DESIGN REVIEW BOARD
MINUTES
March 8, 2001
The Design Review Board met in regular session on March 8, 2001. Chairman Murray
presiding.
1.
CALL TO ORDER:
2. ROLL CALL: The following members were present: MURRAY, KENISON,
ANDERSON, BARNES, COUNCIL LIAISON MERRILL. Absent: MC CULLOUGH:
A quorum is present.
3.
CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless a Design
Review Board member, City Staff, or a citizen requests an item to be removed
from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the
Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from
the City of Eagle shall be adopted as part of the Design Review's Consent
Agenda approval motion unless specifically stated otherwise.
A. Minutes of February 22,2001.
The minutes are removed from the Consent Agenda for modifications.
B. DR-I0-01- Voice Stream Co - Location Antenna UbiQuiTel Leasine
Company: UbiquiTel Leasing Company, represented by Jason Evans, is
requesting design review approval to construct a telecommunications antenna
on the existing Voice Stream antenna. The site is located on the west side of
Horseshoe Bend Road within Republic Storage at 8785 North Horseshoe Bend
Road.
The applicant is present, and agrees with the site specific and standard
conditions of approval. No one from the audience chooses to speak to this
item, it is thus retained on the Consent Agenda.
C. DR-11-01- Buildine Wall Sien with Reader Board for Eaele
Elementarv School- Meridian School District No.2: Meridian School
District No.2, represented by Dean Bickford with Aims Signs Co., is
requesting design review approval to construct a building wall sign with a
reader board for Eagle Elementary School. The site is located on the west side
of Eagle Road approximately ~ mile north of State Street at 475 North Eagle
Road.

D. DR-13-01- Buildine Wall Sien for Wells Fareo Bank - Wells Fareo
Bank: Wells Fargo Bank, represented by Craig Cosper with Young Electric
Sign Company, is requesting design review approval to remove the existing
First Security Bank signs and to construct a building wall sign for Wells Fargo
Bank. The site is located on the north side of Plaza Drive within Eagle Plaza
Shopping Center approximately 200-feet east of Eagle Road Street at 108 East
Plaza Drive.
Staff notes that this application is incomplete and will be heard at the April
meeting.
Anderson moves to add item SA, DR-46-99 MOD Building Wall Sign for
Zarnzows, to the Consent Agenda. Seconded by Kenison. ALL
A YE...MOTION CARRIES.
5A. DR-46-99 MOD - Buildine Wall Sien for Zamzows - Zarnzows:
Zarnzows Inc., is requesting a modification to the master sign plan for the
Zarnzows Retail Center. The applicant is requesting approval to use a
different material for the "Pet", "Feed" and "Garden" signs proposed to be
attached on each side of the Zamzows building wall sign.
The applicant is present, and agrees with the site specific and standard
conditions of approval. No one from the audience chooses to speak to this
item, it is thus retained on the Consent Agenda.
Kenison moves to remove items 4A and 4D from the Consent Agenda.

the agenda.

4. UNFINISHED BUSINESS:
A. DR-68-00 - Common Area Landscauine for Banbury Meadows Subdivision No.
5 - Banbury Meadows LLC: Banbury Meadows LLC, represented by Dick Phillips, is
requesting design review approval of the landscaping within the common area of Banbury
Meadows Subdivision No.5. The site is located on the east and west sides of Locust
Grove Road extended approximately 'h mile north of Chinden Boulevard. This item was
continuedfrom the February 8,2001 meeting.
Murray introduces the item.
Kenison moves to continue this item to the April meeting. Seconded by Anderson.

B. DR-I-Ol- Camille Beckman Office and Production Facility Phase I - Camille
Beckman: Camille BeckmanIFoad and Susan Roghani, represented by Billy Ray Strite
with BRS Architects, are requesting design review approval to construct a 1O4,340-square
foot office and production facility and perimeter landscaping. This is the first of three
phases which include manufacturing, production, packaging, and office facilities, English
cottage style shops, showrooms, bed and breakfast accommodations, gardens,
amphitheater and other similar uses. The site is located on the southeast corner of
Highway 44 and Park Lane. This item was continued/rom the February 8, 2001 meeting.
Murray introduces the item.
Billy Ray Strite, 1010 Allante Boise, Idaho representing Camille Beckman reviews the
application. Mr. Strite reviews the items that the Board had requested to be revised at the
last meeting. Discussion regarding site lighting, drainage, and building materials.
Rodney Evans with The Land Group reviews the landscaping revisions made to this
applications. Foad Roghani comments on semi truck parking on the proposed site.
Discussion.
Murray moves to approve DR-I-0l Camille Beckman Office and Production Facility
Phase I with the site specific and standard conditions of approval set for in the staff
report including the revised landscape, lighting, and drainage plans presented at
this meeting with the following amendments to the site specific conditions of
approval.
. Site specific condition #11 shall be revised as follows: The applicant's revised
landscape plan meets the intent of shielding the loading docks, not doors, within
the development as screened from all public rights-of-way. The revised
landscape plan has been reviewed and accepted by the Design Review Board.
. Site specific condition #12 shall be revised as follows: The landscaping plan as
presented at this hearing meets the intent of the replacement inches set forth in
the original condition #12. No revised landscape plan will be required.
. Site specific condition #14: The revised landscape plan indicates compliance with
buffering around the trash enclosure. No additional landscape plan will be
required.
. Site specific condition #15: The revised landscape plan meets the intent of the
original condition, therefore no revised landscaping submittal or review is
required.
Site specific condition #17: The Design Review Board recognizes the length of
Highway 44 frontage, and recognizes Eagle City Code requirement complying
with minimum quantities of shade trees and shrubs per linear distance. The
revised landscape plan provides unique texture and diversity that the Design
Review Board accepts. The landscape plan meets this requirement.
. Site specific condition #20: The applicant shall be prohibited from storing or
parking semi-truck equipment in the parking lot or loading area for anything

longer than 48 contiguous hours. It was the applicant's testimony that this
would not be a regular occurrence, but noted that there are several instances
where overnight truck traffic is required.
Site specific condition #21: The applicant is encouraged to provide a shielded
lens for the historic fixture, which two installations are shown at the main entry
drive on State Highway 44. City staff will provide additional information to
applicant, which could be used solely at their discretion.
Revise site specific condition #18: The applicant has provided testimony that the
current parapet design and mechanical equipment layout will provide a
minimum impact of mechanical equipment for a horizontal distance of
approximately 350 feet from the right of way. The height of the mechanical
equipment shall be reviewed by staff prior to issuance of a building permit. This
mechanical equipment will include any communications equipment such as
satellite dishes.

5. NEW BUSINESS:
A. DR-46-99 MOD - Buildine Wall Sien for Zarnzows - Zarnzows: Zamzows Inc., is
requesting a modification to the master sign plan for the Zamzows Retail Center. The
applicant is requesting approval to use a different material for the "Pet", "Feed" and
"Garden" signs proposed to be attached on each side of the Zamzows building wall sign.
Approved on the Consent Agenda.
6. PUBLIC HEARING:
A. DR-6-01 - Common Area Landscauine for Eaele Towne and Country includine
the WinCo Buildine - Eaele Development Associates: Eagle Development Associates,
represented by Jeff Huber, is requesting design review approval of the common area
landscaping within Eagle Towne and Country Centre and approval of a 99,000-square
foot building which includes WinCo Foods. The site is located on the north side of State
Street between Highway 55 and Horseshoe Bend Road at 3182 East State Street.
Murray introduces the item.
Jeff Huber, 416 S. 8th St. Boise, Idaho. Mr. Huber reviews the application. Bob Droll,
landscape architect reviews the landscaping for this application. Discusses site specific
conditions that he would like to be modified. Louie Horsemeir, with BRS Architects,
reviews the architectural aspects of the application.
Cerda reviews the staff report. Discussion.
Murray opens the public hearing.
Murray closes the public hearing.
Discussion amongst the Board and Mr. Droll regarding the proposed landscaping. Mr.
Horsemeir answers questions posed by the Board regarding architecture.
Murray calls a 5 minute break.

Barnes comments on the sidewalk requirement. Kenison comments on berming,
sidewalk, pavers vs. stamped concrete, would like to see a rear elevation, discusses tree
requirements, and he feels the design could be improved. Anderson comments on the
trash enclosure screening, and agrees that she would like to see a rear elevation. Murray
would like to see revised plans for berming, does not feel that the dumpsters should be
left un screened, also comments on the architecture, and lighting.
Kenison moves to continue this item to the April meeting. Seconded by Barnes.
Discussion. Kenison withdraws his motion
Murray moves to continue DR-6-01 Common Area Landscaping for Eagle Towne
and Country including the WinCo Building to the April Design Review Board
meeting with the following recommendations to the applicant. The revised drawings
and information shall be provided to staff within 9 working days prior to the April
12th Design Review Board meeting.
. The applicant is required to provide a berming method for all drive-thru pads
that front either public ways or driveway entrances.
. The planting islands within the parking lots shall be reviewed for additional
texture and plant mixture than what is proposed.
. The applicant will be required to rotate pads 11 and 10 to be perpendicular with
Horseshoe Bend Road in response to Planning and Zoning Commission and City
Council conditions of approval.
. The applicant shall be required to revise the elevations on Win Co Foods on both
the south and east elevations to reflect changes in parapet height, as well as
provide additional architectural detailing for the east elevation, with respect to
removal of long, monolithic planes.
. The north elevation, or rear of the building, is required to be submitted.
. The trash and loading areas at the back of this store shall be screened completely
with a masonry wall, a minimum of 10' high the length of the concrete apron for
the loading areas. These should be reflected in revised elevations.
. The overall landscape plan shall be revised to include area 11 which reflects the
east and north landscaping of the drainage swale.
. The applicant shall provide revised lighting details to indicate the removal of the
secondary lights near the top of the pole fixture.
. The applicant is encouraged to revise the pad elevations to reflect a different
style of architecture that has been previously approved at two other Eagle
centers.
.
The landscape architect is required to review the location of the non-sales item
trees at Eagle Nursery, and provide a sketch of the location of all existing trees
that are not part of the retail venue. Those trees should be determined in caliper
size and species. At this point an arborist's report is not required.
With respect to the WinCo mechanical equipment, it is the recommendation of

the Design Review Board that the equipment be identified preliminary in nature
to determine adequate screening methods are met at time of approval.
Seconded by Barnes. Discussion. Murray amends his motion to add:
. It is recommended that the applicant continue the meandering sidewalk along
Horseshoe Bend Road from the northerly edge of the development down to the
Shields A venue driveway entrance.
. The applicant shall provide additional cross-sections through the Horseshoe
Bend buffer to identify compliance with the 5' buffer request made by Eagle
City Council, or alternative designs may be presented.
. An additional cross section shall be shown through the entry feature pond to
reflect screening of the parking lot and construction of the pads behind at the
time when plants are installed.
Second agrees to the amendment. ALL A YE....MOTION CARRIES.
B. DR-8-01 - Four Mobile Offices (Portable Classrooms) fuLEaele Hieh School:
Meridian Joint School District No.2: Meridian Joint School District No.2, represented
by Stillman Anderson with Leatham-Krohn-Van Ocker Architects, is requesting design
review approval to install four 1,200 square foot mobile offices (portable classroom
buildings) at Eagle High School. The site is located on the east side of Park Lane
approximately 2,000-feet north of State Street at 574 North Park Lane.
Murray introduces the item.
Stillman Anderson, representing Meridian Joint School District No.2. Mr. Anderson
reviews the application. Discussion between Mr. Anderson and the Board.
Cerda notes that a revised lighting plan has been submitted and does meet Eagle City
Code for screening. Notes that the conditional use is valid for only 3 years at which time
an application for a time extension would need to be applied for.
Murray opens the public hearing.

Discussion amongst the Board.
Barnes moves to approve DR-8-01 for the Meridian School District No.2 to install 4
re-Iocatable classrooms on the site previously/now being occupied by two classrooms
in a manner that was scaled on our application. We would suggest that the
landscaping be done as proposed with the irrigation being used, and that the site-
specific conditions as laid out be followed. In addition we would suggest that a
minimum of 3" of soil aid or bark be used, knowing that it will not stay where it is
put.
Seconded by Anderson. Discussion. Barnes so amends the motion previously given
that the landscaping will be irrigated in a manner decided upon by the School
District. Second agrees to the amendment. ALL A YE...MOTION CARRIES.
C. DR-12-01- Common Area Landscauine within Castlebury Subdivision - Capital

Development Inc.: Capital Development Inc., represented by Dave Koga with The Land
Group, is requesting design review approval of the common area landscaping within
Castlebury Subdivision. The site is located on the north side of Chinden Boulevard
approximately 1,4 mile west of Locust Grove Road.
Murray introduces the item.

Murray moves to approve DR-12-01 Common Area Landscaping within Castlebury
Subdivision with site specific and standard with the following amendments to the
site-specific conditions of approval.
. Site specific condition #3 shall be re-written as follows: The applicant shall be
required to provide a revised landscape plan showing five additional shade trees
and nineteen additional shrubs within the landscape buffer abutting Chinden
Blvd.lState Highway 20/26. The revised landscape plan shall be reviewed and
approved by staff prior to City approval of the final plat. Staff reserves the
right to request an additional Design Review Board member to compliment that
review.
. Site specific condition #4: The applicant has provided a manufacturers catalogue
cut and sample that would indicate compliance with the proposed vinyl fence
measured, shown at a height of 5'. No additional review is required of staff or
the Design Review Board.
. Site specific condition #6: The applicant has indicated that all existing trees
worthy of transplanting, will be transplanted elsewhere within the site. Those
trees should be identified on a revised landscape plan, which shall be reviewed
and approved by staff and one member of the Design Review Board prior to
issuance of a building permit. Once those trees are relocated, it is recommended
that construction fencing extend beyond the dripline of the trees during
construction of the subdivision if practical.
. Site specific condition #7 shall be re-written as follows: The applicant shall be
required to provide a license agreement approved by ITD and/or ACHD
allowing the right-of-way between site and edge of pavement along Chinden
Blvd. to be landscaped.
