the item. Talena Dovel with The Land Group reviews the application. Dovel explains her choice of a metal halide lighting for this sign. Cerda comments that it is a requirement of Eagle City Code that any metal halide lighting be specifically approved the Design Review Board. Murray opens the public hearing. Site specific condition #1 shall read: The Design Review Board accepts the single metal halide light as presented this evening per Eagle City Code in the option that Design Review Board has the ability to accept this on a conditional basis. Seconded by Christensen. Discussion. McCullough amends his motion. . Additionally in site specific condition #1: That the presented metal halide fixture shall conform with Section 8-4-4(A)(7): Metal halide lighting shall be permitted with the following additional conditions: a. Light wattage shall be a maximum of 320 watts. b. The light fixture shall be no higher than seventeen feet (17'). c. The Design Review Board shall make the following findings prior to approving metal halide lighting: (1) The lighting shall be harmonious with and in accordance with the general objectives, or with any specific objective of Chapter 2, Article A of this Title; (2) The lighting shall be installed, operated, and maintained to be harmonious and appropriate in appearance with the existing and intended character of the general vicinity and will not change the essential character of the same area; and (3) The lighting will not be disturbing to existing or future neighboring uses. The Design Review Board is approving this fixture according to these conditions. Second concurs with the amendment. Discussion. ALL A YE...MOTION CARRIES. Add site specific condition: The applicant and or tenant is reminded that failure to remove the temporary sign is in violation of Eagle City Code, and may be cited by the Zoning Administrator to reach compliance. Site specific condition #3 shall read: The placards shall be allowed to have colors in logo and text, the background colors of the placard shall remain white and consistent throughout. . Site specific condition #6: A new close-up plan shall be drawn and presented to staff and one member of the Design Review Board, that will show the new sign location centered in the proposed bed (just in front of flag pole) and the landscaping shall be re-drawn to reflect the balance on both side of the sign, and show a more formal feel that reflects the design of the sign itself. Site specific condition #6: The applicant shall be required to provide all landscaping that fronts Highway 44, north of the pedestrian path, and all landscaping along east of McGrath road from edge of pavement to the curb line as outlined on the landscape plan presented tonight, as part of the perimeter installation at the onset of this project. . The Design Review Board recognizes the ability to provide limited construction protection along the perimeter landscaping of Highway 44 on the south side of the pathway, and requests that that landscaping be installed as part of the plot site specific design review application. . The applicant has indicated that the perimeter landscaping would be done as an association for maintenance and not be individually maintained by the lot owners. Site specific condition #4 shall read: The applicant is required to remove the temporary sign at end of business day upon completion of all permanent signage associated with this application. The applicant is reminded that continuation of temporary sign after permanent signage is installed is a violation of Eagle City Code. . Site specific condition #5: The applicant shall be required to remove all temporary signage upon the completion of the construction of the permanent monument sign. Standard condition #7 :Any modification of the approved Design Review Board plans and elevation including but not limited to signage design, location and details, landscaping and lighting must be approved prior to construction! installation of such changes. Failure to do so may result in the requirement to modify the project to comply with the approved design review and/or result in the inability to issue a final acceptance of the sign installation for this project. Site specific condition #3 shall read: The 6 existing deciduous trees, 2 located in the upper and 4 located in the lower section, shall be retained and maintained by the applicant until construction requires their displacement. The applicant upon approval of City Council, of this design review package, shall be responsible for active maintenance of those existing trees which includes watering said trees on a regular basis to promote growth. If the applicant relocates these existing trees into the design in place of one of the trees shown on the landscape plan, that use would be permitted without penalty for relocating the existing tree. The application shall notify staff if any of the trees mentioned in this condition are to be removed either for seasonal planting reasons, or construction sequencing. . Site specific condition #5: The first sentence shall be re-written as: Provide a revised landscape plan showing one shade tree and five shrubs per 35 linear feet perimeter. . Site specific condition #6 add the following: The applicant has provided a revised site plan indicating a reduction in parking, as well as a revised landscape plan. The reduction in parking must meet the approval of the Zoning Administrator, but has the support of the Design Review Board. . Site specific condition #8, the last sentence: The covered parking detail shall be reviewed and approved by staff and one member of the Design Review Board prior to issuance of a building permit. . Site specific condition #12: The installation of additional site amenities, such as benches and picnic tables, is intended to be in the non-sloped areas of the south and east side of this 20 unit facility. . Site specific condition #16: The applicant shall provide additional details and material call outs of the trash enclosure that is indicated with this application. Said design and detail shall be approved by staff and one member of the Design Review Board prior to issuance of a building permit. . Site specific condition #17: The applicant shall be required, prior to submittal of a construction permit and presumably at the completion of new development stage, that he submit a set of site and building drawings to staff and the Design Review Board for their voluntary review and comment as it relates to this application. The purpose of this submittal is to provide additional detailing for a project of this magnitude to the Design Review Board members for review and comment, it is not intended to create additional review or changes to the application. If the city determines that increasing the caliper inches will reduce the 22" caliper penalty, the Design Review Board is in support of that. Otherwise, the Design Review Board supports that the City may contribute to the tree fund in recognition to the applicant before them that have been required the same. . Design Review Board supports the rough wiring of the third historic fixture located adjacent to the residential property, but suggests that installation be deferred until such time it is determined that the light source is needed. Design Review's concern is in relationship to shielding that fixture with the adjacent residential property. . It is the Design Review Board's opinion that this parking lot shall comply with the federal guidelines of ADA and that accessible parking spaces shall be included in this parking lot design. . The city shall consider the inclusion of some additional large scale concrete planters offering the opportunity for annual color, as well as site amenities such as street benches to promote better pedestrian activity along this area.
