Minutes - 2000 - Design Review - 04/20/2000 - Regular DESIGN REVIEW BOARD MINUTES April 20, 2000 The Design Review Board met in regular session on April 20, 2000. Chairman Murray presiding. 1. CALL TO ORDER: 2. ROLL CALL: The following members were present: MURRAY, MC CULLOUGH, KENISON, ANDERSON, Council liaison MERRILL. Absent: KAUFFMAN,. A quorum is present. 3. CONSENT AGENDA. . Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. . Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of March 9, 2000. B. DR-13-00 Two Buildine Wall Siens for Starbucks Coffee - Starbucks Coffee: Starbucks Coffee, represented by Debbie Anderson with Idaho Electric Signs, is requesting design review approval of two internally illuminated building wall signs. The site is located within Eagle Plaza Shopping Center at 228 East Plaza Drive. Kenison moves to table the minutes of March 9, 2000 to the next agenda. Seconded by McCullough. ALL A YE...MOTION CARRIES. Murray asks if there is anyone present who wishes to speak regarding DR-13-00. No one in the audience chooses to speak. Debbie Anderson representing Starbucks Coffee has not objections to the staff report. Kenison moves to approve the Consent Agenda. Seconded by McCullough. ALL AYE.. .MOTION CARRIES Murray moves item 7 A up on the agenda to be heard at this time. 7 A. Historical Preservation Commission Representative Geneva Trent wishes to address the Design Review Board. Geneva Trent with the Eagle Historical Commission states that a map is being generated for the Boards review regarding historical structures currently existing in Eagle. She states that the Council has requested that the Commission review and provide suggested modifications to the current Design Review Ordinance, but asks for some guidance from the Board as to areas in which they would like to have Historical Commission input. 4. 5. UNFINISHED BUSINESS: None PUBLIC HEARINGS: Chairman Murray announced it is the time and the place for the Public Hearing. A. DR-12-00 - Retail Buildin~ within Eaele Pavilion Shoppin~ Center - Eaele Pavilion LLC: Eagle Pavilion LLC, represented by Cricket Langworthy with BRS Architects, is requesting design review approval to construct a 2,900-square foot retail building. The site is located on the northeast corner of Eagle Road and State Highway 44, just south of the existing Pizza Hut building within Eagle Pavilion Shopping Center at 396 South Eagle Road. Murray introduces the item. Clint Minyoka with BRS Architects reviews the application. General discussion regarding mechanical unit screening, landscaping and other architectural criteria. Council liaison Merrill arrives at 6:20 p.m. Cerda reviews the staff report. Murray opens the public hearing. Murray closes the public hearing. Discussion amongst the Board. Murray moves to approve DR-12-00 Retail Building within Eagle Pavilion Shopping Center with the site specific and standard conditions of approval with the following amendments to site specific conditions. Site specific condition #2 shall be deleted and the plan submitted tonight shall be accepted. Adding the following site specific condition: The applicant shall install an additional lattice trellis with Virginia Creepers along the north face of the building at the west corner. The Design Review Board accepts the applicant's recommendation to delete the window panel at the southeast corner of the show. The applicant is encouraged to install gutters to allow leader drops at the northeast and northwest corners of the building. Seconded by McCullough. Discussion. ALL AYE...MOTION CARRIES. B. DR-14-00 - Remodel Old Post Office Buildine into Office - US Timber Company: US Timber Company, represented by Patrick McKeegan with McKeegan Architect, is requesting design review approval to remodel the old post office building into an office building. The site is located on the north side of State Street approximately 300-feet west of Eagle Glen Lane at 222 West State Street. Murray introduces the item. Patrick McKeegan 419 S. 8th St. Ste. B Boise, Idaho representing US Timber Company presents the application and comments on the staff report. Discussion of roofing material, landscape elements and exterior lighting. Cerda reviews the staff report. Discussion between staff and Board. Murray opens the public hearing. Murray closes the public hearing. Mr. McKeegan states that any drainage problems will be addressed as they arise. Also comments on the photos he submitted with his application and that his intent was to demonstrate how well the remodeled building would fit into the surrounding area. Discussion amongst the Board regarding window percentages, roof material and other architectural criteria. McCullough moves to approve DR-14-00 Remodel Old Post Office Building into Office with the site specific and standard conditions of approval. Adding site specific condition #5: The roof shall remain standing seam as originally proposed. #6: The applicant shall provide one six foot bench to be installed in the front plaza area. #7: The applicant shall provide Ivory Halo Dogwood plant material around the condenser units located on the west side of the building. #8: Any drainage problems on the site shall be addressed and solved prior to Certificate of Occupancy. #9:The applicant shall be required to provide material samples to be reviewed and approved by staff and one member of the Design Review Board prior to issuance of a building permit. #10:The applicant shall provide chain drops for the roof drainage. #11: The existing United States Post Office box and bollards shall be removed prior to issuance of a Certificate of Occupancy. Seconded by Kenison. Discussion. McCullough amends his motion to add site specific condition #12:All existing or proposed site lighting shall be brought into compliance with Eagle City Code prior to issuance of a building permit. Second agrees to the amendment. ALL A YE...M OTI ON CARRIES. C. DR-15-00 - Sewer District Office - Ea~le Sewer District: Eagle Sewer District, represented by Michael Simmonds with ZGA Architects and Planners, is requesting design review approval to construct a 3,500-square foot office building. The site is located on the northeast comer of State Street and Palmetto Avenue at 812 East State Street. Murray introduces the item. Tom Zabala representing Eagle Sewer District reviews the application. Chuck Fergusson with the Eagle Sewer District provides clarification regarding the usage ofthe conference room. General discussion. Cerda has nothing to add but makes herself available to answer questions. Kenison reviews the photographs of the animal clinic site that is near the proposed Sewer District building. Discussion between staff and Board. Murray opens the public hearing. Murray closes the public hearing. Discussion amongst the Board. McCullough moves to approve DR-15-00 Sewer District Office with site specific and standard conditions of approval with the following amendments. Adding site specific condition #9: The existing curb cut on Palmetto Avenue shall be removed and replaced to match the existing curb, gutter and sidewalk improvements. #10:The applicant shall provide lawn edging between the lawn and planters. #11 :The applicant shall install three inches of bark mulch within all planters on site. #12:The roof drainage is to be internal as presented by the applicant. Seconded by McCullough. Discussion. McCullough amends his motion to add site specific condition #13:The proposed plaza area off the break room shall be submitted for review and approval by staff and one member of the Design Review Board prior to issuance of a building permit. Second agrees to the amendment. ALL A YE...MOTION CARRIES. D. DR-16-00 - Professional Office Buildim! - Daniel Bradshaw: Daniel Bradshaw is requesting design review approval to construct a 29,967-square foot two story professional office building. The site is located on the east side of Eagle Road approximately 780-feet south of State Highway 44 (no address at this time). Murray introduces the item. Wes Steele 229 N. 9th St. Ste. 500 Boise, Idaho representing Mr. Bradshaw reviews the application. Discussion between Mr. Steele and the Board. Cerda and Council liaison Merrill address concerns expressed by the Board regarding access to this site and ACHD criteria. Murray opens the public hearing. Murray closes the public hearing. Discussion amongst the Board regarding the choice of roof material, color selection, landscaping, and access concerns. Murray moves to continue DR-16-00 Professional Office Building, to a meeting date within the next six months, with the recommendation that the following issues regarding the site be addressed. 1: The site landscaping shall be reviewed in detail to indicate adjacencies to the building and an increase of conifers species throughout the site. 2. A revised site plan be provide to indicate roadways access from Eagle Road in the event that the preliminary plat for Eagle River is not in place. 3. Provide a cross section from Eagle Road to the west entrance of the building. 4. Provide additional detail in regards to the building profile from base to roofline. The Board recommends a roofing material of either slate or metal in lieu of the asphalt shingles. 5. The elevations shall address window treatment in regards to mullion and muntons. 6. The rock landscape feature and landscape lighting shall be detailed or deleted. 7. References to the Eagle River Standards be provided to the Design Review Board in current form (approved or not approved) 8. Material (other than E.F.I.S.) and specifically color samples be provided to the Design Review Board for review. The applicant is encouraged to selected richer colors than provided in the elevations. Seconded by McCullough. ALL A YE...MOTION CARRIES. 6. NEW BUSINESS: A. Historical Preservation Commission Representative Geneva Trent wishes to address the Design Review Board. See above. ,- '-'~---, 7. REPORTS: A. Design Review Board Members: Kenison discusses his trip to Hiltonhead and the type of signage allowed. He states that very little corporate architecture has been allowed. Discussion. B. Council Liaison: Discusses action regarding modifications to a landscaping feature in Brookwood Subdivision. Also comments on Eagle Market Place and their desire to remove the awnings from the building. Shows the size of sign that Texaco was allowed to build and what they had been proposing to build. C. Staff: Ask the Board for direction regarding Chinden Hardware's desire to modify the existing sign. At this time the Board feels that the tenant either needs to follow the master sign plan or submit an application to Design Review Board for review. Murray would like to see on site aerial photographs that the applicant could provide. Cerda notes that McDonalds will be bringing 2 internally illuminated signs before the Board and also lists the remaining application that will be brought before the Board next month. 8. I reviewed the site specific requirements with the owner and offer this response. 1. We still assert that the elevations submitted are more appropriate for an existing office building. As you state in your response to item 4 concerning the setbacks,the Ordinance does not seem to address use of wasting buildings. As stated In our application letter k does not appear that this standard has been applied to other buildings recently constructed in the same zone. I will elaborate at the hearing. 2. We will provide the decorative paving as requested to match the building across the street 3. Although not called out on the site plan submitted,all plant areas do have curbs or walks abutting them. 4. Item 4 is acknowledged and agreed with. It is our understanding that this oversight in the Ordinance will be corrected. Also,please be advised that since we submitted the application we have decided to request that the roof material be changed from the green metal to a 40 year heavy architectural asphalt shingle in the same green tone. I will have samples and photos of the proposed material at the hearing. We look forward to presenting our project to the board. My purpose is to give the Commission as much factual information so that U.S.limber is being evaluated on the same basis as existing businesses. I looked at similar building types that have been converted or newly constructed along State Street and Eagle Roads. I photographed the buildings and measured the area of the vertical street frontage. The window and door opening area was then measured and the percentage of opening to wall calculated. Those photographs and calculations are attached. The measurements are in proportional units. As shown all of the converted and newly constructed buildings fall below the 50%ordinance requirement. The average opening ratio is 26%. This is not surprising,generally a 25-35%ratio is recognized as being aesthetically end structurally desirable for these types of buildings. Retail uses desire the higher ratio for product visibility and the structural requirements to achieve the higher ratio are justifiable. In our case we are asking that we be allowed to match the new building across the street(24 and 30%). If you have any questions or need more information,please call.
