Eagle City Municipal Design Review and Landscaping Committee Meeting
January 3, 1996
Roll Call: Trautman, Vance, Hull, Montgomery, Witte
Absent: Markham, Masner
Moved by Witte and seconded by Hull to approve the October 11, 199~ minutes conditioned on
the following: Page 2, paragraph 2 including "berm along Eagle Rd. Will be 30 ft wide" also, the
roll call needs corrected.. ALL AYE: MOTION CARRIED.
Albertsons plan: The committee acknowledged they have reviewed the final plan
Tree Inventory: Witte will contact an acquaintance that has some expertise in this area and ask he
confer with Mike Vance as the Chair of this Committee regarding an inventory.
Subway Shop -street tree: Blaine Johnson did not appear. The Committee continued the item
until the next agenda but discussed the issue to the point that the suggestion was either they plant
a tree worth $500. including installation, plant two trees worth the same or reimburse the City in
the amount of$500. for the tree replacement. The new tree should be placed in a park to
Trautmans specifications.
Barry Peters commercial building-Design Review and landscaping plan: A letter was submitted
from ITD which was reviewed by the Committee and the applicant. The applicant asked to
continue with the meeting and ask the Council to condition any approval to meet ITD standards
as requested. The Committee members agreed to do so.
Discussion included a review first of the building and parking area, which met with unanimous
approval. The second half of the application, the landscaping was discussed at length. The
landscape portion of the plan was acceptable to the Committee but as pointed out by Witte, it was
not the best plan for the site and with the type of building planned. The Committee had
suggestions that Mr. Peters agreed with. He asked for continuance ofthat portion oftbe plan and
will submit a final landscape plan as soon as he has it complete. Moved by Vance and seconded
by Hull to recommend approval to Council with conditions. Those conditions are as follows:
1. The applicant must receive approval from ITD and ACHD regarding State highway Right of
way plans
2. To require installation of curb, gutter and sidewalks, along with decorative light (s) and trees
on Eagle Rd. or a bonding guarantee until such time as said improvements can be installed.
3. No removal of trees or decorative lights presently in existence and owned by the City of Eagle
without approval of the City Council.
4. Parking lot lighting requires the City Engineer's written approval
5. A final landscape design must be submitted and approved by the Design ReviewlLandscaping
Committee prior to project final approval. Bonding will be required.
ALL AYE: MOTION CARRIED.
The Committee adjourned the meeting at 8:00 p.m.
