Minutes - 1997 - Design Review - 10/09/1997 - Regular EAGLE DESIGN REVIEW BOARD 0 RIG I N A L MINUTES October 9, 1997 CALL TO ORDER: ROLL CALL: The following members were present: MURRAY, GRECO, WITTE, COUNCIL LIAISON MERRILL - Present. ABSENT: VANCE, PEDERSEN, A Quorum is present. REQUEST FOR APPROVAL: Minutes of August 28, 1997 Moved by Witte to approve the minutes of the August 28,1997, meeting as presented., Seconded by Murray ALL AYE: MOTION CARRIES. Murray chooses to hear item 6A before items 4 A, B, and C. OLD BUSINESS: None NEW BUSINESS: DR-23-97 - Manufactured Home Park within Lexineton Hills #11 - Edee Develo{)ment: Edge Development, represented by Van Elg with Briggs Engineering, Inc., is requesting design review approval for a 56-space manufactured home park located within Lexington Hills Subdivision phase # 11. The site is located at the northeast comer of Lexington Hills Subdivision, approximately Yz-mile north of Floating Feather Road abutting existing State Highway 55 on the east. Murray introduces the item. William Webster and Van Elg representing Edge Development give a detailed overview of the proposed application. Bill Vaughan gives a review of the staff report. Discussion between Board and Vaughan. Murray moves to approve DR-23-97 Manufactured Home Park within Lexington Hills #11 for applicant Edge Development with the site specific conditions as approval modified as follows: condition #5 that the word carports be placed after the words door archways, condition #7 that we accept the letter submitted to the City at this meeting requesting an alternate method of compliance, #8 that we also accept the condition of the letter submitted at this meeting suggesting an alternate method of compliance, condition #10 add the words provide cross section of berms including fence, condition #11 (a new condition) that ifthe drainage structure conflicts with the landscaping planted above it on the southwest corner of the property that a revised landscape plan reflect that, #12 that with the revised landscape plan that a mixture oflandscape be presented to comply with section 8-8A.7.f.l and condition #13 that the developer be responsible for fence maintenance and that all of the standard conditions of approval apply as well. Seconded Witte. Discussion. Murray revises his motion to add site specific condition #9, that it read provide a 15 ft wide buffer strip along the entire south boundary of the site, and that buffer strip reflect the plantings and creeping red fescue seed similar to the east and west boundaries. Greco seconds the revision. Discussion. Murray adds to his motion site specific condition #14 the perimeter lots bounded by the north south l\EaglellsysISHARED\P&Z\MEETINGSIDESI- REVlMINUTESI1997\1 0-9-97 minutes.doc east and west property lines follow the set back requirements in the rear of 25 feet, that on those same lots the front spacing ofthe unit be 10 feet from the back face ofthe curb, the side spacing shall be governed by the Uniform Building Code requirements for unit separation, and condition #15 on the interior lots not having a rear property of the building perimeter be governed on positioning of 10 feet from the back face of curb, 10-15 feet from the rear space line as represented on the plan submitted at this meeting and UBC driven on the sides of each space. Seconded Witte. Discussion. Murray clarification #14 which means that the 25 foot set back is from the property line which would encompass the buffer area. Seconded Witte. Discussion. Murray moves to amend #14 and #15 to reflect a five foot separation from space line to building line to reflect what is submitted on the plan. Seconded by Greco. ALL AYE...MOTION CARRIES. Overview of the new ordinance regarding the establishment of a Parks Committee (Ordinance #300). Overview of the new ordinance regarding Design Review Board duties, qualifications, and procedures (Ordinance #307).
