Minutes - 1995 - Design Review - 05/03/1995 - Regular Eagle City Design Review/Landscape Committee May 3, 1995 Members in attendance: Laura Markham, Morgan Masner, Centerino, Tal Trautman, Carol West, Franz witte. Absent: Hull Pete Phil Workshop- Chaumont: red grass w/maintenance ok, berm ok w/ maintenance. The N side of Hill Rd needs to be graded, grassed and maintained, A 6 ft solid wood fence will be installed. The maintenance of the fence will need to be addressed in the CC&R's. Meeting: Moved by Tal and seconded by Morgan to approve the minutes of April 19, 1995 as presented. ALL AYE: MOTION CARRIED. Chaumont Subdivision (E of Edgewood Estates): Representative, Tom South, outlined the project to the committee. Moved by Morgan and seconded by Carol. to approve this application subject to those item discussed in the workshop. Unan~mous. Pete asked to delay Van Engelen until the end in order to discuss Banbury Meadows. Unanimous. Banbury Meadows (S Eagle Rd.): Presented by Tom South. These common/open areas will be grassed and will have pressurized irrigation lot 2 bordering the Locust Road entrance was discussed. This is a steep lot, encompasses a drainage pond, locust trees, native glass, very little maintenance at this time. The locust trees will probably be removed. After discussion the developer agreed to pick up the theme of the remainder of the common lots and entrance design at this location. Moved by Morgan and seconded by Tal to approve this plan conditioned upon the return of a final grading and landscape plan for this particular area in final form. Unanimous. Eagle Video Sign: presented by Carol for the committee's information. The original plan called for cardinal red. Staff suggested blue may be better in that location. Moved by Pete and seconded by Morgan to approve the blue background rather than red. Unanimous. The members asked that all applications, even if they are approved by staff, be submitted to the committee so that they are aware of what is being done. Design Review: question: are golf courses excluded from review? what else is missing? The landscaping adjacent to the golf course property should be subject to committee review. Did we include a drainage plan in the ordinance? Van Engelen Subdivision #1 (N side of State St.): Pete presented a new landscape plan. The pathways and common areas the same plan as previously submitted and approved. This is a new owner who wants to change the frontage landscape plan and the entrance. We have no visual picture of the fence. The conifers are 25 ft on center as a visual and sound barrier. Morgan moved to approve this plan subject to submittal of a plant list, and not to bring this back to the committee but to delegate the final approval to Franz and Carol. Unanimous. Review time for applications was discussed: Moved by Morgan and seconded by Carol to agree that all applications must be submitted 2 weeks prior to meeting. Unanimous. 9:10.
