PARKS/TREE COMMITTEE
June 2, 1993
Those in attendance: Pete Centorino, Tal Trautman, Meredith
Carnahan, Laura Markham, Barbara Montgomery. Absent: Kelli Blair.
SUBJECTS TO DISCUSS:
The report of May 10, 1993 was accepted by the Conunittee.
IRISH DAY CARE CENTER:
The Conunittee reviewed the plans for the landscaping of the Irish
Day Care Center, located west of Inland Plastics on State Street.
The Conunittee determined that 3 trees are needed in the play ground
area in order to provide shade for the children. The entire area
will have an underground sprinkler system. The plan was accepted
by the Conunittee as presented with the condition of the extra trees
in the play area.
ITD PRESENTATION - Melanie Davis:
Ms. Davis was asked to speak to the Conunittee regarding the ITD
right of way on State St. The Conunittee questioned the kind of
maintenance and landscaping permitted by ITD in a right of way.
Ms. Davis told the Conunittee that ITD charges a $20.00 fee for an
encroachment permit to landscape in the right of way. She would
like to see the City and ITD work closer in an effort for a better
looking highway. Ms. Davis said that lawn, sprinkler systems and
any low growing shrubs are acceptable to lTD. In some cases even
trees can be accepted. The bottom line is the responsibility is
the property owners to maintain and care for the landscaping in the
right of way, and to understand that if ITD needed to go into the
right of way they have exclusive rights to do so. She suggested
that the minimum amount of landscaping should be grass, but more
landscaping would be encouraged.
The Conunittee suggested they would like to encourage the
continuance of curb, gutter and sidewalks on State St. that has
been initiated by the downtown project, either by construction or
bonding. Melanie will check on the ITD conditions of approval for
Eagle Wing, a project the Conunittee questioned.
The right of way along the Roundy Mobile Home Park was brought up
by Barbara Montgomery. There is no way to encourage landscaping
with the deep cuts there now. Barbara asked Melanie to check that
site and see if ITD would permit filling them. The Conunittee
members also asked Melanie to check and see if chemicals used in
the right of way was permitted. She will look into the concerns
brought up tonight and get some answers for the Conunittee.
GOLF MAGIC:
The Conunittee reviewed the landscaping plan for Golf Magic, located
in Randall Acres Subdivision, on State St., a conunercial zone.
This application is before the City Council' for a Design Review
application. The Conunittee approved the plan conditioned on the
following:
1. To maintain the right of way with grass and set the sprinkler
systems in that area with full heads in order to water it.
2. To replace the tree which blew down with a like kind. The tree
is to be at least a 6 ft tree and at least a 2 inch caliper.
3.
To place shrubs against the E and W side of the building.
4. If the above conditions can be met that the City Staff will
review the alternate plan and accept it without it returning to the
Conunittee for further review.
ARBORETUM:
The pathways were discussed as there is a concern that the
provisions of the handicapped code may not be met with graveled
pathways. It was suggested that stamped concrete be used rather
than pavers, because of the cost. Also keystone blocks should be
used for berms. Meredith said she would donate some water plants
later in the year for the canal bank.
The City Clerk reported that Wright Bros. made an offer to provide
soil and rough grading for the Arboretum, prior to Eagle Fun Days.
The Conunittee asked the staff of City Hall to contact the Engineer
and or Franz Witte about the neglect of the trees for the downtown
project and make sure all the tags are removed from the trees and
all the trees are inspected. They have not received enough water
and need weeded.
Carol West reported on her 2 day seminar with the Dept of Lands and
advised the Conunittee of other grants that will be available later
in the year. Carol has written a report on the seminar and will
make sure the Conunittee members receive a copy.
Pete suggested that from now on when the Conunittee has a speaker
that the speaker should make the presentation without an audience.
The purpose of a presentation is to aid the Conunittee in their
work, not for public attendance.
