MINUTES
October 6, 1994
Chairman Laura Markham called the meeting to order.

Barbara Montgomery, Phil Hull, Laura Markham, Carol West, Franz
Witte, Tal Trautman, Morgan Masner. Absent: Pete Centorino
WORKSHOP SUBJECTS:
Berkshire: Moved by Masner and seconded by Phil to continue the
matter in order for the plan to label all shrubs and what are the
riparian plants? The plan needs to specify lawn and planting
areas. On the plan next to lot 10 is that to be sod? The drawing
is incomplete.
7.nrcher Plaza Landscaping plan: The plan was informally discussed.
Tn view of the proposal introduced tonight about the project being
phased rather than a full project completed at this time, the
committee expressed concerns about approving the plan which was
submitted. This plan is the complete project and does not indicate
phasing. Those topics discussed were the time frame, the portion
of the project to be phased and required bonding. Peggy Zurcher
was concerned about the holding up of the building permit. A
temporary occupancy permit may be issued rather than a final, but
the City Clerk said a building permit will be issued on the
building plans that are in the process. The City Clerk will talk
to Daunt about this. Moved by Laura and second by Franz to
continue until we get a revised plan showing the developers intent.
ALL AYE: MOTION CARRIED.
Berkshire Estates: The developer was not present. Franz moved and
Laura seconded to continue the matter. ALL AYE: MOTION CARRIED.
rñnterbury Estates: Kendell Hopkins appeared before the committee
and explained the project for the developer. The information
received by the committee was not specific. The committee members
want to know the length of the berms on either side of the
entrance. The plan does not indicate and it is hard to know
planting space without the footage on the plan.
Moved by Franz and seconded by Tal to continue this plan as it is
not complete. ALL AYE: MOTION CARRIED.
Mr. Hopkins will come into city hall and get more information on
what spacing, plants, etc., is needed on a plan. Edgewood Estates
was given as a good example of a plan.
LaRue Bevington - tree: The committee believes the tree has been
cut. Tal brought up BanBury Subdivision, as there is a maple tree
in the entrance that is dead and must be removed. Moved by Franz
and seconded by Laura to remove the tree on the Bevington property.
Moved by Carol and seconded by Franz to remove the tree in BanBury.
ALL AYE: MOTION CARRIED.
Moved by Laura and seconded by Phil to amend the agenda to include
First Security Bank - Design Review and Landscaping, including the
sIgn. ALL AYE: MOTION CARRIED.
First Security: The Architect, Hummel LaMarche & Hunsucker and a
r:ontractor from Wright Bros. appeared before the committee to
discuss the Design and Landscaping plan for a First Security Bank
Mobile facility planned in the City.
Moved by Franz and seconded by Morgan to make sure the Council is
aware of the possible need for screening on the west side of the
bank and the need for parking lot lighting. The Landscape portion
of the plan was approved as presented. ALL AYE: MOTION CARRIED.
The meeting times were discussed. Moved by Franz and seconded by
Phil that since the Committee meets only one time a month it was
noted that this can cause a hardship for some developments. It was
suggested that the committee meet on a regular scheduled time the
first Thursday of the month, and if there are additional
development plans to be discussed, or additional business a special
meeting be scheduled the third Thursday of the month. Each meeting
should provide for 45 minutes of workshop time. The agenda cut off
dates will be the fourth Thursday and the second Thursday of the
month. This information should be put on each Landscape and Design
Review application.
Phil introduced the bid for the amendments to the Landscaping
Ordinance and Design Review Ordinance. The bid amount was
$4,475.00. Th proposal was adopted by the Committee.
