Minutes - 1993 - Design Review - 03/10/1993 - Regular PARKS COMMITTEE MEETING MARCH 10, 1993 Those in attendance: Tal Trautman, Meredith Carnahan, Laura Markham, Kelli Blair, Barbara Montgomery. Absent: Pete Centerino. SUBJECTS TO DISCUSS: BOGUS RIDGE SUBDIVISION: Kathryn McCallum, owner/developer of the subdivision outlined the subdivision entrance to the Conunittee and presented a letter for review. Ms. McCallum said the development was approved before the Tree/Park Ordinance was passed. The subdivision has no conunon area on which to develop an entrance. There is a fence along the frontage properties, trees will be planted there. The homeowner, of that particular lot, would assume ownership of the trees. She also spoke about the ditch that the Conunittee members were concerned about at the meeting of February 3. She said it was a shallow ditch and would be seeded for the most part, it carries no water, however, if the property owner wanted to have river rock in the ditch rather than seeded it would be a property owner decision. The Conunittee agreed seeding would be best, but understood ownership priority. LON DUNN: Several members examined the trees Mr. Dunn wanted moved and feel that the expense is too great. It would be less expensive to buy new trees for the parks. There would be less risk of loosing the trees too. KATHY ROBERTS (ROBERTS SQUARE RETAIL/OFFICE): Ms. Roberts representative, Duane Johns, J. & M Architects, discussed the project with the Conunittee. There are approximately 8 trees on the property. It was generally agreed most of the trees are cottonwood and not worth salvaging. Some of the trees have been abused by all the construction going on with the sidewalks on State Street. Meredith Carnahan, Tal Trautman, and Laura Markham agreed to meet on the site and determine if anything is worth saving. Meredith said some Lilac's are worth keeping. 3/11/93: The Conunittee members reported back that all the trees and Lilacs should be removed with the exception of the Cedar Tree located in the front portion of the project. The trees being removed should be replaced, realizing all trees can't be replaced, as many as possible that can be, should be. The Conunittee suggests the Sunburst Locust "Thornless" is not the best variety for this area, but did not ban it. LONGS ON TOWNHOMES DEVELOPMENT: Lee Longson, owner of the property discussed the project with the Conunittee. There are only 3 existing trees on the property at this time. There may be some Lilac. Mr. Longson explained the berming of the project and ideas for planting were suggested. Meredith, Laura and Tal will go to the site and return a report on their findings to City Hall. 3/12/93: The Conunittee members asked to keep the Lilacs that are on the property now. There is one Willow tree, but that should be removed. The Conuni ttee approved those types of plants indicated on the Landscape Plan for berming. EAGLE WING DEVELOPMENT: Mr. Korby could not be in attendance, he is in California at this time. The Landscape plan was reviewed at length. There were questions raised about the right-of-way on State St. and a desire to maintain the same kind of look going west of town as there is in the central area. The Landscape plan calls for the Noble Fir and White Fir to be placed in the entrance. Neither of these fir trees do well in this area of Idaho. The Conunittee would rather see a mixture of Deciduous in the frontage area and throughout the development. For example, those types of trees planted on the sidewalks in the City of Eagle, making a uniform look. Since fir trees shed, the entrance would not accomplish a desirable look. The developer needs to be careful not to plant anything at the entrance that will obstruct the view going onto State St. There appears to be considerable right-of-way on State St., entering the development. It would be desirable to incorporate a drought resistant grass there, or if that is not desirable to incorporate gravel in that location in order to keep the weed and dust problem under control. The Conunittee applauded the monument sign. The Conunittee all agreed that within the development there should be measures taken to provide a mixture of trees and plants rather than one kind in one location. The Conunittee would like a mixture of deciduous and conifers. The Conunittee would also like to see all of the trees planted in the development be at least 6 ft. tall. There appears to be no colors or small bushes within the development, it needs something like a burning bush on lots, shade trees near the structures. There is a word of caution regarding the ponderosa trees. The plan indicates those trees in locations that may, in the future, be an intrusion to other property owners. Mr. Korby should be advised how big the tree gets. The Conunittee would like to see some changes in the plan and it returned for further review, meanwhile the list of acceptable trees should be sent to Mr. Korby for review,. CITY GROUNDS AND PARK-ARBORETUM (E of City Hall): Dave Koga agreed to draw a layout of the property for the Conunittee to review. There is only $6,000 remaining in the grant fund to buy trees for the project. The Conunittee approved the layout presented, but added to the project by incorporating into the plan the whole City Hall/Senior Center grounds. The property to the E of the building would become the arboretum (park area). The main walkways are gravel, and accessible to handicapped. There are 2 accesses into the park area, one in the middle of the parking lot and the other near the senior center entrances. Those will need to be handicap accessible. The walkways are to be natural and move around the trees which will be identified with a placque. Flowers and shrubs or ground cover (a mixture of grass). Mr. Koga incorporated a bridge to cross the canal. Tal knows a carpenter that will give us a bid for the construction of the bridge~ The sides of the canal will be planted with hardy flowers and plants. Some suggestions were blackeyed susans and wild sunflowers. We want some protection in that area for children in order to discourage them from getting to the canal, so the proposal is tall plants and flowers. Some of the natural plants in the canal are very nice and we will attempt to retain them. We will need to get with the ditch company negotiate with them on the care and function of the ditch. The project is far more reaching than first planned. The Conuni ttee thought it was a good opportunity to plan the entire property (City Hall and Senior Center), even if the project was to be on-going. The Conunittee agreed the lava rock in front of City Hall needs to be removed and a new design created, such as flowers to replace the lava. Picnic tables and benches will be placed throughout the area. Across the canal on the E side of the Arboretum will be a picnic table surrounded by trees. The North side of City Hall will be planted with small, low growth trees and ground cover or grass. The area is hard to maintain now and rather unsightly. The entire back area lacks design. Mr. Koga and the Conunittee agree that the parking lot should go the entire extent of the northern boundary of the property (where the metal buildings are extending across the back to the property line). The Conunittee would like to see walk areas incorporated into the entire area, with flowers and shrubs so that people could walk the perimeter of the property around the building. There will need to be ground cover, shrubs and flowers throughout the arboretum, but that too, can be an on-going project. Laura Markham will return the plans to Dave Koga with the Conunittee suggestions and have Mr. Koga get a bid for the design of the project.
