Minutes - 1999 - Design Review - 10/25/1999 - Regular ORJGINAL DESIGN REVIEW BOARD MINUTES OCTOBER 25, 1999 The Design Review Board met in special session on October 25, 1999. Chairman Murray presiding. 1. CALL TO ORDER: 2. ROLL CALL: The following members were present: ANDERSON, KAUFFMAN, MURRAY, VANCE, MCCULLOUGH, AND COUNCIL LIAISON MERRILL. A quorum is present. 3. APPROVAL OF MINUTES: A. Minutes of October 14, 1999 Anderson moves to approve the minutes of October 14, 1999. Seconded by Kauffman. ALL AYE...MOTION CARRIES... 4. s. OLD BUSINESS: None PUBLIC HEARINGS: Chairman Murray announced it is the time and the place for the Public Hearing. A. DR-33-99 - Washin~ton Mutual Bank with Drive-up Service and Buildin~ Wall Si2ns - Washin2ton Mutual: Washington Mutual, represented by Callison Architecture, Inc., is requesting design review approval for a S,OOo-square foot bank building with a drive-up service window and approval for two building wall signs. The site is located at the southwest comer of Highway 44 and Eagle Road within Channel Center Subdivision at 468 South Rivershore Lane. Murray introduces the item and notes that the site for the bank was not to be discussed unless brought up by the applicant. Martin Hill, Callison Architecture, Seattle Washington representing Washington Mutual Bank. Mr. Hill brought to the attention of the Design Review members the changes made to the building. Mr. Hill feels that they have meet the requirements of the City Council. Discussion amongst Board Members. Susan Buxton, City Attorney arrives. Murray calls a S minute break per the suggestion of City Attorney. Discussion took place on the landscaping of the island. Discussion regarding tree #6 & #7. Murray opens the public hearing. Murray closes the public hearing. Anderson liked the idea that a professional crew would be taking care of the trees. Murray moves to approve DR-33-99 with the previous site specific and standard conditions the following site specific conditions: #8: The Design Review Board recommends the removal of the Blue Ash tree located at the northeast corner of the site (tree #6 on arborist report). The landscape plan shall reflect 12-inches of caliper on site justifying the removal. #9: No surface down spouts except from the perimeter rain gutter to the main building shall be permitted (approximately I-foot exposed). #10: The outermost curb island of the drive-thru shall be planted as shown on the landscape plan and shall be a minimum of 5-feet wide as per Eagle City Code.#11 :The two Scots Pine trees to be relocated shall be done by a qualified professional contractor. The final location of the trees shall be given flexibility when this contractor is brought on. #12:The building elevations reviewed at the October 25, 1999, design review meeting shall be the elevations approved with this application.
