EAGLE CITY LANDSCAPING REVIEW COMMITTEE
MINUTES
December 8, 1993
Those in attendance: Tal Trautman, Kelli Blair, Carol West,
Barbara Montgomery, Pete Centorino, Absent: A representative of
The Land Group, Meredith Carnahan and Laura Markham.
APPROVAL OF THE MINUTES OF OCTOBER 27, 1993:
Moved by CAROL WEST and seconded by KELLI BLAIR to accept the
minutes of the October 27, 1993 as presented. MINUTES ACCEPTED BY
UNANIMOUS CONSENT.
SUBJECTS TO DISCUSS:
GREAT SKY ESTATES:
Representative of the subdivision/Mike Miller
The subdivision will be designed with walls on the State Street
side of the project and street entry ways. Those walls will be
covered with a climbing, flowering vine. The covenants require 2
trees per lot. The trees in the common/park areas and entrance to
the subdivision will be 2 inch caliper and will be one or more of
the following variety: Autumn Purple Ash, Emerald Queen Maple,
Patmore Ash or Scarlet Oak. Any of those varieties are acceptable
to the Committee. The project will include a low granite sign with
the subdivision name on it, the entrance will include underground
lighting. The entrance island will contain annual flowers and the
median island landscaping will include: Ornamental Plum with
flowers. The tree landscaping will run down the island. The
i!:~Jand is approximately 8 ft wide and 60 to 70 ft long. The
Austrian pine will be on both sides of the landscaped entrance
alQng with dogwood and miscellaneous low flowering ~hrubs. The
State Street frontage will include Ash shade trees and Hawthorne,
completing the ornamental line of trees. --
RICKS RIVER RIDGE: Representative of the subdivision/Rick Roe
This subdivision will also include a granite sign (both sides)
complete with the subdivision name, and will incorporate flowers on
each side. The trees planned for the area are Crimson King Maple.
All pine trees planned for the area will be 7 to 8 ft tall. The
Committee wanted at least 7 more deciduous trees added to the plans
for the walkway to the playground instead of so many shrubs. The
shrubs will get lost in such a big area. The Committee also asked
for additional screening along the fence line on the south side of
the property.
TREASURE VALLEY FEED AND SEED (EAGLE FEED AND SEED) Rocky Towle
from Design Resources presented the project to the Committee
This is a retail and wholesale business. The Committee found the
plan to be incomplete. There needs to be more screening along the
State Street side. Mr. Towle agreed to have a final plan by
Friday. Members will look at the plan Monday in order to make a
final decision before the Council on Dec. 14.
There was a brief discussion on the arboretum.
The Committee discussed the possibility of incorporating the Design
Review Committee and the Landscaping Committee since they do
overlap. The unanimous decision was to work toward incorporated
the two with the understanding there would be portions of the
Design Review that would be staff and/or Council approval only.
The Cowman property trees were discussed. Pete Cinerino would like
to have some basis to declare the trees historical. We will
contact the Cowman's for information.
