EAGLE CITY LANDSCAPING REVIEW COMMITTEE
MINUTES
October 27, 1993
Those in attendance: Tal Trautman, Kelli Blair, Carol West,
Barbara Montgomery, Pete Centorino, and Meg Roberts, (representing
The Land Group. Absent: Meredith Carnahan, Laura Markham
SUBJECTS TO DISCUSS:
KINGS DEPARTMENT STORE - REVIEW OF PROJECT: The Committee members
and Tom King discussed the landscaping portion of the Kings Dept.
Store project. The arborvitae on the west side of the project will
be kept trimmed, and may be removed once the site is built out in
that location. On the E boundary, the residential area, Mr. King
will plant a total of 39 or 40 additional arborvitae, like kind and
size, for screening.
Mr. King will review the planting area where the sign will be
placed, after the sign has been installed. Mr. King suggested he
would plant shrubs in that area. The committee suggested the area
should have shrubs but should also have color. Bulbs would add
color in the spring and should be planted now. After the bulbs are
finished blooming, annuals should be planted for summer and fall
colors. Mr. King agreed with that arrangement.
Bob's Trolley Restaurant: Bob Copeland graveled the entire lot
over the grass area, between the existing parking lot and State
Street. ITD will permit an encroachment on the area only if the
City agrees with the plan. Mr. Copeland agreed that the gravel
W9~ld not work, but will be coming in next spring with a plan for
ßxpansion of the restaurant, parking lot and a new landscaping
plan. The Committee explained to him that it would be necessary to
have planting areas along with the expansion of the restaurant and
parking lot he plans. He agreed to begin the plans and be ready
for submittal of the plans by April 1, 1994. He will follow up
with a letter to the City advising us of the expansion after this
meeting. He was told he would need to submit plans to the City
Council for Design Review consideration.
ASBELL PROJECT: The Committee continued this plan until the owner,
Don Asbell finalized the plans and submitted them to the Committee.
The final plans were presented at this meeting and approved as
presented. Mr. Asbell was complimented on the landscaping within
the project.
REDWOOD CREEK SUBDIVISION-PHASE 1: The entrance to the subdivision
was reviewed. As the project progresses it will be necessary for
the Committee to review additional plans for common areas and park
sites. The entrance includes a 6 ft berm along the S border of
phase 1. The subdivision does include a pressurized irrigation
system including the common areas. The deciduous trees will be a
2 inch caliper and 6 ft. pines, the berm will have a "meandering"
design. (see plans for specifics)
EDGEWOOD SUBDIVISION-PHASE 1: The entrance only. The Committee
questioned the entrance design as it includes a small island in the
middle of the road entrance, but no landscaping areas on each side
with the exception of 2 building lots on each side. Since those
lots would be owned by property owners there was concern about
planting in that area now as though it was a common area. Those
concerns were expressed to the landscaper, Far West Landscaping,
representing Ron Leslie tonight. Other conditions of approval
were:
1. All deciduous trees adjacent to sidewalk areas must have an
approved root control barrier.
2. All landscape areas sq. footage are to remain as shown on the
plan except the landscaping of common areas to the N side of the
entrance to be increased to the same width as the S side.
3. Must have an approved irrigation system for all common areas.
4. A new plan must be submitted including all common areas, park
sites as well as the entrances for the Committee approval. (see
plan for specifics)
The Committee agreed to add a new member to the Committee. The
Land Group will have a representative of their firm as a Committee
representative. There are 3 members of the Land Group. They will
take turns attending the meetings. Those members are: Dave Koga,
Meg Roberts and Phil Hull.
ARBORETUM: Some of the trees will be planted tomorrow. The tree
portion of the project will be completed in about 2 weeks. It will
be necessary to arrange for watering at least 3 times this fall.
Carol West agreed to call a boy scout troop to water when needed.
They should be watered when planted, again in 2 weeks and finally
around Thanksgiving.
The Committee agreed that the report should be regarded as minutes
and maintained in the same manner.
