ORIGINAL DESIGN REVIEW BOARD MINUTES August 17,2000 The Design Review Board met in regular session on August 17, 2000 Chairman Murray presiding. 1. CALL TO ORDER: 2. ROLL CALL: The following members were present: MURRAY, MC CULLOUGH, ANDERSON, KENISON. Absent: Council Member MERRILL. A quorum is present. 3. CONSENT AGENDA, . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. DR-40-00 - Wedeewood Subdivision Common Area Landscaoine and Entrv Siens - Creiehton- W estbend. LLC: Creighton- Westbend, LLC is requesting design review approval of landscaping along Locust Grove Road within the common area and one entry sign at each entrance into Wedgewood Subdivision. The site is located 1/4 mile north of Chin den Boulevard on the west side of Locust Grove Road. Murray moves to remove 3A DR-40-00 from the Consent Agenda to reinforce one site-specific condition of approval. Seconded by Mc Cullough. ALL AVE.. .MOTION CARRIES. B. DR-43-00 - Monument Sien for Eaele United Methodist Church - Eaele United Methodist Church: EAGLE United Methodist Church, represented by Dave Koga with The Land Group, is requesting design review approval of a new monument sign. The site is located on the southwest comer of Eagle Road and Ranch Drive extended at 651 North Eagle Road. Murray moves to remove 3D DR-43-00 from the Consent Agenda to discuss one item referencing site lighting. Seconded by Mc Cullough. ALL AVE...MOTION CARRIES. C. DR-46-00 - Buildine Wall Sien for Round Table Pizza - Round Table Develooment: Round Table Development, represented by Dennis Dunn with Nampa Neon Co., is requesting design review approval to construct an internally illuminated building wall sign for Round Table Pizza located within Bosanka Village. The site is located on the southeast corner of State Street and Cobblestone Way at 395 West State Street. D. Minutes of July 27,2000. DR-1-97 MOD - Eal!le Academv School Common Area Landscapinl! - Meridian Joint School District No.2: Meridian Joint School District No.2, represented by Phil Hull with The Land Group, is requesting design review approval to modify the landscaping within Casa Escuela Subdivision. The site is located on the north side of State Street approximately 1/4 mile west of Edgewood Lane. Murray introduces the item, discussion. Representing the Meridian School District, Wendell Bingham, 3526 Ashbury Way, Boise. Mr. Bingham reviews the history of the application. Discussion between Board and Mr. Bingham. Murray moves to continue DR-1-97 MOD to the next regularly scheduled Design Review Board Meeting, at the discretion of the applicant, with the following direction. 1) Block 2, Lot 1 shall remain under school district ownership. 2) That a revised landscape plan or improvement plan be submitted for the Board's review for Block 2 Lot 1, which would provide features such as lawn areas, passive recreation furniture, i.e., benches, trash cans, etc., and that in lieu of the complete 89 caliper inches of replacement tree that the remaining six lots within the subdivision be assessed a penalty of9 caliper inches per lot, totaling 54 inches total which would be looked at as satisfying the replacement caliper. Seconded by Mc Cullough. ALL A YE...MOTION CARRIES. 5. PUBLIC HEARINGS: Chairman Murray announced it is the time and the place for Public Hearings. No public testimony will be heard due to prior location on Consent Agenda for 3A and 3B, and when asked no member of the public desired to provide public testimony on either of these applications. 3A - DR-40-00 - Wedl!ewood Subdivision Common Area Landscapinl! and Entry Sil!ns - Creil!hton- W estbend. The site is located on the south side of East State Street approximately 1j.¡ mile west of Edgewood Lane. Murray introduces the item. Jerry Teal, 9179 W. State Street, Boise, representing Ted Martinez, discussion regarding review of the application. Discussion between Board and Mr. Teal. Discussion continues between Board and Mr. Teal. Paul Norberg, with Harvest Design, representing Pacific Heights Subdivision 5728 W. State, Boise, discusses the landscape plan. Discussion between Board and Mr. Norberg. Cerda presents the staff report. Murray opens the public hearing. Murray closes the public hearing. Joe Harris, 6565 Plantation Lane, Boise, one of the developers of the property, general discussion. Discussion between Board and Mr. Harris regarding the site. Murray recalls Cerda for discussion. Murray calls a 3-5 minute break. Discussion between Cerda and Board regarding landscaping and caliper replacement. Discussion amongst the Board. G:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR-O8-17-00min.doc Murray moves to approve and send on to City Council DR-30-00 with the site specific and standard conditions of approval, as represented in the staff report, adding the following conditions: Item #5: The Design Review Board recognizes the replacement inches of tree caliper is impractical within the roadway frontage of the private road known as Golden Eagle Lane. The Design Review Boards disagrees with the applicant that the street landscaping and common area landscaping represents replacement for the caliper inches. Item #6: Should the applicant be successful in installing a boundary fence on the south side of lots 23-31 inclusive that one, 3" caliper tree within the species presented in the landscape plan be provided at each lot, along with the fence. Item #7: The common area landscaping fronting State Street, fronting Golden Eagle Lane and shown as enlargement A on the revised landscape plan will be installed at the responsibility of the Developer and not the homeowner. The required street tree per lot will be installed prior to Certificate of Occupancy unless directed otherwise by the Building Official or Zoning Administrator. Item #8: The common area landscaping shall be installed at the earliest possible time once the roadway has been constructed. Item #9: The applicant shall make immediate preparations for protecting the existing trees shown to remain which shall include boundary fencing and temporary irrigation. Those measures should be in place within 15 calendar days from application approval by City Council. No construction equipment, storage material, or construction debris of any kind shall be placed within the side of that protective fence. That the applicant shall be requested to revise the building footprint for Lot 45, Block 1 to facilitate retaining the existing scotch pine known as tree #6. If the tree is to be removed and the design is unsuccessful the determination would be made by staff prior to the tree being removed. Up until such time the tree shall be protected as noted in previous site specific conditions of approval. Item #10: The textured pattern shown in the sidewalks and crosswalks throughout the development are a textured pattern concrete of natural color unless approved by staff. Seconded by Anderson. Discussion. Murray amends the motion #9: Tree #6 known as 30" scotch pine shall remain on site, the removal of said tree shall be determined by review of staff and one member of the Design Review Board upon determination that the lot becomes undevelopable, utilizing the arborists recommended methods of protection, Second agrees with the amendment. ALL AYE...MOTION CARRIES. B. DR-42-00 - Convert Residence into Eae:le Floral Shoo - Steve Conklin: Steve Conklin, represented by James Gipson Associates, is requesting design review approval to convert an existing residence into a floral shop and to construct a monument sign. The site is located on the east side of Palmetto Avenue approximately 250-feet north of State Street at 52 North Palmetto Avenue. Murray introduces the item. James Gipson, P. O. Mc Cullough moves to approve DR-42-00 with the site specific conditions and the standard conditions of approval, with the additional of site specific condition #8 that a new landscape plan will be drawn to re-address the landscape design for review by staff and one member of the Design Review Board with regards to a variety of plant material, deciduous and evergreen balance, flowered, and annual and perennial areas. In lieu of the caliper inch replacement mentioned in site specific condition #1, the new landscape plan will address the proposed pear to move to four inches in caliper, one additional four inch pear to be added at the southwest corner of the building towards the property line, and the entire landscape, the northeast corner of the property, the shed will be landscaped completely and that the trash enclosure will be screened at any view that is not screened currently. Seconded by Kenison. Discussion. Mc Cullough amends motion to the new number to emphasize the need for full year screening around the light fixtures on the monument sign. New condition: that the posts defined as stone will become brick as proposed today. Second agrees with the amendment. ALL AYE.. . MOTION CARRIES. 6. NEW BUSINESS: Cerda discusses the site modifications to the elevations, ofthe Sav-On building, which is located at 3210 E. Chinden, located on the North east corner of Chin den and Eagle Road. Mike Capshaw, 1087 W. River Street. Suite 160, Boise, BRS Architects, representing Sav-On, reviews the modifications to the elevations ofDR-16-98. Murray makes a motion that the Design Review Board endorse the revised elevations as presented by representatives of BRS Architects tonight indicating the top of the parapet to be 22 feet 8 inches which will screen the mechanical equipment as required. I believe the submitted plans comply with the required trees except for the two inch caliper trees noted in lot#27. The revised landscape plan submitted with this letter shows these trees changed to three inch minimum caliper. B. As I discussed with you on the phone we will submit the subdivision sign (entry monument)for your review at a later date. The revised Landscape and Civil Engineering Plans show a minimum of 50 ft buffer between the State Street Curb and the nearest lot line in the Pacific Heights Subdivision. The Landscape Plan has been modified to reflect the appropriate landscaping in the 50 ft buffer area along State Street. A five foot high panelized white vinyl fence has also been shown along the north lot line of the lot nearest to State Street. C. The Arborist(Jerry Stallsmith) has stated that four trees are of sufficient value to be saved. Trees#2, 6, 12 & 13 are the trees noted to be saved. Tree#2 is in a good location and can be saved. Tree#6 is .located within the footprint of the proposed house on lot#45 and would severely impact the house size if it is to remain. Tree#12 is located in the curb line of the entry road; but, it is small enough that it can be relocated. Tree#13 is in the entry road way and will have to be removed to meet the ACHD roadway requirements. Mr. Stallsmith has recommended that the other 10 existing trees be removed. The applicant requests permission to remove all trees except for tree#2 which will be kept as it is and tree#12 which will be relocated. • Barbara Cerda Page 2 August 15, 2000 SITE SPECIFIC CONDITIONS OF APPROVAL: 2. The revised landscape plan submitted with this letter shows the trees in lot#27 changed to three inch minimum caliper. 3. The twelve trees proposed to be removed requires a total replacement trunk diameter of 202 inches (refer to the attached tree replacement calculation sheet). The applicant is proposing to plant 88 new trees,with a total trunk diameter of 247 inches (refer to the attached tree replacement calculation sheet). The proposed new trees exceed the required replacement trunk diameter by 45 inches.
