EAGLE PLANNING AND ZONING MEETING
MINUTES July 12, 1999
7:00 PM
The Planning and Zoning Commission on July 12, 1999, Chairman Brinton presiding.

CALL TO ORDER:
ROLL CALL: The following members were present: DONALD BRINTON, LYNN
MOSER, FRED WILSON, GENEVA TRENT, FARRIN FARNWORTH. A quorum
is present. LYNN MOSER & GENEV A TRENT were not present for the roll call.
REQUEST FOR APPROVAL: None
CONSENT AGENDA: None
PUBLIC HEARINGS:
A. ZOA.2.99 - SieD ReeulatioD Amendments. Board of Directors Eaele
Chamber of Commerce: An Ordinance Amending Eagle City Code Title 8 "Zoning",
Chapter 2 "Zoning Districts And Maps", Article A "DR Design Review Overlay
District", Section 8 "Sign Regulations"; And Section 9 "Procedures", And Providing
An Effective Date. The proposed amendments in part: would eliminate the City's
prohibition of internally illuminated signs; would allow additional and larger
monument signs; would allow additional and larger wall signs; would allow special
portable signs; would provide criteria for temporary signs; would change the Design
Review procedures so only master sign plans and internally illuminated signs would
require Design Review Board approval with all other signs requiring review to be
approved by the City staff. (This item was continued/rom the 6-28-99.)
Michael Shepherd, 510 EState St., presented pictures of Historical signs from the
early 1900's. What you will notice is that they are big and are painted on.
Mark Butler, P&Z staff. Style used, is northwestern architecture. Signs shall
compliment the building.
Geneva Trent entered the meeting at 7: 16 p.m.
Special portable signs Brinton need definition.

Clarification needed for C 7 page 4.
Public Hearing closed in the process of doing a complete design review that could
change the sign ordinance.
Bob Halford, Coast to Coast 316 W. State St, took his camera out again and played all
back lit signs. Bosanka Village signs at 10:30 p.m. Bosanka due east. addressed back
lit verses front lit signs. He expressed it seemed that 10 % seemed to be fine with the
majority of the buildings but there are a few exceptions. The Proposal by Chamber,
is an excellent choice. He thinks that there should be issues addressed.
Grandfathering needs to go with the sign rather then with the business.
The pictures were taken with a regular camera.
Trent asks about the video sign. Bob said that he would get her the figures and get
back with her.

Closed the public Hearing on the Sign Ordinance Amendment 7-12-99.
Wilson has concerns that no legislation is better then poor legislation. Infomìed by
President of City Council that the only board members that were professionals were
Design Review.
Lynn Moser shows up at the meeting 8: 15 PM.
Attorney states the code. As presented the modification are legally sufficient.
Lynn Moser would like to add ZA and one design review member.
Dave Dickey, 600 S. RiverShore lane. Would only like to involve Design Review at
main stream and illumination.
Fred comments on the need to be careful with the national chain due to regs. If they
make recommendation with the proposal "Sunset Provisions" would apply to the entire
Ordinance.
Farnworth would like to make some modifications to the special portable sign in the
GBD would be shall not to shall be permitted in the GBD area
Wilson made the motion recommending approval of ZOA-2-99-Sign Ordinance
Amendments with the following modifications: 2-living to occupied 4-10 par 4
parimeter should be striken. The following max with 5% should be struck 10-10
strike item 16 add section 3 with provisions of Sunset Provisions 10-10 to read
ZA instead of City Staff. Farnworth seconded. 4 aye 1 Nay Trent nay.. MOTION
CARRIES.

8. REPORTS: ACIID Study determined that there were six options for Countryside
Estates. Meeting 19th at 6:30 pm.
