r , ORIGINAL DESIGN REVIEW BOARD MINUTES " The Design Review Board met in regular session on November 15, 2001, Chairman Murray presiding. . 1. CALL TO ORDER: 2. ROLL CALL: The following members were present: MURRAY, CHRISTENSEN, HOWARD, COUNCIL LIAISON MERRILL. Absent: Barnes, McCullough. A quorum is present. 3. CONSENT AGENDA. . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findine:s of Fact and Conclusions of Law DR-29-99 MOD - Existine: Landscapine: at the Eae:le Church of the Nazarene - Eae:le Church of the Nazarene: Eagle Church of the Nazarene, represented by Mark Butler with Land Consultants Inc., is requesting design review approval of the existing landscaping at the Eagle Church of the Nazarene which has been modified from the approved landscape plan for this site. The site is located on the south side of State Street approximately %-mile west of Eagle Road at 1001 West State Street. Findine:s of Fact and Conclusions of Law DR-67-01- Common Area Landscapine: within :fu!g!e River Development ~I (Mixed Use Subdivision) - Eae:le River LLC: Eagle River LLC, represented by Phil Hull with The Land Group, is requesting design review approval of the common area landscaping within Eagle River Development Phase n (Mixed Use Subdivision). The site is located south of State Highway 44 and east of phase one of Eagle River Development. Murray inquires if anyone from the public or the Board would like to speak in opposition of this item. Christensen moves to add DR-71-Ol - Two Monument Signs for Castlebury Subdivision- Capital Development Inc. to the consent agenda. The applicant is present and agrees with the site specific and standard conditions set forth in the staff report. Murray inquires if anyone from the public would like to speak in opposition of this item. Staff asks for clarification from the Board in regards to lighting on this application. This item will remain on the regular agenda. The consent agenda will consist of item 3A, 3C, 3D and 3E. Christensen moves to accept the consent agenda as read. Seconded by Murray. Findine:s of Fact and Conclusions of Law DR-29-99 MOD - Existine: Landscapine: at the Eae:le Church of the Nazarene - Eae:le Church of the Nazarene: Eagle Church of the Nazarene, represented by Mark Butler with Land Consultants Inc., is requesting design review approval of the existing landscaping at the Eagle Church of the Nazarene which has been modified from the approved landscape plan for this site. The site is located on the south side of State Street approximately %-mile west of Eagle Road at 1001 West State Street. Murray would like to change site specific condition #1 to read that the approved landscape plan date stamped by the City on September 28, 2001 shall be implemented immediately, rather than installed barring inclement weather, but no later than May 1, 2002. Christensen moves to make the changes as proposed to DR-29-99 MOD Existing Landscaping at the Eagle Church of Nazarene for the site specific condition #1 to read as: Instead of "shall be installed" to read "shall be installed immediately, barring inclimate weather, but no later than May 1, 2002." Draft Tree Fund Ordinance - An ordinance of the City of Eagle, Ada County, Idaho, addition Title 8, Chapter 2A, Section 7-0-3 of the Eagle City Code, providing for the creation of a tree fund to be used as an alternate method of compliance with landscaping and buffer requirements. Murray introduces the item. This item will be discussed as 7 A. B. Eae:le Fire Department Mechanical Screenine: - Design Review Board to review existing mechanical screening at the Eagle Fire Department. Murray introduces the item. The applicant is not present. Murray discusses mechanical screening and his meeting with Chief Friend. Discussion amongst the Board. Christensen moves to approve DR-69-00 Eagle Fire Department with the direction from the City Council that the screening is acceptable and should be brought before City Council for complete OK, understanding that the screening efforts were done as per directed on their Design Review, more screening would probably be more distracting to the building and to the design of the building. Motion dies due to lack of a second. Murray moves to approve DR-69-00 as modified with the current constructed mechanical screening, being given support by the Design Review Board meeting the intent of the Eagle City Code for mechanical equipment screening. The Board recognizes that the internal exhaust fans would require a separate screen material, which would further bring attraction to the screening itself. Seconded by Christensen. Discussion. DR-66-01 - Office Buildine: within Casa Escuela Subdivision - Shannon Robnett: Shannon Robnett is requesting design review approval to construct a 4,872-square foot office building. The 0.43-acre site is located east side of Academy Way approximately 300-feet north of State Street at 208 South Academy Way within Casa Escuela Subdivision. This item was continuedfrom the October 18,2001 meeting. Murray introduces the item. The applicant is present. Shannon Robnett, 575 S Silverbow, Eagle discusses the application. Page 3 of 11 K:\DESCREV\MINUTES\Temporary Minutes Work Area\DR-II-15-01min.doc Murray moves to approve DR-66-0l - Office Building within Casa Escuela Subdivision - Shannon Robnett with the site specific and standard conditions of approval as set forth in the revised staff report of Oct. 31, with the following amendments to the site specific conditions: Site specific condition #2 shall read as follows: The applicant shall be required to provide a revised landscaping plan prepared by an individual knowledgeable in the design of landscape architecture or landscape design to be reviewed by staff and one member of the Design Review Board prior to issuance of a building permit. The revised landscaping plan shall accommodate the Eagle City Code requirements for screening of the trash enclosure, 5% landscaping within the interior parking lot, the required frontage landscaping along Academy Drive and necessary side yard landscaping between properties. The Design Review Board recognizes the impractability of designing the necessary replacement inches within this limited site. The revised landscape plan shall accommodate a minimum of 25 % of the required replacement caliper inches in addition to the required landscaping by Eagle City Code. New site specific condition shall read as follows: The building elevations that were presented at the Oct. 18, 2001 Design Review meeting shall be implemented in this approval. The applicant shall provide staff with the necessary copies of these revised elevations. The Design Review Board will require that the masonry veneer be continuous through the grade or paving condition and that no exposed concrete stem walls will be visible post construction. Site specific condition #12 shall read as follows: The applicant shall provide a parking lot lighting plan indicating the fixture height, wattage and type of lighting. The lighting plan shall be reviewed by staff and one member of the Design Review Board prior to the issuance of the building permit. The applicant will be required to provide screening on the eastern fixtures to prohibit any errant light through and into the residential property. New site specific condition shall read as follows: The three existing trees identified as Siberian Elms on the existing tree protection plan, sheet lA, shall be pruned and limbed by a licensed tree surgeon or certified arborist at the time of construction. The Design Review Board recognizes the addition of the construction fencing and water dam that would be placed around these trees until such time that the final grading of the parking lot and the edge curb is installed. New site specific condition shall read as follows: The sign that is proposed within this application is limited to its location only and its design would be reviewed by staff and the Design Review Board under a separate permit application. It is required that the sign be placed at a position more interior of the landscaped island within the front yard lawn to allow screening and landscaping in front of the monument sign base on all four sides. Murray amends the motion to add another site specific condition to read as follows: The Design Review Board recognizes the sequence of this application with the current draft ordinance of the City Tree Ordinance and does not wish at this point to require this applicant to comply with a pending ordinance. The Design Review Board will make every haste to render comments on this ordinance and bring it before City Council as quickly as possible. Second concurs. ALL A YE...MOTION CARRIES. B. DR-68-0l - Professional Office Buildine: within Casa Escuela Subdivision - Brent and Stephanie Hadlev: Brent and Stephanie Hadley, represented by Patrick McKeegan Architect, are requesting design review approval to construct a 2,487- square foot professional office building. The 0.43-acre site is located east side of Academy A venue approximately 530-feet north of State Street within Casa Escuela Subdivision. Murray introduces the item. The applicant is present. Murray states that the applicant is his neighbor and he has had no contact with applicant regarding this application. He has no conflict of interest. Patrick McKeegan represents the applicant. Cerda discusses the application. Murray opens public hearing. Stephanie Hadley, 2467 E. Lenox Ct., Eagle discusses the application and parking issues. Murray closes public hearing. Further discussion with the applicant and the representative. Discussion amongst the Board. Murray moves to approve DR-68-0l - Professional Office Building within Casa Escuela Subdivision - Brent and Stephanie Hadley with the site specific and standard conditions of approval set forth in the staff report with the following amendments to the site specific conditions of approval: Site specific #1 shall have the following added: A revised landscape plan shall be prepared by an individual knowledgeable in the profession of landscape architecture or landscape design and shall reflect a greater variety of plant material. The landscape plan shall provide plant material at its installed size and it should denote the areas differentiating lawn and ground cover. Site specific condition #2 shall be removed. Site specific condition #5 shall have the following added: The applicants testimony has indicated that all trash activity will be stored within the building and done on a basis that would not require a trash enclosure. Should it be determined by staff or the Zoning Administrator that a trash enclosure is required, the applicant shall be Page 5 of 11 K:\DESCREV\MINUTES\Temporary Minutes Work Area\DR-II-15-0Imin.doc required to return to staff and one member of the Design Review Board with a trash enclosure meeting Eagle City Code. Site specific condition #7 shall be changed to read as follows: Provide a revised landscape plan showing extensive planting materials, including evergreen material between the building and the east property line. The existing 6 ft. fence shall remain unless an agreement between the applicant and the adjacent property owners is met to replace the wood fence with another wood fence of similar design. The revised landscape plan and or fence design should be reviewed by staff and one member of the Design Review Board prior to issuance of a building permit. The applicant shall determine prior to issuance of a building permit that the existing fence will either remain or be replaced. The applicant is encouraged, if their direction is to replace the fence, to meet with the adjacent neighbors to agree on a fence design. New site specific condition of approval: The Design Review Board recognizes Eagle City Code requirement for the 40 ft. separation between commercial buildings and adjacent residential property. The testimony provided by the applicant with respect to future expansion and security of not only the building occupants, but the building guests, warrants the location of the building as designed. The Design Review Board recognizes that City Council has the final approval with regards to the waiver of this requirement. New site specific condition of approval: The applicant is required to return to staff and one member of the Design Review Board with a site lighting plan that references the location of the light fixtures, their type and wattage as well as any screening that may be required in compliance with Eagle City Code. Said lighting plan shall be reviewed by staff and one member of the Design Review Board prior to issuance of the building permit. New site specific condition of approval: The applicant shall be required to provide staff, prior to issuance of a building permit, a catalog cut indicating the size and type of bike rack that is required by Eagle City Code. New site specific condition of approval: The applicant is required to revise the building elevations to indicate a masonry wainscot for the full length of the north elevation of the building. The revised landscape plan shall be done to provide a screening of the concrete stem wall that would be exposed along the elevations where it meets grade. Seconded by Howard. Discussion. DR-69-0l - Research and Development Facilitv - Coretronics Inc.: Coretronics Inc., represented by Patrick McKeegan Architect, is requesting design review approval to construct an 8,561-square foot research and development facility. The 0.93-acre site is located south side of Iron Eagle Drive approximately 900-feet west of Edgewood Lane within Rocky Mountain Business Park. Murray introduces the item. The applicant is present. Murray moves to continue DR-69-0l - Research and Development Facility - Coretronics Inc. to the December 2001 meeting of the Design Review Board with the recommendations to the applicant that additional drawings be returned to staff on or before November 27, which include additional articulation on the south elevation which can be accomplished with either glass, shadow relief, texture or horizontal movement along the wall planes to avoid long, uninterrupted wall planes. The applicant is requested to incorporate the masonry screen wall on the west side of the development into both south and west and north elevations. The applicant is required to provide a lighting plan in conformance with the Eagle Design Review application. Said lighting shall be applicable to both parking lot and building. The applicant, in addition to south elevation improvement, is also encouraged to provide additional landscaping between the current pathway and the south side of this building. The applicant is required to provide a revised floor plan that represents the changes and additions that match the elevations. The applicant is requested to provide a simple cross section representing the relationship of the Eagle bypass, the adjacent pedestrian walkway and the proposed finished floor elevation and top of parapet for the building design as presented tonight. PC: Daniel Howard DDS, PC, represented by Classic Design Studio, is requesting design review approval of a master sign plan for the Eagle Medallion Professional Center including a wall sign for Daniel Howard DDS. The site is located on the north side of State Street approximately 300-feet west of Palmetto A venue at 600 and 700 East State Street. Murray introduces the item. The applicant is present. Murray moves to approve DR- 70-01 - Master Sign Plan for Eagle Medallion Professional Center Including a Wall Sign for Daniel Howard DDS - Daniel Howard DDS, PC with the site specific and standard conditions of approval set forth in the staff report with the following modifications to the site specific conditions: Site specific condition #2 shall read as follows: The applicant shall be required to revise the master sign plan condition #1 to read as follows: All tenant signs shall be dimensional (i.e. no painted plywood). All signs shall be carved wood, high density urethane, metal or other similar industrial materials to a detail equal to or above the level of detail provided in Exhibit A. Exhibit A is noted as the elevation of the sign provided in the staff report. Site specific condition #5 shall read as follows: All signs will be non-illuminated and bracket mounted utilizing two horizontal rods that span the gable ends of the building architecture as identified in the altered photograph provided with this application, here known as Exhibit B. Murray moves to approve DR-7l-0l- Two Monument Signs for Castlebury Subdivision - Capital Development Inc. with the site specific and standard conditions of approval set forth in the staff report with the following amendments to the site specific conditions: Site specific condition #1 shall read as follows: The applicant has proposed above ground lighting fixtures if appropriate screening to satisfy the Boards intent for screening this fixture with parameter landscaping that provides a 12 month screen of sufficient height and density to conceal the fixture. Murray moves to approve DR- 72-01 - Master Sign Plan for Iron Eagle I and II Multi- Tenant Buildings within Rocky Mountain Business Park - RSG, LLC with the site specific and standard conditions of approval set forth in the staff report with the following adjustments to the site specific conditions: Site specific condition #3 shall read as follows: Each tenant currently possessing a temporary banner sign shall remove said sign immediately and at no point will a sign permit be issued until said sign is removed. Site specific condition #4 shall read as follows: The Design Review Board recognizes the existing window sign located in the transom above Steed Construction as a wall sign. Any other tenant that places a sign above the door transom, said sign shall be considered a wall sign in compliance with Eagle City Code. The applicant has provided wall signage to be building mounted on the exterior which would be in excess of city code and the applicant has the right to choose between the transom sign and the building wall sign, but only one sign is permitted. Any window signs located within the glass panels of the operating doors shall be reduced for design for two square foot maximum, per Eagle City Code and said graphics shall be reviewed by staff prior to issuance to any sign permit for either building. Site specific condition #5 shall be deleted. Site specific condition #6 shall be revised as follows: All signs shall conform with the City of Eagle sign ordinance. All tenant building signs shall be non-illuminated and will not exceed 10% of the square footage of the building face on which the sign is to be placed, allowable square footage and placement per Eagle City Code, sign shall be constructed from aluminum and will be painted goldlbronze to match metal materials used on the building. One wall sign will be permitted per tenant. Each tenant is allowed to install a vinyl sign on the door, the glass panel within their operating door, not to exceed two square foot, per Eagle City Code. The approved wall signage within building number one shall be used as an example of discretionary signage for future tenants within buildings one and two. Site specific condition #7 shall read as follows: The applicant shall be required to provide a cross section of Iron Eagle Drive and the placement of the monument sign to indicate the overall height of the sign in relationship to the center line of Iron Eagle Drive per Eagle City Code. The cross section shall be reviewed by staff prior to issuance of a sign permit Craig Jamieson represents the Site specific condition #8 shall read as follows: Provide a detail of an in-ground light fixture that utilizes color corrective high pressure sodium light source. New site specific condition of approval: The size of the monument sign shall be reduced to a maximum of 4 ft. x 8 ft. to better represent compliance with Eagle City Code 8-2A-8(K)(1), which references the sign in relationship to the street. Murray amends the motion to rewrite the last new site specific condition to the following: The size of the monument sign shall be reduced to a size of 4 ft. x 8 ft. to better represent compliance with Eagle City Code 8-2A-8(K)(1) in reference to the sign as it sits on Iron Eagle Road and its surrounding community of 25 MPH and the fact that the tenant building is a destination and not a drive by tenant use. DR- 73-01 - Monument Sie:n for Primarv Colors Davcare Facilitv within Rockv Mountain Business Park - A'a LLC: A'a, LLC, represented by Kinetic Graphics, is requesting design review approval of a monument sign for the Primary Colors Daycare Facility located within Rocky Mountain Business Park. The site is located on the south side of Iron Eagle Drive approximately 700-feet west of Edgewood Lane at 1323 East Iron Eagle Drive. Murray introduces the item. The applicant is present. Christensen moves to amend the motion with the following changes to the site specific conditions of approval: Site specific condition #1 shall read as follows: The in-ground well lights shall be of a color corrected high pressure sodium light. The site is located on the southwest comer of Beacon Light Road and State Highway 55 at 12725 State Highway 55. If our sign stands too tall, visibility could be restricted pulling out of our driveway onto State Street for pedestrians and vehicles traveling east -bound By down sizing the sign board to 4 feet wide and only 3 feet high, it would only be 4 l/2 feet overall height out of the ground. By making the sign this size and reducing the text requested by staff, the letter size would drop from 6 and 4 inches to 4 and 3 inches. Also, the planter size would drop to a 5 X 8 foot size. As requested by staff the Bunny tail grass will be deleted at each end of the posts and replaced with miniature spiral or sculpted pines.
