DESIGN REVIEW BOARD
MINUTES
June 8, 2000
The Design Review Board met in regular session on June 8, 2000. Chairman Murray
presiding.
1.
CALL TO ORDER:
2. ROLL CALL: The following members were present: MURRAY, MC
CULLOUGH, ANDERSON, KENISON. Absent: KAUFFMAN, Council liaison
MERRILL. A quorum is present.
3.
CONSENT AGENDA.
. Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless a Design Review
Board member, City Staff, or a citizen requests an item to be removed from the
Consent Agenda for discussion. Items removed from the Consent Agenda will be
placed on the Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. DR-31-00 - Buildinl! Wall Shm for Chef ShoDDe - Chef ShoDDe: Sign Chef
Shoppe, represented by Debbie Anderson with Idaho Electric Signs, is
requesting design review approval of an internally illuminated wall sign for
the Chef Shoppe. The site is located within Eagle Plaza Shopping Center at
228 East Plaza Drive.
Murray inquires if either the applicant or any member of the public wishes to
speak to this item. No one chooses to speak.
Anderson moves to approve DR-31-00 Building Wall Sign for Chef Shoppe.

Sc. DR-27-00 -Entry Shm for The Colony II - Crail! and Kristen Van
Enl!elen: Craig and Kristen Van Engelen are requesting design review
approval for a monument sign at the entrance to the Colony II. The site is
located Y2 mile west of Ballantyne Road on the south side of Floating Feather
Road, just east of Meridian Road.
Anderson moves to place DR-27-00 on the Consent Agenda. Seconded by

Development LLC: Aries Development LLC, represented by Phil Hull with
The Land Group, is requesting design review approval for landscaping within
the common area, cul-de-sac islands and the naturalized floodway area. The
site is located at the northeast corner of Eagle Road and Floating Feather
Road.
McCullough moves to place DR-28-00 on the Consent Agenda. Seconded by

and Associates: Dennis Baker & Associates is submitting revised elevation plans
showing more detail on the club house and maintenance within Two Rivers
Subdivision, located on the west side of Eagle directly across from Island Woods
Subdivision.
Murray introduces the item.
James Glancey the Architect for the project briefly reviews architectural detail of the Club
House and maintenance building. Discussion between the Board and Mr. Glancey.
Phil Hull 128 S. Eagle Road Eagle Idaho. Mr. Hull discusses the landscape plan.

Anderson moves to approve DR-SO-99 Two Rivers Club House and Maintenance
Building per site specific conditions. Seconded by McCullough. Discussion.
Anderson amends the motion to read: Approval per the revised elevations and
landscape plans dated May 30, 2000. Second agrees with the amendment. ALL

B. ill!:1§:90 - Professional Office Buildin!! - Daniel Bradshaw: Daniel Bradshaw is
submitting revised plans and documentation for the proposed professional office
building located on the east side of Eagle Road approximately 780-feet south of State
Highway 44.
Murray introduces the item.
Dan Bradshaw 3285 Shadow Hills Dr. Eagle, Idaho. Mr. Bradshaw addresses the
concerns that the Board brought up when this application was previously before them.
Issues addressed include: site access, whether or not the property is in the floodplain,
landscaping issues, color selections, slate usage and architectural design. General
discussion.
Cerda has nothing to add.
Discussion amongst the Board.
Murray moves to approve DR-16-00 Professional Office Building with the site
specific and standard conditions of approval set forth in the staff report dated April
13, 2000, as well as the conditions of approval set forth in the April 20, 2000 meeting
approval with the following additional site specific conditions of approval. #5: The
applicant is required to return to the Design Review Board for design development
review of the entire site landscaping which includes landscape features such as rock
or water features, building and site lighting, and access from the parking lot. #6:
The applicant is require to return to the Design Review Board at time of design
development for further review of the building elevations with respect to color,
detail, and relationship of entries to the long horizontal planes on the east and west
elevations as noted by Board Member Kenison. #7: The Design Review Board
requests the applicant maintain the slate shingles, and not the asphalt shingles as
noted on the originally presented elevations. The applicant is required to identify
materials and colors for the Design Review Board to accept at the time of next
meeting. The applicant is encouraged to retain the services of a landscape architect
or someone knowledgeable in the profession of landscape design to complete the
landscape plan for the site. Seconded by McCullough. Discussion. Murray adds
the site specific condition of approval that the applicant shall complete the design of
the trash enclosure for both color and material selections at time of design review
re-submittal. This re-submittal shall be place on a regularly scheduled Design
Review Board meeting as unfinished business. Second agrees to the amendments.

5. PUBLIC HEARINGS:
Chairman Murray announced it is the time and the place for the Public Hearing.

review approval of a master sign plan for the Bit Smart Building. The site is located
within Eagle Pavilion Shopping Center at 404 South Eagle Road.

reviews the master sign plan application.
Cerda reviews the staff report. Discussion between Board and Cerda.

Murray moves to approve DR-25-00 Master Sign Plan for the Bit Smart Building
with the site specific and standard conditions of approval as written in the staff
report with the following amendments to the site specific conditions of approval.
Site specific condition #1 shall have additional paragraph added which reads: It is
the opinion of the Design Review Board that this particular multi-tenant building
complies with Eagle City Code 8-2A-8.C.9 with respect to allowing 2 walls signs for
each corner business within this multi-tenant building. The Boards opinion should
be reviewed by Legal Council and concurred by City Council at time of final
approval. #4: The master sign plan is conditioned upon a uniform background
material of sheet metal with one inch returns, all acid treated to produce a rust
finish similar to that proposed for the On the Mantel Gift Shop sign. The style and
font on the approved background shall allow individuality between tenants and
shall be reviewed and approved by staff prior to issuance of a sign permit. Seconded
by Kenison. ALL A YE...MOTION CARRIES.
B. DR-26-00 - Landscapine for The Colony II Entry and Common Areas - Van
Eneelen Development: Van Engelen Development is requesting design review approval
of landscaping along Floating Feather Road and within the common areas. The site is
located V2 mile west of Ballantyne Road on the south side of Floating Feather Road, just
east of Meridian Road.
Murray introduces the item.
Kristen Van Engelen, 4720 Emerald Boise, Idaho. Ms. Van Engelen reviews the
application and the history of The Colony subdivision.
McCullough will be abstaining from discussion and voting on DR-26-00.
Jay Gibbons 915 W. Jefferson Boise, Idaho, is the landscape architect for the application.
Mr. Gibbons reviews the landscaping proposed for this application.
Discussion between Kristen and Craig Van Engelen, Mr. Gibbons, and Board.
Cerda addresses the Board and answers questions regarding the application.

Discussion amongst the Board.
Murray moves to approve DR-26-00 Landscaping for The Colony II Entry and
Common Area with the site specific and standard conditions of approval. Adding
the following site specific conditions of approval: #3: As presented in testimony by
the applicant the area between the meandering sidewalk and edge of new asphalt
along Floating Feather shall be grass with an underground irrigation system. #4:
The Design Review Board recognizes the wrong staff report presented by ACHD
but recognizes the additional asphalt pavement required of the roadway in front of
the Floating Feather street frontage. Seconded by Kenison. Discussion. Murray
amends his motion adding a site specific condition of approval that states: The
landscaping provided in the planter island commonly known as the "doughnut" in
L.l.l of the south landscape architecture plan shall be used and implemented into
the same planter island a.k.a "doughnut" in The Colony Phase I. Second agrees
with the amendment. ALL A YE...MCCULLOUGH ABSTAINS. MOTION
CARRIES.
C. DR-27-00 -Entry Sie:n for Tþe Colony 11- Craie: and Kristen Van Ene:elen: Craig
and Kristen Van Engelen are requesting design review approval for a monument sign at

D. DR-28-00 - Landscapine: for Brookwood Phase 3 Common Areas - Aries
Development LLC: Aries Development LLC, represented by Phil Hull with The Land
Group, is requesting design review approval for landscaping within the common area,
cul-de-sac islands and the naturalized floodway area. The site is located at the northeast
comer of Eagle Road and Floating Feather Road.
See above motion.
E. DR-29-00 - Two Office Buildine:s and Two Accessory Buildine:s - Dave
Roylance: Dave Roylance, represented by Mark Butler with Land Consultants Inc., is
requesting design review approval of two 3,264-square foot office buildings, one 1,384-
square foot accessory building and one 1,152-square foot accessory building. The site is
located north of State Street and south of Dunyon Street at 2178 East State Street.
Murray introduces the item.
Mark Butler, 222 E. State Street Eagle, Idaho. Butler presents the application.
Discussion between Mr. Butler and the Board.
Dave Roylance 391 W. State St. Eagle, Idaho. He does not know how the roof drainage
will be handled at this time. Discussion regarding the garage door facing Dunyon Street.
Discussion between Roylance, Butler and the Board.
Cerda reviews the staff report and provides clarification of site specific conditions. She

McCullough moves to approve DR-29-00 Two Office Buildings and Two Accessory
Buildings with the site specific and standard conditions of approval with the
following additional site specific conditions: #7: The applicant is encouraged to
provide a post mounted sign in conformance with Eagle City Code that notifies
existing drivers of a 20 mph speed limit on Dunyon Street. #8: The future accessory
building shall match the accessory building that is proposed to be constructed at this
time. #9: The project landscape shall comply with Eagle City Code 8-2A-7.K.2 with
regards to parking abutting a public right of way. #10: A detail of the gate material
and design shall be reviewed and approved by staff and one member of the Design
Review Board prior to building permit issuance. #11: Where the pavers shown on
the plan abut the building the wainscot shall be cultured stone. #12: A minimum 12
" drive isle shall be provided on the east side of the property. #13: The landscaping
is approved as presented. In the future Design Review Board and City Council
should discuss a tree fund to handle issues such as the removal of these 57 inches of
tree caliper inch at this site. #14: All outside HV/AC units shall be screened from
view by landscaping. Seconded by Kenison. Discussion. #10: Amended to include
the fencing material as well as the gate material. Second agrees with the
amendment. #8: The future accessory building may be approved at Staff level.
Second agrees to the amendment. McCullough moves to amend #15: The accessory
structures shall be a minimum of 5' from the rear property line along Dunyon
Street. Second does not agree with amendment. Amendment fails. McCullough
amends #13: The Design Review Board recognizes that this site does not have the
capacity to handle the additional 57" caliper and a dialog should happen between
Design Review and City Council to establish the tree fund mentioned before.
Second agrees with the amendment. ALL A YE...MOTION CARRIES.
F. DR-46-99 MOD - Master Sien Plan for Zarnzows Retail Center - Zarnzows Inc.:
Zarnzows, represented by John Morton with Golden West Advertising, is requesting
design review approval of various wall signage for the Zarnzows retail center. The site is
located at the northwest comer of Eagle Road and State Highway 44 at 435 South Eagle
Road.

of the site. Discussion amongst the Board and Mr. Morton
Mark Butler 222 E. State Street Eagle, Idaho. Reviews the special portable sign that the
applicant is requesting approval of.

Murray moves to approve DR-46-99 MOD - Master Sign Plan for Zarnzows Retail
Center including the mobile sandwich board and material as presented tonight with
the site specific and standard conditions of approval with the following site specific
additions. The signage A and B shall be approved as presented. The flat areas
flanking the Moxie Java and Eagle Animal Clinic as shown on the elevations page 1
of 1 also are flanked with the green non-illuminated panel. Sign E is approved as
presented in copy. Signs C and D shall match the background trim (black) color of
the Zarnzows sign and that Moxie Java be permitted the red in Moxie and the
sunflower yellow in Java. The Eagle Animal Clinic shall be given the option of blue
or black font color. The Primary Health Signage shall be constructed as shown but
positioned on the building to the west of the secondary door adjacent to the Moxie
Java. The background material for the signs C, D, E shall be of a coarse, either
sand or orange peel texture and the text shall be surface mounted to that
background. The cabinet depth for signs C, D, E shall be kept to a minimum of six
inches unless recognized structurally enable and the roof overhang on the north side
of that placard shall be limited to 4 inches unless proven enable to conceal the small
cove light. Primary Health shall include the option B illumination to halo the
placard as wall mounted. Seconded by McCullough. Discussion. Murray amends
the site specific condition to deny the sandwich board as on the basis that Zarnzows
currently has adequate signage and the Board does not feel that additional signage
is needed. Second agrees with the amendment. Murray adds a site specific
condition that the applicant is encouraged to review the construction methods used
for the Welcome to Eagle signs at the east and west sections of the alternate route in
hopes that the texture of the panels as well as the background and applique fonts be
used for this signage C, D, E. Second agrees with the amendment. Murray adds a
site specific condition of approval that prior to issuance of a building permit the
signage shall be reviewed and approved by staff and one member of the Design
Review Board. Second concurs with the amendment. Murray amends to add that
the Design Review Boards approves signage only on the north side of these buildings
recognizing that the site plan date stamped November 4, 1999 represents illuminated
cabinet signs on the south side. Second concurs. ALL A YE...MOTION CARRIES.
