Minutes - 1996 - Design Review - 05/22/1996 - Regular EAGLE DESIGN REVIEW AND LANDSCAPING MINUTES May 22, 1996 6:00 p.m. workshop 6:30 p.m. meeting Workshop: discussion of farmers market A special meeting on Wednesday May 29,1996 at 10:00 a.m. was discussed. If there are enough members available to attend this meeting, schedule the meeting, if not it will need to be scheduled later. Mike Vance will meet with Joe Schreiber and Bill Selvage on Wednesday at 10:00 a.m. Call to order: Roll call: Vance, Hull, Markham, Montgomery, Merrill, Trautman.. Absent: Witte. Request for approval: Minutes of May 1, 1996. Moved by Vance and seconded by Hull to approve the minutes with a change in the minutes. The word "posted" should be "posts" in the Crawford Auto Body section. Unanimous. New Business: A. Farmers Market/Jill Kohler They will allow one hour for set up will be one day a week, Tuesdays. Business hours will be 4:00 p.m. to 7:00 p.m. Directional signs will be set out for driving through parking lot, with a "do not park on road" (State St.) sign, they will have a sandwich board and a 16 foot banner will be there for advertisement. After conclusion of the market each Tuesday they will take all signs and banners with them and do trash pickup. Moved by Laura seconded by Barbara to approve the application. Unanimous Bosanka Village Commercial Complex Phil is abstaining from discussion. Mike Vance started the discussion and said that there is an effort in Eagle to make it the nicest place it can be. He expressed that exterior lit sign age is ok, but felt strongly that no interior lit signage will be encouraged downtown. The applicant must show why illuminated signage is needed. The Guho Building plans has illuminated signage all over the buildings. People know where the building complex is, each entrance doesn't need interior lit signs. Design review overlay ordinance speaks to illuminated signage but it is discouraged. Members views on illuminated sign age were expressed. Laura received a petition from citizens against interior illumination. Tal is concerned about the public feeling on the illuminated signage. Nancy expressed a desire to see no internally lit signs in the downtown area at all. Barbara thought it should be limited to how many and amount of lighting (how bright). Mark Guho does not thing that his signage is offensive, he feels that he needs more light and thinks exterior lighting is a pollution. Nancy does not find the One existing Godfathers offensive but it would be if there was interior lit signage for each tenant in this building. The Committee express that they are not apposed to the signage on the buildings just the interior lighting. Mark Manweiler attorney on behalf of Godfathers spoke on behalf of Godfather's Pizza. They are sensitive to the issues ofthe City. They researched the City of Eagle's ordinance and felt the signs met our ordinance. Godfathers position is that they are meeting the city code. Stewart Dillon of White Orchid feels it is critical to them to have interior lit sign. Jeff Shears of Eye to Eye feels the city should be consistent. If signs are going to be non illuminated signs the other business should be required to take them down. Naomi Campbell said to make a comparison to Subway is not accurate because Subway is in violation of there sign that was approved. Moved by Vance and seconded by Markham to approve the master sign plan as presented, (which includes: colors will be approved by the City of Eagle Design Review Committeee and use reasonable direction, see page 1, section C. Paragraph 2 of the Bosanka Village Master Sign Plan) and further approve Eye 2 Eye, White Orchid, and Godfathers Pizza color size and design and to deny the interior lighting. Trees in Bosanko Village to be moved: Moved by Vance and seconded by Trautman to approve the removal of the two black walnuts with a replacement 1 1/5 times the caliper of the trees the Bosanka Village property or as an alternative at the city parks. Phil would like to note that maybe the people were against the interior lit sign may not necessarily be so. Just the quantity and ampage of the interior lit signage. Design Review amendments Review: continued. The Committee realized there is a problem with the meeting date as it was brought up and became an issue about the Bosanka sign issue not being on the next Council agenda. The agenda is closed by time the Committee meets on Wednesdays (for the next Tuesday Council meeting). The Committee agreed that the seconded Wednesday, after Council would resolve the problem.
