EAGLE PLANNING AND ZONING MEETING
MINUTES MARCH 20, 1999
9:00 AM
The Planning and Zoning Commission on March 20, 1999. Chairman Brinton presiding.
1.
CALL TO ORDER:
2. ROLL CALL: The following members were present: DONALD BRINTON, LYNN
MOSER, FRED WILSON, GENEVA TRENT, F ARRIN FARNWORTH. A quorum is present.

REQUEST FOR APPROVAL: None

OLD BUSINESS: None

PUBLIC HEARINGS:
A. Ea!!le is proposing: to amend its Comorehensive Plan and Land Use Map. The Plan
and Map are official policy documents for the City and its Area of Impact and are intended to
provide the vision, goals, policies and implementation actions that will guide the community's
development. The Plan addresses the following components: Property Rights, Population and
Growth, Economic Development, Public Services, School Facilities, Land Uses, Natural
Resources and Hazardous Areas, Transportation, Parks, Recreation and Open Space, Housing,
Community Design and Cultural Resources. The Plan also includes a Land Use Map that, in part,
illustrates types ofland uses and residential densities for Eagle and its Area ofImpact. NOTE:
After the public hearings for the Comprehensive Plan Amendment listed herein are closed,
deliberation should take place on this item (CP A-6-97) first. (Continued from 3-15-99 P&Z

Comprehensive Plan will begin on Chapter 6 "LAND USE". Page 6-1.
Moser made a Motion to accept the area as mixed use on the south side of the new alternate
route and the north side of the channel of the Boise River. Wilson seconded. ALL AYE.
MOTION CARRIES...
Moser made a motion for the current Industrial Area that is located on the south side of
State St., the east side of Edgewood, and the north side of the new alternate route in the
1997 comp plan be changed from Industrial to Mixed Use. Wilson called for a question and
seconded the motion. ALL AYE. MOTION CARRIES...
Wilson made a Motion that the triangular piece north of State St. and the two parcels east
of Linder Rd., and south of State St., and put that in to Mixed Use. Moser seconded. ALL
AYE. MOTION CARRIES...
Moser made a motion that the previous motion that was just approved as Mixed Use be
changed to a Commercial Area. Wilson seconded. ALL AYE. MOTION CARRIES...
Moser moved to change the area that was designated as a park for Eagle Ranch changed to
R-4.Wilson seconded. ALL AYE. MOTION CARRIES...
Moser made a motion that the Downing Downs area which is currently R-2 be changed to a

R-4 the property to the section line going west and running south to State St. make R-

Wilson made a motion to make a change from R-2 to R-3 from Eagle Rd., west along the
top line of the north boundary of the high school, all the way over to Ballantyne Lane, south
to State St., east to the section line, and north to the section line to Floating Feather, east of
Eagle Rd. Moser seconded. 3AYE-2 NAY. MOTION CARRIES....
Wilson made a motion to West to Meridian Rd. south of Floating Feather Rd. west to
Linder go to the River and back to the southwest corner to R-2. Moser seconded. 3A YE -

County Highway District. Transportation Component recommendations with presentation.
Sidewalks, bicycle paths and medians were discussed.
Wilson made a motion to close City Comp Plan to public testimony. Moser seconded. ALL
AYE. MOTION CARRIES...
Wilson made a motion to change Very Low Density wording to Residential Estates. Moser
seconded. ALL AYE. MOTION CARRIES...
Moser made a motion to leave area south of the North Channel and east of Linder going
south to Chin den, east of boundary Residential Estates as in the 97 plan. Wilson seconded.

Wilson made a motion to change the AR to RR. Moser seconded. ALL AYE. MOTION
CARRIES...
Moser moves to change the name of M1A to BP. Wilson seconded. ALL AYE. MOTION
CARRIES...
Wilson made a motion to replace paragraph 6.1 with paragraphs 1&2 of page 21 of 34 1997
Comprehensive Plan with the following change, paragraph 2 the word flood plain areas
changed to the wording "Area of Special Flood Hazard". Moser seconded. ALL AYE.

Moser made a motion all areas not addressed specifically remain the same as the 97 Comp
Plan. Wilson seconded. ALL AYE.MOTION CARRIES...
Wilson made a motion that we develop and include an Urban Services Planning area map
with overlays for each of the services such as sewer, electric, gas, water, and phone. Moser
seconded. 3AYE - 2NAY. MOTION CARRIES...
Moser made a motion to continue the Comp Plan items to the next scheduled Planning and
Zoning meeting to be held March 29, 6:30 PM. Wilson seconded. ALL AYE. MOTION

B. CPA-1-98 & RZ-2-98 - Ea!!le River Develooment (Grossman Properties) - Ea!!le River.
LLC: Eagle River, LLC, represented by Bill Clark, is requesting approval of a comprehensive

plan amendment from Public/Semi-Public to Commercial and from Medium Density Residential
to Commercial, Mixed Use, Public/Semi-Public; and a rezone from A (Agriculture) and M-1A
(Industrial Park District) to PS-DA (Public/Semi-Public), R-4-DA (Residential), C-3-DA
(Highway Business District), and MU-DA (Mixed Use) with a development agreement. A
portion of the proposed change from the residential land use designation to the Public/Semi
Public land use designation and M-1A zoning designation to PS-DA zoning designation is City
initiated for a City park. The 93-acre site is located on the southeast comer of State Highway 44
and S. Eagle Road.
NOTE: CPA-1-98 & RZ-2-98 should be heard together since they are significantly
interrelated by means of the development agreement. However, CPA-1-98 must be acted
on prior RZ-2-98.
The public hearing on this item was closed on October 26, 1998, except to obtain input on City's

C. CP A-2-98 - ComDrehensive Plan Amendment for BramHall Subdivision - Ro!!er C.
Crandlemire: Roger C. Crandlemire, represented by Roylance & Associates, is requesting
approval of a comprehensive plan amendment from Very Low Density Residential (one dwelling
unit per two acres maximum) to Medium Density Residential (four dwelling units per one acre
maximum). The 95.2-acre site is located on the north side of Floating Feather Road
approximately %-mi1e west of Eagle Road at 1400 W. Floating Feather Road. The public hearing
for this item was closed on November 9,1998. (Continuedfrom 3-15-99 P & 2 Meeting.)
D. CPA-3-98 - Comprehensive Plan Amendment for Patterson ProDertv - Sharon
Patterson: Sharon Patterson, represented by The Land Group, is requesting approval of a
comprehensive plan amendment from Medium Density Residential (four dwelling units per acre
maximum) and Industrial to Mixed Use and Commercial. The 9.6-acre and I-acre sites are
located on the southwest and southeast comers of State Highway 55 and Hill Road at 2805 and
2809 Hill Road. The public hearing on this item was closed on October 19, 1998. (Continued
from 3-15-99 P& 2 Meeting.)
E. RZ- 7-98 - Rezone for BramHall Subdivision - Ro~er Co Crandlemire: Roger C.
Crandlemire, represented by Roylance & Associates, is requesting approval of a rezone from A-
R (Agricultural-Residential - one dwelling unit per five acres maximum) to R-3 (Residential -
three dwelling units per one acre maximum). The 95.2-acre site is located on the north side of
Floating Feather Road approximately %-mile west of Eagle Road at 1400 W. Floating Feather
Road.
NOTE: This item should not be acted on until the Planning and Zoning Commission has
made their recommendation on the Comprehensive Plan. The public hearing for this item
