DESIGN REVIEW BOARD
MINUTES
February 11, 1999
The Design Review Board met in regular session on February 11, 1999. Chairman Murray
presiding.
1.
CALL TO ORDER:
2. ROLL CALL: The following members were present: MURRAY, MC CULLOUGH,
ANDERSON. Absent: VANCE, GRECO, Council liaison MERRILL. A quorum is present.
3.
APPROVAL OF MINUTES:
A. Minutes of December 10, 1998.
Murray moves to continue the minutes of December 10, 1998 to the next regular meeting.
Seconded by Anderson. ALL AYE...MOTION CARRIES.
4. OLD BUSINESS: None
5. NEW BUSINESS:
A. DR-4-98 MOD - Sellin Bundin!! in Channel Center Subdivision - Thomas and Karen
Sellin: Thomas and Karen Sellin, represented by Gary and Scott Asin, is requesting approval of
a site modification for a 4,48 I-square foot office building located in the new Channel Center
commercial subdivision at 483 S. Rivershore Lane. The site is located on the southwest comer
of State Highway 44 and Eagle Road.
Murray introduces the item.
Scott Asin, 500 W. Idaho #240 Boise, ID. Discusses the changes made to the building including:
the elimination of 3 windows, trim pieces around the windows were eliminated, window
placements near the bathrooms was changed and tree selection was changed due to a lack of
availability.
Discussion between Board and Mr. Asin. McCullough suggests plant selections to the applicant
and suggests changes to the current landscaping.
Cerda gives a brief review of the staff report.
Discussion amongst the Board.
McCullough moves to approve DR-4-98 MOD Sellin Building as built drawings with the
following conditions: 1. The west side strip of the building planting area shall alternate with
five Muho Pine. 2. The Yews along the front of the building shall be replaced with full sun
evergreens of the same size. 3. Evergreen shrubs shall be installed at the alc for extra
screening. 4. The north side strip of the building shall mimic the east side scheme. 5. The
sides of the trash enclosure need to be replace with 6 ft. full sun evergreens of the same
caliper. 6. The north side ofthe driveway entry tree needs to be moved to accommodate
the existing light pole. Seconded by Anderson. Discussion. ALL AYE...MOTION
CARRIES.
B. Banburv Meadows Pun - Nature Park - Banburv Meadows. LLC: Banbury Meadows,
LLC., represented by Cornel Larson, is requesting Design Review approval for the IS-acre
Nature Park located within the Banbury Meadows PUD. The site is located on the west side of
Eagle Road, approximately Y2-mile north of Chinden Boulevard.
Murray introduces the item.
Cornel Larson 210 Murray St. Boise, Idaho gives a review of the application.
Vaughan states that the City Code does not regulate plantings in areas such as this.
Murray moves to approve Banbury Meadows PUD Nature Park. Seconded by
McCullough. ALL AYE.. .MOTION CARRIES.
B. DR-30-97 - Extension of time reauest for Rockv Mountain Temporarv Exercise
Facility - Reid Merrill: Rocky Mountain Temporary Exercise Facility, represented by Reid
Merrill, is requesting a six-month time extension for DR-30-97 (Temporary Fitness Facility).
Murray introduces the item.
Reid Merrill 3076 Red Tail Eagle, Idaho. Explains the reason for the request.
Vaughan states that the application was received prior to the expiration of the temporary
certificate of occupancy.
Murray moves to approve DR-30-97 extension of time request and shall be valid until
August 5,1999. Seconded by McCullough. ALL AYE...MOTION CARRIES.
6. PUBLIC HEARINGS:
Chairman Murray announced it is the time and the place for the Public Hearing.
A. DR-32-98 -Multi-Tenant Medical Office - Reid Merrill: Reid Merrill, represented by
George Transtrum with Heartland Construction, is requesting design review approval for a
10,000-square foot multi-tenant medical office to be located within the Rocky Mountain
Business Park. The site is generally located between State Street and the Highway 44 Alternate
Route extending from the north/south section of State Street (extension of Edgewood Lane)
eastward approximately Y2-mile (see maps on file at Eagle City Hall).
Murray introduces the item.
George Transtrum, 550 W. State St. Eagle, Idaho. Introduces the architect Walter Lindgren 317
W. Iowa St. Boise, Idaho discusses the application, building material, and architectural style.
Discussion between Board, Mr. Transtrum and Mr. Lindgren regarding landscaping, shared
driveway, site drainage.
Vaughan reviews the site specific conditions as listed in the staff report.
Murray opens the public hearing.
Murray closes the public hearing.
McCullough moves to approve DR-32-98 Multi Tenant Medical Office with standard and
site specific conditions of approval with the following additions to site specific conditions.
Site specific condition #9: Screen the condensing units with evergreen shrub material. #10:
The trash enclosures shall be screened with five foot wide by six foot tall evergreen shrub
material. Seconded by Anderson. Discussion. ALL AYE...MOTION CARRIES.
B. DR-I-99 - Exterior Remodel of The Existine: Merrill's Ee:e: Farm Bundine: - Reid
Merrill: Reid Merrill, represented by George Transtrum with Heartland Construction, is
requesting design review approval to construct a 115-square foot addition to the existing building
and remodel the exterior of the existing 8,500-square foot Merrill's Egg Farm Building. The
0.73-acre site is located on the south side of State Street approximately %-mile east of Eagle
Road at 1125 East State Street.
Murray introduces the item.
Walter Lindgren 317 W. Iowa St. Boise, Idaho. reviews the application, building materials,
architectural type, color choices, and parking.
Cerda reviews the staff report. Vaughan provides further clarification regarding the meandering
sidewalk and ACHD's requirements.
Murray opens the public hearing.
Murray closes the public hearing.
Discussion amongst the Board.
Murray moves to approve DR-I-99 Exterior remodel ofthe existing Merrill's Egg Farm
with standard and site specific conditions, with the following additions. Site specific
condition #11: The trash enclosure shall be screened with a five foot by six foot tall
evergreen plant material. #12: The applicant shall have the right to reevaluate the roof
plane color with staff and one member of the Design Board without coming back to the full
Board. Seconded by McCullough. Discussion. ALL AYE.. .MOTION CARRIES
C. DR-2-99 - Pump House for Rocky Mountain Business Park - Reid Merrill: Reid Merrill,
represented by George Transtrum with Heartland Construction, is requesting design review
approval to construct a 500-square foot pump house for the Rocky Mountain Business Park
irrigation system. The 0.07-acre site is located on the south side of State Street approximately
Y2-mile east of Eagle Road at 1125 East State Street.
Murray introduces the item.

selection, and design.
Cerda briefly discusses the application.
Murray opens the public hearing.

Anderson moves the approve DR-2-99 Pump house with site specific and standard
conditions of approval. Seconded by McCullough. ALL AYE...MOTION CARRIES.

C. Staff:
Board discusses an area of previously required stamped concrete in the DR-15-97 approved
application. This change will be handled at Stafflevel with Board input. Discussion between
Board, Mr. Transtrum, and Staff. Murray recommends that if the intent of the other three are to
remain painted cross walks, then the fourth should match the other three.
