The Planning and Zoning Commission on January 19, 1999. Chairman Brinton presiding.

CALL TO ORDER:
2. ROLL CALL: The following members were present: DONALD BRINTON,
FRED WILSON, FARRIN FARNWORTH, GENEVA TRENT, ABSENT, LYNN
MOSER A quorum is present.

CONSENT AGENDA:
A. PP-S-98 -Clear Creek Crossin2 - Javo Construction. Inc.: Jayo Construction,
represented by Roylance & Associates, is requesting preliminary plat approval for Clear
Creek Crossing Subdivision, a 54.8-acre, 89-lot residential subdivision generally located
on the southwest comer ofN. Eagle Road and Floating Feather Road.
Brinton introduces the item.
Farnworth moves to approve Findings and Conclaions for PP-S-98 -preliminary plat

Lorin Saunders is requesting preliminary plat approval for Sugarberry Woods Subdivision
No.2, a 38.86-acre, 19-1ot residential subdivision located on the west side ofN. Meridian
Road approximately 1,200-feet north of ChiDden Boulevard at 688 E. Sugarberry Drive.
Brinton introduces the item PP- 7-98-Sugarberry Woods No.2.
Farnworth moves to approve Findings and Conclusions for PP- 7-98-preliminary plat
approval- Sugarberry Woods No.2-Saunders Family Trust. Wilson Seconded. ALL

PUBLIC HEARINGS:
A. CP A-6-97 - City Initiated Comprehensive Plan Amendments - City of Ea2I.e: The
City of Eagle is proposing to amend its Comprehensive Plan and Land Use Map. The Plan
and Map are official policy documents for the City and its Area of Impact and are intended
to provide the vision, goals, policies and implementation actions that will guide the
community's development. The Plan addresses the following components: Property

Rights, Population and Growth, Economic Development, Public Services, School
Facilities, Land Uses, Natural Resources and Hazardous Areas, Transportation, Parks,
Recreation and Open Space, Housing, Community Design and Cultural Resources. The
Plan also includes a Land Use Map that, in part, illustrates types of land uses and
residential densities for Eagle and its Area of Impact. NOTE: After the public hearings
for the Comprehensive Plan Amendment listed herein are closed, deliberation should
take place on this item (CPA-6-97) first. {Continued from 1-4-99 P&Z Meeting.)
Brinton introduces the issue and asks for comments from the public.
Bill Clark, 479 Main, Boise, comments on conflicts in the Redline Comprehensive Plan on
the Economic Development policies and the Land Use Policies that need to be dealt with.
Focus on key policy subjects in #3.
Ann Schenk, 410 N. Linder Rd., Owns property at Linder Rd. and State ST. Comments on
the change in the density, feels that it is a low line area with a high water table and not
conducive to septic systems. In time the ground will become a health problem.
Dennis Baker, 250 S. Beechwood, Boise, would like to comment after Nancy Taylor.
Nancy Taylor, 250 S. Beechwood, JUB Engineers, Boise, Shared information on Land Use
section. Addressed the Density issue. Two handouts on densities in subdivisions.
Densities in new subs have decreased, not increased.
Commissioner asks questions about the Comprehensive Plan.
Dennis Baker, 250 S. Beechwood, Boise, testifies on densities. Maps need to be updated.
Comments on marketing, asks commission to take a long look at the Plan before making a
decision.
Glida Bothwell, 632 Steeple View Dr., copy of a letter on floodplain restrictions on
development testifies on the redline version of the Comprehensive Plan expresses her
concerns on the Land use map.
Steve Deckers, 2249 Dickey Circle, testifies on Vision for the City. Prioritize first.
Gary Inselman Planning and Development, Ada County Highway District, Leave
Transportation portion open, Brinton asks Gary Inselman to come to the February 1, 1999
Meeting to discuss information.
Wilson moved to close the public hearing on the Comprehensive Plan with exception
of the Transportation portion from Ada County Highway District and input from
Nancy Taylor. Seconded by Farnwortb.ALLAYE.MOTION CARRIES...
Commission begins to review the Comprehensive Plan item by item with clarification from
Nancy Taylor.
The changes are as follows:
(NOTE: Nancy Taylor, JUB Engineers, will submit all revisions to the draft at a later
date. At that time the revisions will be attached to this document.)
Fred Wilson made a motion to accept the changes made in recent discussion on

Trent moved to continue the comprehensive plan changes and the rest of the itelm on
the agenda to the next meeting of February 1, at 6:00 pom. Farnworth Seconded. ALL
AYE. MOTION CARRIES...
Commission asks Bill Vaughn for a map with all the lines, no colors.
Nancy asks commission how she should present all of the deletions to Comprehensive
Plan. Discussion was to make all ofthe deletions so it isn't so cumbersome.
Commission asks Bill Vaughn to keep the next meeting of February 1, light.
Discussion on whether Planning and Zoning would meet every week. Commission declined

B. CPA-I-98 & RZ-2-98 - Ea2le River Development (Grossman Properties) - Eae:le
River. LLC: Eagle River, LLC, represented by Bill Clark, is requesting approval of a
comprehensive plan amendment from Public/Semi-Public to Commercial and from
Medium Density Residential to Commercial, Mixed Use, Public/Semi-Public; and a rezone
from A (Agriculture) and M-IA (Industrial Park District) to PS-DA (Public/Semi-Public),
R-4-DA (Residential), C-3-DA (Highway Business District), and MU-DA (Mixed Use)
with a development agreement. A portion of the proposed change from the residential land
use designation to the Public/Semi Public land use designation and M -1 A zoning
designation to PS-DA zoning designation is City initiated for a City park. The 93-acre site
is located on the southeast comer of State Highway 44 and S. Eagle Road.
NOTE: CPA-I-98 & RZ-2-98 should be heard together since they are significantly
interrelated by meaœ of the development agreement. However ~ CP A-I-98 must be
acted on prior RZ-2-98.
The public hearing on this item was closed on October 26, 1998, except to obtain input
on City's Floodplain Ordinance. (Continued from 1-4-99 P& Z Meeting.)
C. CPA-2-98 - Comprehensive Plan Amendment fur BramHall Subdivision - Roeer
C. Crandlemire: Roger C. Crandlemire, represented by Roylance & Associates, is
requesting approval of a comprehensive plan amendment from Very Low Density
Residential (one dwelling unit per two acres maximum) to Medium Density Residential
(four dwelling units per one acre maximum). The 95.2-acre site is located on the north
side of Floating Feather Road approximately %-mile west of Eagle Road at 1400 W.

D. CP A-3-98 - Comprehensive Plan Amendment fur Patterson Property - Sharon
Patterson: Sharon Patterson, represented by The Land Group, is requesting approval of a
comprehensive plan amendment from Medium Density Residential (four dwelling units per
acre maximum) and Industrial to Mixed Use and Commercial. The 9.6-acre and I-acre
sites are located on the southwest and southeast comers of State Highway 55 and Hill
Road at 2805 and 2809 Hill Road The public hearing on this item was closed on October

E. RZ- 7-98 - Rezone for BramHall Subdivision - Roe:er C. Crandlemire: Roger C.

Crandlemire, represented by Roylance & Associates, is requesting approval of a rezone
from A-R (Agricultural-Residential- one dwelling unit per five acres maximum) to R-3
(Residential- three dwelling units per one acre maximum). The 95.2-acre site is located
on the north side of Floating Feather Road approximately %-mile west of Eagle Road at
1400 W. Floating Feather Road.
NOTE: This item should not be acted on until the Planning and Zoning Co.....œsion
bas made their recommendation on the Comprehensive Plan. The public hearing/or
