Eagle City Design Review/Landscape Committee
September 6, 1995
Members in attendance: Laura Markham, Morgan Masner, Phil Hull,
Barbara Montgomery, Mike Vance, Franz Witte, Tal Trautman.
Absent: Pete Centerino.
WORKSHOP:
Albertson's: Representatives from Albertson's approached the
Committee members regarding plans. Formal review is scheduled
before the Committee on September 20. Also, discussed at the
workshop: Tree seedling project, and the inspection process for
landscaping and design review projects.
Moved by Mike and second by Franz to approve the minutes of the
August 16, 1995 meeting.
MEETING:
ELECTION OF OFFICERS:
Moved by Franz and seconded by Phil to nominate Mike Vance as
Chairman, Phil Hull, Vice-Chairman and Laura Markham, Secretary.
BARRY PETERS-INFORMAL DISCUSSION:
Mr. Peters consulted the Committee regarding the design for an
office complex on the corner of Eagle Rd. and State St. The
Committee agreed that the concept was adequate. They asked if
there might be a clock tower established in this building.
Moved by Franz and seconded by Laura to add to the agenda
Albertson's-informal discussion regarding the application
submitted to the City today.
TREE SEEDLING PROJECT PROPOSAL:
Moved by Laura and seconded by Tal to deny the proposal for the
following reasons:

The City does not need these trees
There are no plans to require them
This project is not cost effective
The Committee does not see anything

DESIGN REVIEW GUIDELINES AND ORDINANCE:
Discussion resulted in the Committee continuing the issue until
the next meeting on September 20 in order to give the Committee
time to review the changes in the guidelines and review the
ordinance. In the meantime the document will be forwarded to the
city attorney for legal review. The Committee would like to have
the entire document ready for submittal by October 4.
SELECTION OF AN INSPECTION OFFICER:
After considerable discussion the City Clerk was asked to invite
the building inspector to attend the next committee meeting to
discuss building plans and what portion of the building site is
the responsibility of the Design Review/Landscaping Committee
and what is the building inspector's responsibility. This
information is needed in order to determine what will be involved
in an Design Review/Landscaping inspector. The Committee asked
for time in order to review fees that will need to be imposed for
such review and suggested that a fee schedule might best be
accomplished by calculating the square footage.
HOPKINS TREE FARM: This issue was brought up as informal review.
The Committee asked the Chairman to write a letter to the Council
objecting to the location of the Hopkins Tree Farm. The
Committee as a whole believes this is not in a proper zone. Mike
Vance will write a letter to the Council and attend the meeting.
Moved by Franz and seconded by Laura for Mike to write the letter
and appear before Council to address the issue of zoning.
The meeting adjourned at 9:25 p.m.
