Minutes - 1993 - Design Review - 04/21/1993 - Regular PARKS COMMITTEE REPORT APRIL 21, 1993 Those in attendance were: Pete Cinereno, Markham, Carol West and Barbara Montgomery. Trautman, Meridith Carnahan. Kelli Blair, Laura Those absent: Tal REVIEW OF THE MEETING OF FEBRUARY 3, 1993: by the Conunittee as presented. The report was accepted EAGLE WING DEVELOPMENT (continued from Feb 3): The Conunittee and Bill Korby, developer of the project discussed changes to the landscape design of the project. Mr. Korby agreed to mix deciduous trees along the front side of the development with the fir trees already planned for that area, the plan will now call for 4 Flowering Pear trees, 2 inch caliper and at least 6 ft tall. He will also plant grass in the ITD right-of-way and Iris, along the ditch, the length of the front portion of the development. The parkway through the middle of the project will include a mix of 12 deciduous trees along with pine and eight 5 gallon shrubs per building will be required. KINGS DEPARTMENT STORE: An informal review of the project was undertaken by the conunittee. Mr. King was not informed of the meeting, so additional review of this project will take place on a future agenda. It was noted that the plan does not meet the specifications of 5% landscaping required by code. It was also noted that the parking area on the NW side of the building also violates the code, (8-4-4-2.B), by requiring backing out of the parking area onto Eagle Glen Road. The plan needs to include additional planting areas within the parking lot. Those planting areas should be islands including irrigation systems, deciduous trees, preferably Honey Locust or Ash, and shrubs mixed in with the trees. This will cut down on the amount of Asphalt and provide shade for patrons. The frontage on both State Street and Eagle Glen Road will include a mixture of deciduous trees and those already planned for the project. There should be fences or berms along the East perimeter of the property along with the Northern border of the property, adjacent to the Eagle Glen townhomes. This project will be scheduled for further review at the next meeting. ARBORETUM: The plan designed by Dave Koga was introduced to the committee. The arboretum is planned on the E side of City Hall/Senior building. The review included suggestions that the trees and shrubs in the arboretum could be cut down in caliper size. The plan needs to include more of a variety of trees than shown on the plan in order to keep the arboretum theory. The plan needs to include a sidewalk on the north side of the building, which was previously discussed but omitted from the plan. The plan will be returned to Dave Koga, with our thanks for all the work into the plan and finalization of the plan in order to present to Council. Further discussion took place on the requirements that should be policy for landscaping. All shrubs should be 5 gallon plants and trees should be no less than 2 inch caliper and at least 6 ft. tall. The Conunittee would like to see the State Street corridor better landscaped and maintained. We have an opportunity here to create a look, and should take advantage of it now for the future look of the City of Eagle. Contact will be made with Realty World, and the Container Factory in order to seek their cooperation in the project. TREE CITY USA AWARD: Carol West announced to the committee the City of Eagle's award. This is a prestigious award and reinforces the desire for a better look on State St. She told the committee the award is scheduled to be presented to the City along with the Eagle E n Days f stivit.es on June 12, 1993.
