EAGLE DESIGN REVIEW BOARD
MINUTES
November 13, 1997
CALL TO ORDER at 6:05 p.m.
ROLL CALL: The following members were present: MURRAY, WITTE, GRECO, COUNCIL
LIAISON MERRILL. ABSENT: VANCE, PEDERSEN, A Quorum is present.
REQUEST FOR APPROVAL:
Minutes of October 23, 1997
Murray moves to approve the minutes of the October 23,1997, meeting as corrected.
Seconded by Greco. ALL AYE... MOTION CARRIES.
OLD BUSINESS:
DR-24-97 - Driving range facility -Gordon Jones: Due to lack of information this item was
rescheduled to the December 11, 1997 agenda.
NEW BUSINESS:
DR-18-97 MOD - McDonald's restaurant play place addition. McDonald's Corporation,
represented by Loy Taylor, is requesting approval of a modification to their original design review
for a 1,049 sq. ft. indoor play place addition. The building is approved to be located within Eagle
Plaza. The 4.4-acre site is located on the east side of Eagle Road approximately ~-mile south of
State Street at 174 South Eagle Road.
Loy Taylor discusses the option of constructing the play place at a later time, perhaps as long as a
year from this date.
General discussion concerning windows, colors, and general appearance of play area.
Bill Vaughan gives a review of the staff report. Discussion between Board and Vaughan.
Opened up to public comment. Let the record reflect there was no public testimony.
Discussion concerning drive-through and the size of the tree trunk, in relation to growth, root
system and driveway.
Discussion of lighting and overhang.
Murray moves to approve DR-18-97 MOD for McDonald's restaurant play place addition
with all site specific and standard conditions of approval with the following conditions:

#2 - That revised landscaping plans be submitted for staff review, and assistance by the board
if necessary, to indicate a planting along the south and east sides of the play place structure
along with a building permit submission
#3 - Request that the southwest corner of the play place structure be chamfered or clipped to
maintain the design of the originally approved drive through with its separation from the
existing tree.
Seconded by Witte. ALL AYE...MOTION CARRIES.
General discussion and preliminary review of proposed signage modification for McDonald's.
Loy Taylor representing McDonald's.
Dan Torfin, with BB One LC, is requesting Design Review Board approval to remove two existing
trees from a lot within Channel Center Subdivision. The site is located on the southwest comer of
State Highway 44 (Alternate Route) and Eagle Road.

General Discussion of conflict of interest.
ADJOURNMENT: Moved by Witte and seconded by Greco to adjourn. ALL AYE...
