Chairman Murray presiding. 1. CALL TO ORDER: 2. ROLL CALL: The following members were present: MURRAY, MC CULLOUGH, KENISON. COUNCIL LIAISON MERRILL, BARNES - Absent. A quorum is present. 3. CONSENT AGENDA. . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. The site is located on the north side of Plaza Drive within Eagle Plaza Shopping Center approximately 200-feet east of Eagle Road at 108 East Plaza Drive. The site is located on the east and west sides of Locust Grove Road extended approximately Y2 mile north of Chinden Boulevard. This item was continued from the March 8,2001 meeting. DR-6-01 - Common Area Landscapine for Eaele Towne and Country includine the Win Co Buildine - Eaele Development Associates: Eagle Development Associates, represented by Jeff Huber, is requesting design review approval of the common area landscaping within Eagle Towne and Country Centre and approval of a 99,000-square foot building which includes WinCo Foods. The site is located on the north side of State Street between Highway 55 and Horseshoe Bend Road at 3182 East State Street. This item was continued from the March 8,2001 meeting. Murray moves to approve DR-6-01 Common Area Landscaping for Eagle Towne and Country including the Win Co Building with the site specific and standard conditions of approval set forth in the staff report originally prepared for the March 9, 2001 Design Review Board meeting, with the following modifications: . Site specific condition #2: Shall be deleted and replaced as follows. Building pad #10 shall be orientated to align in a parallel condition, with its long dimension being to the centerline of Horseshoe Bend Road. All other pads within phase one and the gas pad of phase 2 shall be permitted in the orientation shown on the applicants plan. . Site specific condition #7: Add the following sentence. The Design Review Board recognizes the addition of the masonry wall screening along the north side of major C (Win Co) and accepts the design as meeting this intent for screening. . Site specific condition #11: The landscape screening and design as presented in the revised package dated by the City on March 20, 2001 meets the Design Review Board's acceptance for landscaping and screening of the WinCo building and parcels along the east side of Horseshoe Bend Road. . Site specific condition #12: The completion of the wetlands and landscaping shall be done on a phased basis with the complete installation of the wetlands area and landscaping to be done prior to the issuance of a certificate of occupancy for major C. . Site specific condition #13: This condition shall be done with staff and one member of the Design Review Board at the time the parking lot and building lighting is designed and reviewed by the engineer. . Site specific condition#14 shall be re-written as follows: The applicant shall be required to provide a 5' minimum berm from the curb side of the development regardless of its relationship to the center line of Horseshoe Bend Road. The intent of this condition is to maintain the 5' landscape separation of the parking lot to the right-of-way area on Horseshoe Bend Road. . Site specific condition #16: Shall be replaced as follows: The design proposed with the stone landscaping and water feature meets the approval of the Design Review Board as an entry statement for the City of Eagle. . Site specific condition #17 shall be re-written as follows: The revised landscape plan as presented and dated March 30, 2001 with this revised application meets the intent of the Eagle Design Review Board for site landscaping. The Design Review Board requests staff to identify, for their benefit only, the requirements with respect to tree caliper required with respect to replacements inches with respect to installed and designed inches. . Site specific condition #22 shall be re-written as follows: The applicant has indicated their desire to provide internally illuminated signage for the Win Co building. The Design Review Board discourages the placement of pole mounted lighting to directly light the face of this building, and requests the pole mounted lights designed to light the walls be removed from the project. . No franchise or corporate style architecture will be allowed on any pad within this development. . The Design Review Board encourages the applicant to terminate the landscaping at each phase as follows: Phase 1 landscaping to terminate on the north side of new east/west drive aisle. Phase 2 will terminate on the west side of the main north/south drive aisle and include the wetlands installation. . The Design Review Board recognizes the efforts that major C has made with respect to the rear elevation of its building and would encourage the same response from majors A and B at time of submittal to the Eagle Design Review Board. . The Design Review Board will provide additional information to the landscape architect with respect to a workshop that would occur at some point prior to the issuance of a building permit. Those comments will be sent to the applicant by City staff within 7 days of the City Council approval. Seconded by McCullough. Kenison would like the motion amended #22: to change the word recommend to require (the removal of the pole mounted lighting to illuminate the walls of the building). Murray so amends his motion. The site is located on the north side of Chinden Boulevard approximately 300-feet east of Eagle Road within the Eagle Country Plaza Shopping Center at 3314 East Chinden Boulevard. The applicant shall provide the Design Review Board with a lighting plan that either represents self supporting lighting design or the shared use of adjacent property owners and that be identified in the lighting plan. . The applicant shall be required to incorporate the functional paving necessary for this application to stand-alone. . With regards to the north side of the property, the Design Review Board recognizes the need to have cross access agreements to the south. . The applicant shall be required to indicate mechanical equipment and screening types on the north corner of the building and a revised landscape plan shall be provided. . The applicant shall be required to revise the western landscape area to incorporate two additional feet of landscaping with a 17' stall or a 19' stall to bring them into compliance with Eagle City Code for parking design. Site specific condition #5: Staff shall provide the applicant an opportunity to sit down and discuss where the landscape plan is out of compliance with respect to the interior landscape areas. . Site specific condition #6: The last sentence shall read: The proposed materials shall be reviewed and approved by the Design Review Board prior to issuance of a building permit for individual or group of tenants or pads. . Site specific condition#7: is deleted. . Site specific condition#8: The last sentence shall read: The revised lighting details and design plans shall be reviewed by staff and the Design Review Board at the first design review application for one of the pads with tenants. . Site specific condition#10: Add the following sentence: The applicant is encouraged to seek an alternative lighting fixture (which staff has catalogue cuts for) that better represent an optic displacement of full downward lighting. Site specific condition#10: The applicant shall comply with the 20' setbacks per the staff report, verification shall be made prior to issuance of a building permit. . Site specific condition #11: The applicant is encouraged to stripe and identify the fourteen parking spaces within their property on the northwest side of the development as reserved for the medical office use. Murray moves to approve DR-20-01 Business and Professional Office Building Within Rocky Mountain Business Park with the site specific and standard conditions of approval with the following modifications: . Site specific condition #4 shall be re-written: The Design Review Board recognizes the mixture of plant material provided along the perimeter fence as being installed as part of the Pacific Heights Subdivision and recognizes the design meets the buffering and mixture requirements of Eagle City Code. . Site specific condition #14: The applicant has indicated the requirement by the development to limit the parking lot lighting to historic fixtures. The Design Review Board recommends that an alternate historic fixture be used which would provide a more downward flow onto the parking lot. City staff can provide more detailed information on the alternate fixture. . Site specific condition #16: Site plan shall be revised to accommodate eight compact parking spaces along the northern edge of this development, in doing so an additional 2' of landscaping would be added to the common landscaping between the Fire Departments property and the applicant's property. That change shall be reviewed by staff and one member of the Design Review Board. . The applicant has indicated that the roof drainage for the building would be handled through a system of perimeter gutters with chain down spouts. DR-21-01- Dentist Office Buildine - Brenden Clements: Brenden Clements, represented by James Gipson, is requesting design review approval to construct a 5,000- square foot dental office building. DR-22-01 - Research and Development Office Buildine within Rocky Mountain Business Park- Steed Construction: Steed Construction, represented by Wes Steele with Habitec Architects, is requesting design review approval to construct a 21,744- square foot research and development office building. The site is located on the north site of Iron Eagle Drive approximately 550-feet west of Edgewood Lane within the Rocky Mountain Business Park at 1396 East Iron Eagle Drive. Site specific condition #5 shall be changed: The applicant shall be required to provide additional elevations of the building, specifically the rear elevation showing more relief and raising a portion of the roof to eliminate the straight plane. Murray moves to approve DR-22-01 Research and Development Office Building within Rocky Mountain Business Park with site specific and standard conditions of approval set forth in the staff report with the following modifications. . Site specific condition#6: The applicant shall provide a revised landscape plan showing additional texture, color, heartiness, and material selections that have been designed by a person knowledgeable in the landscape profession. The landscape plan shall be reviewed by staff and one member of the Design Review Board prior to building permit issuance. . Site specific condition #7 shall have the following revision to the last sentence: The site and parking lot lighting shall be reviewed and approved by staff and one member of the Design Review Board prior to issuance of a building permit. . Site specific condition #10: The applicant is required to provide additional horizontal and vertical relief on the rear (north) elevation of the building, with respect to the tilt-out concrete panels. The applicant is encouraged to provide compact parking spaces to allow no loss in parking with the additional foot print encroachment. Seconded by McCullough. ALL A YE...MOTION CARRIES. 6. Moved to the Consent Agenda. 7. REPORTS: A. Design Review Board Members: Kenison has concerns with staff providing input on applications that are received. Feels that staff should be more of a technical role and not comment on the aesthetics of the applications, that is the function of the Board. McCullough states that it was actually the goal of the Board to weed out the applications that had made no effort to comply with Eagle City Code. Discussion. B. Council Liaison: Council member Merrill notes that a new Design Review Board member was confirmed tonight and should be attending the May meeting. C. Group I This is a mixture of trees,mainly willows and boxolders.The trees are in fair to good condition and should be retained and protected during construction. The value of these trees are 316,000.00. Group 2 These trees are in good condition and could be transplanted to the natural area being built for storm water. These trees have a value of 1600.00. Group 3 These trees are in poor condition and of no value. They are well past maturity and in hazardous condition. I would recommend removal. Group 4 This grouping of Black Locust are infested with borers and in poor condition. There is no value to these trees.I would recommend removal. Group 5 These trees are in extremely poor condition and pose an immediate hazard. Their trunks are rotting and crown mass is unsound. I would recommend removal. These trees have no value. The applicant has addressed eleven(11)of those issues and has the following comments regarding the remaining three (3)issues: 1. Request: "The applicant will be required to rotate pads 10 and 11 to be perpendicular with Horseshoe Bend Road in response to Planning and Zoning Commission and City Council conditions of approval." • Response: The applicant requests that the Board consider leaving the pad designs as shown. The site design of the pads were carefully thought out and designed to offer the highest and best utilization of the site. As currently designed the sites allow for maximum amount of landscaping on east side adjacent to Horseshoe Bend Road, and for optimum vehicle circulation. Moreover, the Board will have the opportunity to again review both pads when they submit for specific approval. 2. Request: "The applicant shall provide revised lighting details to indicate the removal of the secondary lights near the top of the pole future." Response: The purpose of the secondary lights is to illuminate WinCo's signage on the - front of the building as the City of Eagle's sign ordinance prohibits internally illuminated signs. 3. Request: "The landscape architect is required to review the location of the non-sales item trees at Eagle Nursery and provide a sketch of the location of all existing trees that are not part of the retail venue. Those trees should be determined in caliper size and species. At this point an arborist's report is not required." Response: The applicant has provided a sketch of the trees in question in and around Eagle Nursery. The removal of those trees will result in the applicant having to replace one hundred thirty-three (133) tree units. The total tree units to be removed with the addition of the nursery trees is one thousand seven hundred eighty-one(1,781). The applicant did have an arborist visit the site and report on the conditions of the existing trees. The report indicates that the trees in Groups III,IV and V are of no value and in fact pose a hazard. These trees represent one thousand three hundred twenty-eight(1,328) tree units that the applicant feels he should not be required to replace based on the arborist report. Assuming the Board agrees with the applicant then the applicant is actually planting three hundred forty-four (344) trees above and beyond what is required by the City of Eagle's ordinance. The applicant would also like to explain to the Board the applicant's reasons in designing the rear elevation of the WinCo building. The applicant acknowledges the Board's desire to increase the architectural aspects of the rear elevation of the WinCo store as it will be exposed to passing motorists until the landscaping matures and the storage units to the north are constructed. The applicant feels he has overdesigned this rear elevation to mitigate the Board's concerns. The applicant is not contemplating the same degree of architecture for the two (2)additional major tenants to the west as they are well off the corner and are shielded by the existing storage units.
