EAGLE PLANNING AND ZONING MEETING
MINUTES August 16, 1999

The Planning and Zoning Commission on August 16, 1999, Chairman Brinton presiding.

CALL TO ORDER:

ROLL CALL: The following members were present: LYNN MOSER, FRED
WILSON, GENEVA TRENT, FARRIN FARNWORTH. A quorum is present Donald
Brinton was not present for the roll call.

Moser made a motion to approve the records with the changes discussed. Trent

Moser made a motion to approve the minutes as written. Wilson seconded. ALL

CONSENT AGENDA:
A. CPA-l.98 & RZ.2.98 - FINDINGS of Fact and Conclusions of Law for a
Comprehensive Plan Amendment and Rezone with Development A2reement
for Ea2le River Development: Project Summary: Eagle River, LLC, represented
by Bill Clark, is requesting approval of a comprehensive plan amendment from
Public/Semi-Public to Commercial and from Medium Density Residential to
Commercial, Mixed Use, Public/Semi-Public; and a rezone from A (Agriculture)
and M-IA (Industrial Park District) to PS-DA (Public/Semi-Public), R-4-DA
(Residential), C-3-DA (Highway Business District), and MU-DA (Mixed Use)
with a development agreement. A portion of the proposed change from the
residential land use designation to the Public/Semi Public land use designation and
M-IA zoning designation to PS-DA zoning designation is City initiated for a City
park. The 93-acre site is located on the southeast corner of State Highway 44 and
S. Eagle Road.
Moser moved to approve the Consent agenda item above. Wilson seconded. ALL
AYE... MOTION CARRIES...
PUBLIC HEARINGS:
A. CU-6-99 Conditional Use for a Church facility expansion - Ea2le Church of
the Nazarene for Randy Haverfield: Eagle Church of the Nazarene, represented
by Randy Haverfield with Architecture Northwest, is requesting a conditional use
permit for a 11 ,080-square foot expansion of the existing church. The site is
located on the south side of State Street approximately %-mile west of Eagle Road
at 1001 W. State Street.
Randy Haverfield, 224 16th Ave S. Nampa, Representative for Eagle Nazarene Church gave a
brief report.

Bill Vaughan gave a brief staff report. Discussed the cross with the approval of a Conditional
Permit. The applicant is asking for the cross to be extended to 45 feet.
Adam Farley at the west of the property. Was wondering about the distance between the fence
and his property line.
Randy Haverfield, 224 16th Ave S., Nampa. Had a discussion with the fire department and the
departments only concerned was having access to the building for the purpose of fighting a
fire.
Closed the Public Hearing on 8-16-99 for CU-6-99 a Church facility expansion Eagle
Church of the Nazarene.
Trent moved to approve file CU-6-99 Eagle Church of the Nazarene with the staff
recommendations for approval.Moser seconded.ALL A YE...MOTION CARRIES...

NEW BUSINESS:
A. FPUD-4-99 & FP-12-99 - Final Development Plan and Final Plat for
Brookwood Subdivision No.1 - Aries Development. LLC: Aries
Development, LLC, represented by Mike Hormaechea, is requesting final
development plan and final plat approval for Brookwood Subdivision Phase I ,
a 97-10t (7S-buildable) residential subdivision. This 67.26-acre (appro x.)
phase of Brookwood PUD is located on the northeast corner of Eagle Road and
Floating Feather Road. The site is within the Eagle City Limits.
Mike Hormaechea, 1101 River St., Boise, all issues are going well.
Moser moved to approve FPUD & FP-12-99 Final Development Plat and Final Plan for
Brookwood Subdivision.Wilson seconded. ALL A YE...MOTION CARRIES...
B.
FPUD-3-99 & FP-1l-99 - Final Development Plan and Final Plat for
Banbury Meadows Subdivision No.3. - Banbury Meadows. LLC: Project
Summary: Banbury Meadows, LLC, represented by Roy Johnson, is requesting
final development plan and final plat approval for Banbury Meadows
Subdivision Phase 3 , a 70-10t (66-buildable) residential subdivision. This
24.23-acre (approx.) phase of Banbury Meadows PUD is located on the west
side of Eagle Road approximately V2-mile north of Chinden Blvd. The site is
within the Eagle City Limits. '2
Wilson moved to approve FPUD-3-99 & FP-II-99 Final Development Plan and Final Plat
approval for Banbury Meadows Subdivision No.3. Moser seconded. ALL

C.
V AC-I-99 - Vacation to the final plat of Triple Ridee Estates Subdivision
- U.S. Bank: u.S. Bank, represented by Briggs Engineering, Inc., is
requesting City approval of a vacation to the final plat of Triple Ridge Estates
Subdivision to remove the easements along the lot lines that were moved via a
lot line adjustment application through Ada County. The proposed vacation
will allow the removal of the drainage, utility, and maintenance easements
along the common lot lines between Lots 17 & 18 and Lots 18 & 19, Block 1.
The proposed vacation will also allow (as a correction) the removal of the
private road, drainage, irrigation, and utility easements from their current
location shown on Exhibit "A" and be relocated over the existing road. The
site is located the East Side of N. Triple Ridge Place approximately Yz-mile
north of Floating Feather Road. This site is located in the Eagle Area of
Impact.
Bill Vaughan gives a brief discussion of the staff report on the vacation of Triple Ridge Place.
Wilson made a recommendation to approve V AC-1-99 Vacation to the Final Plat of
Triple Ridge Subdivision. Trent seconded. ALL A YE...MOTION CARRIES...
