Minutes - 1995 - Design Review - 10/11/1995 - Regular Eagle City Municiple Design Review and Landscaping Committee Meeting October 11 , 1995 Roll Call: Trautman, Vance, Hull, Markham, Montgomery, Masner. Absent: Witte, -I:m:II, M:~ Approval of the minutes of September 20, 1995: continued until the next meeting. . Aaron Egan, Eagle Scout: Aaron is going to esm his Eagle Badge by designing and planting tbe native plant section of the Eagle Arboretum. He plans to be finished by November 18, but win come back in the spring to replant and inspect the growth. He is getting a donation of seeds trom the Northplan seed Co. in Emmett. Container Packaging Expansion (continued):James Gipson, project architect and Jim McCauley owner appeared before the Committee. This property is located at 1345 E. State St. Moved by Barbara and seconded by Tal to approve the application subject to the followmg: 1. Berm on State St. is at least 4xI5 2. 21 parking spaces and 1 handicap required 3. Accept gravel on the east portion and rear portion of the property, with permanent surface dust prohibitor. 4 The dust prohibitor must be reapplied in 3 years, providing the city inspector agrees it needs to be replaced 5. Bonding is required. 6. Weeds on the property are prohibited. 7. Landscape maintained as approved. 8. Storm drainage approved by the City Engineer is required. All in favor. Meridian School District - proposed Eagle Academy and bus Storage. Representatives outlined the project for the Commission. This includes a bus storage site and an academy site. The storage will include 50 spaces. This property is located on the Bass property on N.E. State St. After discussion the Committee agreed that the following need to be required: 1. Vinyl slatted chain link fence on the property boundaries 2 Meet City parking code requirements for schools and storage 3. Tree inventory 4. Drainage plans approved by the City Engineer but, the Committee agreed to continue this issue until the developer has the plan finalized and ready to return. -- -- - ----- -- --.. - - -- - ---- --- - - -- ----- Albertson's Grocery Store: ~ ' , q~ l'" . tÎ Statement: Morgan Masner read a statement into record for the Committee members, withdrawing trom any deliberation or decisions regarding Albertson's due to a law suit. After considerable discussion a motion was made by Mike and seconded by Barbara to approve the landscaping and design of the plan, and building, includißg the sign for new store with the understanding that the berm along Eagle rd.. win be 30 ftt'ðnce a design is done as a courtesy the Committee asked that it be submitted for record and committee to review. The plan approved is based on the plan dated 10/12/95. Design Review Ordinance: Moved by Mike and seconded by Tal to note the corrections to Phil Hun and refer it on to P&Z. The turn of the century needs to be defined, what century? Design Review Inspector: The Committee discussed the fact that an inspector is required to assure compliance with conditions of approval. The Land Group volunteered to inspect. The Committee appointed them to be the official inspectors for the Design Review-Landscape issues. Further, that there should be 2 inspections required, the first is an inspection after the planting materials are on site, to insure they are the correct planting material and size. No planting of trees is allowed until the first inspection is called for. The second inspection is the final inspection. Landscape bonding is required. No bonding will be returned until the final inspection is signed off by the inspector. 24 hour notice is required for all inspections. Inspection fees Inspection fees were approved with the initial fee of$50. plus $5.00 addition on the final fee. .
