DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on October 18, 2001, Chairman Murray
presiding.
1.
CALL TO ORDER:
2. ROLL CALL: The following members were present: MURRAY, MC CULLOUGH,
CHRISTENSEN, BARNES. Absent: COUNCIL LIAISON MERRILL. A quorum is present.
3.
CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of September 13,2001.
Barnes moves to remove the minutes from the consent agenda. Seconded by
McCullough.
B. Findim!s of Fact and Conclusions of Law DR-42-00 MOD - Modification to the
Buildine:. Site and Landscapine: for Eae:le Floral Shop - Steve Conklin: Steve
Conklin is requesting design review approval to modify the building, site and
landscape improvement for the Eagle Floral Shop as originally proposed. The site is
located on the east side of Palmetto A venue approximately 250-feet north of State
Street at 52 North Palmetto Avenue.
C. Findine:s of Fact and Conclusions of Law DR-51-01 - Remodel Residence into an
Office - Jim and Marsha Band: Jim and Marsha Band are requesting design review
approval to remodel an existing residence into an office. The 0.42-acre site is located
on the west side of Eagle Road approximately 600-feet south of State Street at 209
South Eagle Road.
D. Findine:s of Fact and Conchillons of Law DR-52-01 - Monument sie:n for J Bar
K Custom Homes - Jim and Marsha Band: Jim and Marsha Band are requesting
design review approval to construct a monument sign for J Bar K Custom Homes.
The site is located on the west side of Eagle Road approximately 600-feet south of
State Street at 209 South Eagle Road.
E. Findine:s of Fact and Conclusions of Law DR-57-01 - Landscapine: and
Amenities within Reid Merrill Sr. Communitv Park - Citv of Eae:le: The City of

Eagle, represented by Don Belts with Jensen-Belts Associates, is requesting design
review approval of the landscaping and park amenities, which include restroom and
picnic facilities, pathways, playground equipment, basketball and volleyball courts
within the Reid Merrill Sr. Community Park. The 8.7-acre site is located south and
east of a portion of the Eagle River development and north of the north channel of the
Boise River.
F. Findine:s of Fact and Conclusions of Law DR-58-01 - Two Buildine: Wall Sie:ns
and Three Directional Sie:ns for the Kev Bank Facilitv - Kev Bank: Key Bank,
represented by Jeff Carico with Image National Signs, is requesting design review
approval to construct two building wall signs and three directional signs for the Key
Bank facility. The site is located on the north side of Chinden Boulevard
approximately 50-feet east of Eagle Road within Eagle Marketplace at 3410 East
Chinden Boulevard.
G. Findine:s of Fact and Conclusions of Law DR-59-01 - Two Buildine: Wall Sie:ns
for Copv Express - David Bradv: David Brady is requesting design review
approval to construct two building wall signs for Copy Express. The site is located on
the north side of State Street approximately 500-feet east of Stierman Way at 650 East
State Street within the Realty World multi-tenant building.
H. Findine:s of Fact and Conclusions of Law DR-60-01 - Two Entrv Sie:ns for
Countrvside Estates Subdivision - Countrvside Estates LLC: Countryside Estates
LLC, represented by David Koga with The Land Group, is requesting design review
approval to construct two monument signs for the entry to Countryside Estates
Subdivision. The site is located on the northwest comer of State Highway 44 and
Ballantyne Lane.
1. Findine:s of Fact and Conclusions of Law DR-61-01 - Four Monument Sie:ns for
Sprine: Creek III - Sprine: Creek Associates LLC: Spring Creek Associates LLC,
represented by David Koga with The Land Group, is requesting design review
approval to construct four monument signs for the entries into Spring Creek
Subdivision. The site is located on the northwest comer of Eagle Road and Ranch
Drive at 653 North Eagle Road.
J. Findine:s of Fact and Conclusions of Law DR-62-01- Monument Sie:n for
Carlene Estates Subdivision - Wede:ewood LC: Wedgewood LC, represented by
Conger Management Group, is requesting design review approval to construct a
monument sign for the entry into Carlene Estates Subdivision (formally Wedgewood
Subdivision). The site is located on the west side of Locust Grove Road
approximately 1.4 mile north of Chinden Boulevard.
K. Findine:s of Fact and Conclusions of Law DR-63-01 - Two Buildine: Wall Sie:ns
for Holland Realtv - Holland Realtv: Holland Realty, represented by Sue Cook, is
requesting design review approval to construct two building wall signs for Holland
Realty. The site is located on the south side of Cedar Ridge Drive within the Eagle
Forum Subdivision at 408 South Eagle Road.
McCullough moves to leave items 3B, 3C, 3D, 3E, 3F, 3G, 3H, 3I, 3J, and 3K on the

consent agenda. Seconded by Christensen.
L. DR-64-01 - Extend Existine: Wireless Monopole to 135-feet in Heie:ht - Cricket
Communications: Cricket Communications, represented by Pacific Telecom
Services, is requesting design review approval of a 15-foot extension to the existing
120-foot high monopole. The site is located west of Horseshoe Bend Road within
Republic Storage Facility approximately 1,300-feet north of State Street.
Murray introduces the item. The applicant is present and agrees with the sight specific
and standard conditions of approval set forth in the staff report. No one from the
audience chooses to speak.
Barnes moves to leave DR-64-01 - Extend Existing Wireless Monopole to 135-feet in
Height - Cricket Communications on the consent agenda. Seconded by McCullough.
Barnes moves to approve the consent agenda. Seconded by Christensen. ALL
A YE...MOTION CARRIES.
4.
UNFINISHED BUSINESS:
A. DR-29-99 MOD - Existine: Landscapine: at the Eae:le Church of the Nazarene -
Eae:le Church of the Nazarene: Eagle Church of the Nazarene, represented by Mark
Butler with Land Consultants Inc., is requesting design review approval of the existing
landscaping at the Eagle Church of the Nazarene which has been modified from the
approved landscape plan for this site. The site is located on the south side of State Street
approximately %-mile west of Eagle Road at 1001 West State Street. This item was
continued from the September 13,2001 meeting.
Mark Butler, 52 N. Second St., represents the applicant. Mr. Butler reviews the history of
the application.
Ed Weaver, no current residency, Associate Pastor of the Eagle Church of the Nazarene
discusses the application and landscaping plans for the church.
Cerda reviews the application.
Discussion amongst the Board.
McCullough moves to approve DR-29-99 MOD - Existing Landscaping at the Eagle
Church of the Nazarene - Eagle Church of the Nazarene with the site specific and
standard conditions of approval with the following modifications to the site specific
conditions:
Site specific condition #1 shall be stricken and replaced with the following: The
landscape plan as presented this evening shall be installed within 30 days to be
complete barring inclimate weather, regardless of whether the landscape
construction will be complete by May 1, 2002, per the plan presented tonight.
Site specific condition #2 shall read as follows: The east and west side fencing will be
eliminated.
Site specific condition #3 shall read as follows: The landscaping on the west side of

the building as presented on the original plan shall be installed with the same
conditions as above.

Site specific condition #4 shall read as follows: The flowering Crab Apple trees on
the east side of the property shall remain as installed.
Site specific condition #5 shall read as follows: The Arbovitae around the trash
enclosure shall remain in a planter with bark ground cover versus seed or sod as
proposed.
Site specific condition #6 shall read as follows: The two interior planters that contain
the existing Viburnam, Lilac and Cistena Plums will have those shrubs removed and
replaced with 3 inch Linden or Ash to compliment the other interior planters.
Site specific condition #7 shall read as follows: On the plan where seed is referred to
on the east side of the property will be replaced with sod.
Seconded by Christensen. Discussion.
McCullough amends the motion. Site specific condition #1: Strike as previously
stated and replace with the landscaping as presented shall be complete, barring
inclimate weather, as soon as possible, but no later than May 1, 2002. Second
concurs. ALL A YE...MOTION CARRIES.
PUBLIC HEARING:
A. DR-65-01 - Monument Sie:n for Eae:le Vacuum and Home Décor - Lawson
Casad: Lawson Casad is requesting design review approval to construct a monument
sign for Eagle Vacuum and Home Decor. The site is located on the north side of State
Street approximately 1.4 mile east of Eagle Road at 360 East State Street.
Murray introduces the item. The applicant is present. Lawson Casad discusses the
proposed sign.
Cerda discusses the application.
Murray opens public hearing.
Mark Butler, 52 N. 2nd St., speaks in favor of the application.
Murray closes public hearing. Discussion.
Murray moves to approve DR-65-01 - Monument Sign for Eagle Vacuum and Home
Décor - Lawson Casad with the site specific and standard conditions of approval set
forth in the staff report with the following site specific conditions of approval:
Site specific condition #1 shall read as follows: The Design Review Board recognizes
the location of this sign in relationship to its depressed front yard and accepts the 70
square foot of landscaping shown on the application.
Site specific condition #2 shall read as follows: The applicant has provided staff a
sight plan indicating its compliance with separation distances from an existing
monument sign on adjacent property. The application is code compliant as
presented.

Site specific condition #7 shall read as follows: The applicant is required to provide
a greater variety in density of plant material within the planter area for more year
round growth. Said plants shall be reviewed by staff and one member of the Design
Review Board prior to issuance of a sign permit.
Site specific condition #8 shall read as follows: The size of the sign shall be
reconfigured to align with the adjacent existing monument signs for Eagle Senior
Center and Reed Cycle. The Board recommends a sign width of 4 feet in panel
dimension and 5 feet vertical in panel height. The sign height is excluding the eagle
silhouette on the north side of the sign. In addition, the text on the sign shall be
limited to Eagle Vacuum and Home Décor, Sales, Service, Parts, 939-2700.
Site specific condition #9 shall read as follows: The Design Review Board supports
the unique design of this sign.
Seconded by Barnes. Discussion. ALL A YE...MOTION CARRIES.
B. DR-66-01 - Office Buildine: within Casa Escuela Subdivision - Shannon Robnett:
Shannon Robnett is requesting design review approval to construct a 4,872-square
foot office building. The 0.43-acre site is located east side of Academy Way
approximately 300-feet north of State Street at 208 South Academy Way within Casa
Escuela Subdivision.
Murray introduces the item. The applicant is present. Murray polls the Board regarding
the conditions of the staff report and failure of the applicant to complete half of these
items. Murray inquires if the Board would like to discuss only the architecture of the
building tonight. The Board agrees.
Shannon Robnett 575 S. Silver Bow, Eagle, Idaho agrees to the discussion of architecture
only. Discussion of the application.
Christensen moves to continue DR-66-01 - Office Building within Casa Escuela
Subdivision to the next Design Review Board meeting, November 8, 2001 as
unfinished business. Seconded by Barnes. Christensen amends motion that it will
be the first item on the agenda of the November 8,2001 meeting under public
hearings. Second concurs. Discussion. ALL AYE.. .MOTION CARRIES.
C. DR-67-01 - Common Area Landscapine: within Eae:le River Development (area
abuttine: Riverside Drive) - Eas!le River LLC: Eagle River LLC, represented by
Phil Hull with The Land Group, is requesting design review approval of the common
area landscaping and street lighting within Eagle River Development (area abutting
Riverside Drive). The site is located south of State Highway 44 and east of phase one
of Eagle River Development.
Murray introduces the item. The applicant is present. Phil Hull, 128 S. Eagle Rd., with
The Land Group represents the applicant and discusses the application and conditions in
the staff report.
Cerda reviews the application.

Murray moves to approve DR-67-01 - Common Area Landscaping within Eagle
River Development (area abutting Riverside Drive) - Eagle River LLC with the site
specific and standard conditions of approval set forth in the staff report with the
following modifications to the site specific conditions:
Site specific condition #3 shall read as follows: A 10 ft. wide pathway shall be
constructed of temporary materials as outlined in the staff report regardless of ITD
and the developers agreement with the traffic signal on the alternate route. The
applicant is required to have this temporary path installed to connect to the paved
pathway to the built roadway within 30 days of approval by City Council. The
Design Review Board recognizes this pathway would be out of alignment with
regards to any roadway connections with the alternate traffic signal route light, but
recognizes the length of the dead-end sidewalk that fronts the alternate route and
remains steadfast that the connection be implemented as soon as possible.
Site specific condition #4 shall read as follows: As noted in site specific condition #3,
the 10 ft. wide pathway shall be reviewed by staff prior to the City Clerk signing the
final plat.
Site specific condition #6 shall read as follows: The applicant has provided at
tonight's Design Review meeting a revised landscape plan that is in compliance with
the conditions set fourth in the development agreement. This revised site plan is
accepted by the Design Review Board.
Site specific condition #9 shall read as follows: The applicant has provided at
tonight's Design Review hearing a site cross section representing compliance with
the 25 ft. wide landscape strip berm and pathway along Riverside Drive. This cross
section shall be used as guidelines for future development to meet the intent of
section 3.2.12 within the development.
Seconded by McCullough. ALL A YE...MOTION CARRIES.
D. DR- 70-01 - Master Sie:n Plan for Eae:le Medallion Professional Center -
Oppenheimer Development: Oppenheimer Development, represented by Classic
Design Studio, is requesting design review approval of a master sign plan for the
Eagle Medallion Professional Center. The site is located on the north side of State
Street approximately 300-feet west of Palmetto A venue at 600 and 700 East State
Street.
McCollough moves that DR- 70-01 - Master Sign Plan for Eagle Medallion
Professional Center be remanded back to staff for further evaluation. Seconded by
Barnes. ALL A YE...MOTION CARRIES.
3A. Minutes of September 13, 2001.
McCullough moves to approve the minutes of September 13, 2001 as amended.
