CALL TO ORDER: ROLL CALL: The following members were present: DONALD BRINTON, FRED Wll..SON, GENEVA TRENT, FARRIN FARNWORTH. A quorum is present. LYNN MOSER was not present for the roll call. 2. 3. REQUEST FOR APPROVAL: A. June 28, 1999 Wilson made a motion to continue the June 28, 1999 minutes for approval to the next regular scheduled meeting. Trent seconded.ALL AYE...MOTION CARRIES... B. CPA-1-98 & RZ-2-98 - Findines of Fact and Conclusions of Law for a Comprehensive Plan Amendment and Rezone with Development Aereement for Eaele River Development: Project Summary: Eagle River, LLC, represented by Bill Clark, is requesting approval of a comprehensive plan amendment from Public/Semi-Public to Commercial and from Medium Density Residential to Commercial, Mixed Use, Public/Semi-Public; and a rezone from A (Agriculture) and M-IA (Industrial Park District) to PS-DA (Public/Semi-Public), R-4-DA (Residential), C-3-DA (Highway Business District), and MU-DA (Mixed Use) with a development agreement. A portion of the proposed change from the residential land use designation to the Public/Semi Public land use designation and M-rA zoning designation to PS- DA zoning designation is City initiated for a City park. The 93-acre site is located on the southeast comer of State Highway 44 and S. Eagle Road. B. CPA-2-98 - Findines of Fact and Conclusions of Law for a Comp Plan Amendment from Very Low Density Residential to Medium Density Residential for Roeer C. Crandlemire: Project Summary: Roger C. Crandlemire, represented by Roylance & Associates, is requesting approval of a comprehensive plan amendment from Very Low Density Residential (one or fewer dwelling units per two acres) to Medium Density Residential (four or fewer dwelling units per acre). CPA-3-98 - Findines of Fact and Conclusions of Law for a Como Plan Amendment from Medium Density Residential and Industrial to Mixed Use and Commercial for Sharon Patterson: Project Summary: Sharon Patterson, represented by The Land Group, is requesting approval of a comprehensive plan amendment from Medium Density Residential (four dwelling units per acre maximum) and Industrial to Mixed Use and Commercial. The 9.6-acre and I-acre sites are located on the southwest and southeast comers of State Highway 55 and Hill Road at 2805 and 2809 Hill Road. D. RZ-7-98 - Findines of Fact and Conclusions of Law for a Rezone from A- R to R-3 for Roeer C. Crandlemire: Project Summary: Roger C. Crandlemire, represented by Roylance & Associates, is requesting approval of a rezone from A-R (Agricultural-Residential - one dwelling unit per five acres maximum) to R-3 (Residential - three dwelling units per one acre maximum). The 95.2-acre site is located on the north side of Floating Feather Road approximately %-mile west of Eagle Road at 1400 W. Floating Feather Road. PUBLIC HEARINGS: None OLD BUSINESS: None NEW BUSINESS: None A. 99-11-S - WhiteHorse Subdivision - Robert and Jane Klosterman: Robert and Jane Klosterman, represented by Roylance and Associates, is requesting preliminary plat approval for Whitehorse Subdivision, a 2-lot, 16.89-acre residential subdivision. The proposed subdivision is located on the southeast comer of Park Lane and Beacon Light Road. This subdivision is located in the Eagle Area of Impact. Wilson moved to approve 99-11-S Whitehorse Subdivision with the changes of numbering to the site specific conditions of approval 1-5 vs. 11234 and standard conditions of approval Farnworth seconded.
