Minutes - 1996 - Design Review - 04/22/1996 - Regular EAGLE TOWN MEETING DESIGN REVIEW /LANDSCAPING CODE AMENDMENT APRIL 22, 1996 . The Planning and Zoning Commission and the Design Review Committee met to discuss the amendments to the Design Review Code in a town meeting setting.. Those Planning and Zoning members in attendance were the following: BRADLEY, BRINTON, MAILE, MAYER AND FARNWORTH. Those members in attendance from Design Review were: VANCE, HULL, MARKHAM, MONTGOMERY, WITTE. The purpose of the town meeting was to receive input from the public regarding the amendments to the code and the guide booklet for the amendments as proposed. A presentation was given by Mike Vance, Design Review Chairman. He outlined the intent of Design Review and the areas it covers. A slide presentation was given by Phil Hull, author of the amended ordinance through the Land Group and a member of Design Review. The Land Group was authorized by Council write the amendment. The Commissioners asked to receive public input. Mark Guho: questions masonry and wood shakes as far as materials being used, as well as roofing materials as outlined. Wants physical example of % of interior lighting and facade, etc. Sean Nord: The definitions section of the code falls short. There are no definitions. Facade is an example of lack of definition, as well as billboard and beacon. Interior lighting will read: interior is to be 25% of the original 15% of the facade.. Pauline Hinman: wants qualifications set out as far as a zoning administrator and the qualifications of design review committee members. Pointed out there is no enforcement mechanism in the code. The Logo designed as a part of any sign should be included in the dimensions of the sign. Mark Guho: The size of the sign needs to be cut and dry, given in percentages. not Franz Witte: We hoped to have the concept of what the community wants in general. The community needs to say large signs with interior lighting or no large signs, less interior lighting. Signs may not be the most sound basis for a business. Joan Ly~ns: Is there retroactive procedures? Is there any way for people to be encouraged to come before the city when it comes to clean up projects. Farnworth: is this becoming too restrictive for a small businesses? The town meeting adjourned at 8:40 p.m.
