Minutes - 1999 - Design Review - 09/16/1999 - Regular ORIGINAL DESIGN REVIEW BOARD Minutes September 16, 1999 The Design Review Board met in regular session on September 16, 1999. Vice Chainnan Vance presiding. 1. CALL TO ORDER: 2. ROLL CALL: The following members were present: KAUFFMAN, MCCULLOUGH, AND VANCE. ABSENT ANDERSON, MURRAY AND COUNCIL LIASION MERRILL. A quorum is present. 3. APPROVAL OF MINUTES: Vance moves to table the minutes of June 10, 1999 and July 8,1999 until the next meeting. Seconded by Kauffman. ALL AYE...MOTION CARRIES 4. S. OLD BUSINESS: NONE PUBLIC HEARINGS: Vice Chainnan Vance announced it is the time and the place for the Public Hearing. A. DR-25-99 - New Buildin~ Wall Sie:n for Pizza Hut Within Ea~le Pavilion Subdivision- Pizza Hut: Pizza Hut, represented by Debbie Anderson with Idaho Electric Signs, is requesting design review approval for a new building wall sign located on the proposed Pizza Hut within Eagle Pavilion Shopping Center at the northeast comer of Eagle Road and State Highway 44 at 480 South Eagle Road. Debbie Anderson gave a brief report on the item. Staff presents report. Vance moves to approve DR-5-99 New Wall Sign for Pizza Hut according to the standard and site specific conditions of approval. Seconded by McCullough. ALL AYE... MOTION CARRIES B. DR-29-99 - Church facility exoansion - Eae:le Church of the Nazarene: Eagle Church of the Nazarene, represented by Randy Haverfield with Architecture Northwest, is requesting design review approval for a 25,250-square foot expansion ofthe existing church. The site is located on the south side of State Street approximately %-mile west of Eagle Road at 1001 West State Street. Randy Haverfield architecture Northwest represents Church of the Nazarene presents the application. Vance moves to approve DR-29-99 but adding number 5 that is "revised landscape plan will be presented to staff and the DR Board". Amended Motion to delete 5 moved and seconded by Kauffman. C. DR-30-99 - Monument Si~n - Dennis Baker and Associates: Dennis Baker and Associates, represented by Debbie Anderson with Idaho Electric Signs, is requesting design K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR 09-I6-99.doc Page 1 00 review approval of a monument sign for the building located at 655 South Rivershore Lane within Channel Center Subdivision. The Montessori Center is currently located within this building. Debbie Anderson is representing Dennis Baker and Associates, presents the application. Barb Cerda had no additions. McCullough moved to approve DR-30-99 adding site specific condition #4 the landscaping shall hide the light fixtures view. Kauffman seconded. ALL AYE...MOTION CARRIES. D. DR-32-99 - Prudential Jensen Real Estate Wall Si~n - Steve Jensen: Steve Jensen, represented by Debbie Anderson with Idaho Electric Signs, is requesting design review approval of a building wall sign for Prudential Jensen Real Estate located within Bosanka Village at 391 West State Street, Suite B. Debbie Anderson representing the applicant presents the application. Barb Cerda has no further comments. Vance moves to approve DR-32-99 with site and standard specific of approval. Seconded by McCullough. E. DR-33-99 - Washin~on Mutual Bank with Drive-up Service and Buildin~ Wall Si~ns - Washin~ton Mutual: Washington Mutual, represented by Callison Architecture, Inc., is requesting design review approval for a 5,000-square foot bank building with a drive-up service window and approval for two building wall signs. The site is located at the southwest comer of Highway 44 and Eagle Road within Channel Center Subdivision at 468 South Rivershore Lane. Martin Hill 1420 5th Ave. Ste. 2400 Seattle, W A represents Washington Mutual application. Has comment of staff report. Discusses shifting of the building. Barb Cerda explains site specifics to keep the headlights from shining on the bypass. Due to a possible conflict of interest Vance declined on this item and will abstain from voting. McCullough moves to approve DR-33-99 with site specific standard conditions of approval. Seconded Kauffman. TWO AYE. VANCE ABSTAINS.. .MOTION CARRIES. F. DR-34-99 - Bit Smart Retan Bundine: within Ea~le Pavilion Shop pine: Center - John Serra: John Serra, represented by Bruce Poe with Cole/Associates Architects, is requesting design review approval for a 6,000-square foot retail building. The site is located at the northeast comer of Highway 44 and Eagle Road within Eagle Pavilion Shopping Center at 480 South Eagle Road (temporary address). Bruce Poe, with Cole/Associates represents Bit Smart, John Sierra. Presents application. Barb Cerda comments on staff report. John Sierra 3905 Sandbar Lane, Eagle owner of the building expresses his opinion on the application. Vance moves to approve DR-34-99 Bit Smart Retan building with standard and site specific conditions with a compromise on #4 reduce bike racks from 4 to 2, #5 temporary % inch base rock pathway be put in between the two seepage beds. Seconded McCullough. ALL AYE...MOTION CARRIES. G. DR-35-99 - Monument Si~ns for Banburv Meadows Subdivision - Banbury Meadows LLC: Banbury Meadows LLC, represented by Cornel Larson, is requesting design review K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR 09-I6-99.doc Page 2 of 3 approval of two monument signs for Banbury Meadows Subdivision north and south entrances located at 3023 South Eagle Road. Cornell Larsen 210 Murray St., Boise, presents the application for the Monument Signs for Banbury Meadows Subdivision. No problems with the staffs conditions of approval. Barb Cerda comments to be sure to screen the lights with landscaping. McCullough moves to approve DR-35-99 Monument Signs adding site specific #3 the light fixture is to be screened by landscaping.
