PARKS COMMITTEE MEETING
May 10, 1993 .
Those in attendance: Pete Centorino, Tal Trautman, Meredith
Carnahan, Laura Markham, Kelli Blair, Barbara Montgomery. Absent:
Meredith Carnahan.
SUBJECTS TO DISCUSS:
Review of Notes: The report of April 21, 1993 were accepted as
presented by the Conunittee.
KINGS DEPARTMENT STORE: Tom King presented a revised landscape
plan for review of the Conunittee. The plan was accepted with the
following modification: In the middle row of parking spaces the
southern most part the landscaping will include a street light and
low shrub, the northern most part of the middle parking spaces will
include 1 deciduous tree (Honey Locust) and low shrub. Discussion
of the lights concluded that the City Clerk should ask the City
Engineer if the lighting plan was accepted by him.
ISLAND WOODS SUBDIVISION: The landscaping plan for Island Woods
was reviewed and accepted as presented.
CITY GROUNDS AND PARK-ARBORETUM (E of City Hall): Review of April
21, 1993 report: Dave Koga agreed to draw a layout of the property
for the Conunittee to review. There is only $6,000 remaining in the
grant fund to buy trees for the project. The Conunittee approved
the layout presented, but added to the project by incorporating
into the plan the whole City Hall/Senior Center grounds. The
property to the E of the building would become the arboretum (park
area). The main walkways are gravel, and accessible to
handicapped. There are 2 accesses into the park area, one in the
middle of the parking lot and the other near the senior center
entrances. Those will need to be handicap accessible. The
walkways are to be natural and move around the trees which will be
identified with a placque. Flowers and shrubs or ground cover (a
mixture of grass).
Mr. Koga incorporated a bridge to cross the canal. Tal knows a
carpenter that will give us a bid for the construction of the
bridge. The sides of the canal will be planted with hardy flowers
and plants. Some suggestions were blackeyed susans and wild
sunflowers. We want some protection in that area for children in
order to discourage them from getting to the canal, so the proposal
is tall plants and flowers. Some of the natural plants in the
canal are very nice and we will attempt to retain them. We will
need to meet with the ditch company to negotiate the care and
function of the ditch.
The project is far more reaching than first planned. The Conuni ttee
thought it was a good opportunity to plan the entire property (City
Hall and Senior Center), even if the project was to be on-going.
The Conunittee agreed the lava rock in front of City Hall needs to
be removed and a new design created, such as flowers to replace the
lava. Picnic tables and benches will be placed throughout the
area. Across the canal on the E side of the Arboretum will be a
picnic table surrounded by trees. The North side of City Hall will
be planted with small, low growth trees and ground cover or grass.
The area is hard to maintain now and rather unsightly. The entire
back area lacks design.
Mr. Koga and the Conunittee agree that the parking lot should go the
entire extent of the northern boundary of the property (where the
metal buildings are extending across the back to the property
line). The Conunittee would like to see walk areas incorporated
into the entire area, with flowers and shrubs so that people could
walk the perimeter of the property around the building.
There will need to be ground cover, shrubs and flowers throughout
the arboretum, but that too, can be an on-going project.
May 10, 1993 report: Carol West returned the plan to Dave Koga for
changes. She outlined the changes with the Conunittee, including a
sidewalk the entire length of the back portion of the lot and a
minor change in the design in the font of the building..
The Conunittee asked the City Clerk to contact the State of Idaho
Dept of Transportation to have a representative present at the next
meeting which is scheduled for June 2, 1993, in order to discuss
acceptable landscaping in the right-of-way areas of State St.
DESIGN REVIEW CODE: The Boise Design Review Code was presented to
the Committee and briefly discussed. We will need the code put
together in order for them to review it. The suggestions of the
Conunittee regarding the Eagle Design Review Code are as follows:
1. landscaping should be more than 5% of the property
2. criteria should include 5 gal plants, trees 2 inch caliper and
at least 6 feet tall
3. specific criteria for State St.
4. no Døs gn Review approval by Council until the Parks/Tree
