Absent: MarkhJ Approval of the minutes of March 6, 1996: Moved by Witte and seconded by Trautman to approve the minutes as presented. Unanimous. Meridian School District (continued from March 6): Jim Carberry, School District representative and Darrell Leatham outlined the project. Arbovitea is used to screen the mechanicals on the classroom unit. They added on the north side of the property additional screening, Austrian Pine and Honey Locust. The four classroom buildings have overhangs. The ~. -, , colors of the buildings are beige with brown trim. The roof material is Asphalt shingles. Note: The new plan was received today. The Committee noted the following from the previous meeting: the issue of the siding and the irrigation system must be a decision made by Council. Plywood siding is not allowed and the code calls for an automatic irrigation system. It was suggested that they ask for a waiver from Council, but only the Council could grant that. The committee can't violate codes. Moved by Witte and seconded by Hull to accept the plan with the exception of the plywood siding and irrigation system which Council will need to address. And to request that additional screening on the west side against the parking area be a shared cost with a future developer as outlined. Aye: Vance, Montgomery, Trautman, Witte, Hull. Nay: Merrill. Bosanka Village Commercial Complex - sign only Deborah Anderson presented the project, and indicated that the street sign is a monument sign that would accommodate 89.79 sq. ft. in addition to tenant signage for each building at 19 sq. ft. for each sign. There will be a sign master plan for the project which includes sign requirements and colors for signs attached to the building to accommodate individual businesses. The colors of the pylon are beige stucco with sage green trim, and there will be landscaping of approximately 100 sq. ft. around the sign. The names within the sign are internally lit, about 60% of the sign is internally lit. 1 Moved by Witte and seconded by Merrill to deny the monument sign based on the violation of the interior lighting codes, but would approve the sign with exterior lighting. Unanimous. Moved by Vance and seconded by Witte to recommend approval of the individual tenant signage as presented. Unanimous. Veterinarian Clinic - Dr. Jim WiUiams and LaRue Bevington: Jim Williams presented the project to the Committee. There are 2 signs, one on State St. and one in front of the business. There was discussion regarding the signs. They will come back with a design for the sign on State Street. The Committee wants to see the sign and landscaping plans around the sign with irrigation intentions. Moved by Merrill and seconded by Vance to accept the vet clinic with the requirements that the landscaping be continued on the NW side of the building. The City Council must speak to a request regarding the waiver of the 500 ft. They will bring another plan to Design Review with another sign plan. Unanimous. Subway Sandwich Shop: (tabled from until March 6) Discussion on percentage of interior lighting was discussed. The code speaks to facade and fascia which is confusing. Naomi Tyler, Pauline Hinman, representing the Chamber of Commerce, and Sean Nord, are upset at the Subway sign. They will take the issue up with the Council. Vance will check the sign lighting and dimensions out and approach Blaine Jacobson, the owner of Subway. Vance will report the results back to City Hall. Albertson's trees: At the previous meeting the Committee was asked to report on trees at the site. Are they of any value? Ms. Merrill announced that Albertson's will have to ask for a resubmittal of application since they intend to relocate the sign from where it was originally approved, but Albertson's has not responded.
