DESIGN REVIEW BOARD
MINUTES
February 10, 2000
The Design Review Board met in regular session on February 10,2000. Chairman
Murray presiding.
1.
CALL TO ORDER:
2. ROLL CALL: The following members were present: ANDERSON,
KAUFFMAN, MURRAY, MC CULLOUGH. Council liaison MERRILL. A quorum is
present.
APPROVAL OF MINUTES:
A. Minutes of December 9, 1999.
B. Minutes of January 20, 2000.
Anderson moves to approve the minutes of December 9,1999 as presented.
Seconded by McCullough. ALL AYE...MOTION CARRIES

Kenison moves to approve the minutes of January 20, 2000 as amended. SecoQded
by Kauffman. Discussion. ALL AYE...MOTION CARRIES
4.
CONSENT AGENDA:
. Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless a Design
Review Board member, City Staff, or a citizen requests an item to be removed
from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the
Rules of Order.
. Any item on the Consent Agenda which contains written recommendations from
the City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Remove trees located at 812 East State Street - LaRue Bevin~ton: Mr. LaRue
Bevington is requesting design review approval to remove six trees from his site located
on the northeast comer of Palmetto Avenue and State Street at 812 East State Street.
Cerda notes that the number of trees to be removed should be 18 trees, not six trees for
item 4A.
McCullough would like to add the following to the consent agenda 5A, 5E, 5F, 5G.
Murray introduces each item; he inquires if the applicant is present, if they agree with the
site specific and standard conditions of approval, and whether or not there are members of
the public present to speak to the item.
All applicants are present, and the following have no objection to being added to the
consent agenda, 5A, 5E, 5G. No members of the public wish to speak to these items.

A. DR-I-OO - Smoke N Suds Dundin!! Wall Sien - Dan Smith: Dan Smith,
represented by Rick Waters with Golden West Advertising, is requesting design review
approval of an internally illuminated building wall sign for Smoke N Suds. The site is
located on the north side of Plaza Drive within Eagle Plaza Shopping Center at 228 East
Plaza Drive, Suite D.
E. DR-6-00 - Reed Cycle Monument and Buildine Wall Sien - Bill and Tami Reed:
Bill and Tami Reed are requesting design review approval for a monument sign and
building wall sign for Reed Cycle. The site is located on the north side of State Street
approximately 80-feet east of 2nd Street at 238 East State Street.
G. DR-8-00 - Peddlers Buildine Wall Sien - Peddlers Fine Gifts: Peddlers Fine Gifts,
represented by Stan Oliva with Idaho Electric Signs, is requesting design review approval
for an internally illuminated building wall sign for Peddlers Fine Gifts. The site is located
on Plaza Drive within Eagle Plaza Shopping Center at 228 East Plaza Drive, Suite P.
McCullough moves approve item 4A, SA, SE, SG. Seconded by Kenision. ALL
A YE...MOTION CARRIES.
5. PUBLIC HEARINGS:
Chairman Murray announced it is the time and the place for the Public Hearing.
A. DR-I-00 - Smoke N Suds Buildine Wall Sien - Dan Smith: Dan Smith,
represented by Rick Waters with Golden West Advertising, is requesting design review
approval of an internally illuminated building wall sign for Smoke N Suds. The site is
located on the north side of Plaza Drive within Eagle Plaza Shopping Center at 228 East

B. DR-3-00 - Sales Office. Wellhouse. Renovation of Barn and Landscapine wi~hin
Brookwood Subdivision - Aries Development LLC: Aries Development LLC,
represented by Billy Ray Strite with BRS Architects, is requesting design review
approval to construct a 1,500-sqaure foot sales office, a 512-square foot wellhouse, and to
renovate the existing 1,200-square foot barn. The applicant is also requesting design
review approval of the proposed landscaping within Phase 6 of Brookwood Subdivision.
The site is located on the northeast corner of Eagle Road and Floating Feather Road
within Brookwood Subdivision.
Murray introduces the item.
Mike Hormachea, 1101 W. River Street Boise, Idaho representing Aries Development.
Mr. Hormachea briefly reviews the application.
Billy Ray Strite, 1087 River Street Boise, Idaho reviews the architectural element of the
application. Mr. Strite notes that the barn will not be used for public gatherings. He
would like site specific condition number two stricken and number three amended. Mr.
Strite also requests item #5 have language stating that per the request of United Water a
gate will be installed. Discussion.
Phil Hull 128 S. Eagle Rd Eagle Idaho reviews the landscaping for the application.

Butler reviews the staff report. He reviews Eagle City Code regarding alternate methods
of compliance and the criteria for qualifying for an alternate method.
Murray opens the public hearing.
Murray closes the public hearing.
Discussion amongst the Board.
Murray moves to approve DR-3-00 Sales Office, Wellhouse, Renovation of Barn and
Landscaping within Brookwood Subdivision with site specific and standard
conditions of approval with the following amendments. Site specific condition #2
shall remain the same with the following language added: The Design Review Board
has reviewed the architectural drawings presented and accepts the design and
material selection proposed at this meeting. The City Council shall make the
decision as to the use of the barn for public use or storage use. #3 shall be re-written
as follows: The parking lot, as presented with this application, is recognized as
adequate parking for the sales office, pump house, and barn used as storage. The
additional parking across old barn road used for the private grass areas shall be
deemed accepted as off site parking to handle any overflow necessitated by these
three buildings. #5: Shall read: Provide a gate at the entrance to the wellhouse on
Eagle Road so that there is no public access to the wellhouse site, upon the request
of United Water Company shall be added to the condition. #6: The following
language shall be added: The area inside the construction fence shall be free of all
construction materials, storage, trailers etc. for the duration of the project, #7: The
applicant shall be permitted to use composite architectural grade shingles in lieu of
the wood cedar shingles as shown on the submitted drawings and as presented in
testimony tonight. #8: The cedar fencing along the private property fronting
Floating Feather shall be accepted by the Design Review Board for implementation
by the developer. Seconded by McCullough. Discussion. Murray amends #8 to add
the following language: The new cedar fence shall be treated by the developer at the
time of installation with either a clear or stained finish at his discretion. #9: Prior to
issuance of a building permit the applicant shall identify adequate screening for the
mechanical equipment at the southeast corner of the clubhouse or sales office which
shall be reviewed and approved by Staff and if necessary, one member of the Design
Review Board. Second agrees with the amendment. ALL A YE...MOTION
CARRIES.
C. DR-4-00 - Buildine Wall Si2n for A-I Ouality Detail- Donna Wall: Donna Wall is
requesting design review approval for a building wall sign for A-I Quality Detail. The
site is located on the west side of Eagle Road approximately 1 mile north of Chin den
Boulevard at 2047 South Eagle Road.
Murray introduces the item.

Anderson moves to approve DR-4-00 Building Wall Sign for A-I Quality Design
with the standard and site specific conditions of approval. Adding site specific #3:
Recommend the trim on the top of the facia compliment the building and sign colors
when it is painted. Seconded by Kauffman. Discussion. Anderson moves to amend
site specific #1: The sign material and overall appearance shall set precedence over
building architectural colors. Second agrees with the amendment. ALL
AYE...MOTION CARRIES.
D. DR-S-OO - Office Buildine and Siena~e within Merrill Subdivision - Reid
Merrill: Reid Merrill, represented by George Transtrum with Heartland Construction, is
requesting design review approval for an 11 ADO-square foot office building, a building
wall sign and a monument sign. The site is located on the south side oflron Eagle Drive
approximately y.¡ mile east of Plaza Drive at 1179 East Iron Eagle Drive.
Murray introduces the item.
George Transtrum 550 W. State Street Eagle Idaho introduces Mr. Thornton and Mr. Hull
who will address the architectural and landscaping elements of the application.
Rob Thornton 461 Main Street Boise, Idaho reviews the architectural elements of the
application. Discussion.
George Transtrum reviews the proposed signage.
Phil Hull 128 S. Eagle Rd. Eagle, Idaho reviews the landscaping for the application.
Cerda has nothing further to add to the staff report, but welcomes any questions from the
Board. Discussion.

McCullough moves to approve DR-S-OO Office Building and Signage within Merrill
Subdivision with site specific and standard conditions of approval with the following
amendments. Site specific condition #1 the following language shall be added:
Pending an alternative method of compliance that addresses a topographical
situation that requires the area to be used for a drainage swale per Eagle City Code
8-2A-7-0-1B. Adding #7: A curb shall be installed running north and south at the
edge of the proposed parking lot on the east end of the project. #8: The wall sconces
on this building shall be scaled down (from the size existing on the Rocky Mountain
Fitness Center) to fit the scale of this building. #9: As the final building design
materializes the walls presented of the building need to have more relief and will be
presented and approved by Staff and one member of the Design Review Board.
Seconded by Kenison. Discussion. McCullough amends his motion to restate
condition #9: and have it read: The final design needs to be revised to reflect more
break up in the coping plane, horizontal plan, and more dimensional relief. The new
design shall be presented to the Design Review Board and the Board will make

recommendations of the new design prior to the next City Council meeting. Second
agrees with the amendment. ALL A YE...MOTION CARRIES.
E. DR-6-00 - Reed Cycle Monument and Buildin~ Wall Si~n - Bill and Tami Reed:
Bill and Tami Reed are requesting design review approval for a monument sign and
building wall sign for Reed Cycle. The site is located on the north side of State Street
approximately 80-feet east of2od Street at 238 East State Street.

F. DR-2-98 MOD - Internally Illuminated Siena~e for Chevron - Sandy Smith:
Sandy Smith, represented by Debbie Anderson with Idaho Electric Signs, is requesting
design review approval for internally illuminated signage for the existing Chevron gas
station. The site is located on the northwest corner of Eagle Road and West Inlet Bay
Lane at 503 South Eagle Road.
Murray introduces the item.
Debbie Anderson 6528 Supply Way Boise, Idaho representing the applicant. Ms.
Anderson expresses her concern regarding the site specific condition requesting the fuel
island canopy not be illuminated.
Cerda reviews the staff report.

Murray moves to approve DR-2-98 MOD Internally Illuminated Signage for
Chevron with the standard conditions of approval and the following site specific
conditions. The fuel island canopy signs proposed to be internally illuminated shall
be permitted under the new sign code with indicates wall sign age under or at 5%
can be internally illuminated. And that under the definition of structure and
building according to Eagle City Code this canopy complies with that definition.
Site specific #2: The Design Review Board recommends to City Council that Eagle
City Code 8-2A-8.C.2 second paragraph be revised to clarify wall sign age/intern ally
illuminated wall signage with respect to fuel island canopies. Second by
McCullough. ALL A YE...MOTION CARRIES.
G. DR-8-00 - Peddlers Buildine Wall Sien - Peddlers Fine Gifts: Peddlers Fine Gifts,
represented by Stan Oliva with Idaho Electric Signs, is requesting design review approval
for an internally illuminated building wall sign for Peddlers Fine Gifts. The site is located
on Plaza Drive within Eagle Plaza Shopping Center at 228 East Plaza Drive, Suite P.
