The following members were present: Brinton, Farnworth, Moser, Trent, Wilson. A quorum is present.
REQUEST FOR APPROVAL:
Minutes of April 6, 1998.
Moved by Farnworth and Seconded by Trent to approve minutes from April 6, 1998 as presented.

CONSENT AGENDA:
Findin~s and Conclusions for Rezone Application RZ-I-98: Project Description - Forest and Dale
Prohaska and Cedar Falls Partnership, represented by Wayne Forrey with Hubble Engineering, are
requesting a rezone from A (Agriculture) to R-3 (Residential three units per acre maximum) and R-4
(Residential four units per acre maximum). The 39.67-acre site is located on the on the north side of
Floating Feather Road approximately %-mile east of Eagle Road at 1020 Floating Feather Road.
Brinton introduces the issue.
Farnworth Moves to approve RZ-1-98 - Rezone Application - Wayne Forrey. Seconded by Moser.

FindiB1!s and Conclusions for Preliminary Plat for Feather Nest Estates Subdivision: Project
Description - Forest and Dale Prohaska and Cedar Falls Partnership, represented by Wayne Forrey with
Hubble Engineering, are requesting preliminary plat approval for Feather Nest Estates Subdivision, a
39.67-acre, 113-lot (96-buildable) residential subdivision located on the north side of Floating Feather
Road approximately %-mile east of Eagle Road at 1020 Floating Feather Road.
Brinton introduces the issue.
Farnworth would like clarification on the sidewalk issue on page four ofthirteen.
Farnworth Moves to approve PP-I-98 - Rezone Application - Wayne Forrey with the correction
eliminating the sentence "ITD installed a sidewalk attached to the curb along Floating Feather
Road abutting this site". Seconded by Trent. ALL AYE. MOTION CARRIES...

NEW BUSINESS:
Discussion of Eagle Road/Alternate Route impacts on floodplain.
Butler had asked the City Engineer to attend the Planning and Zoning Meeting this evening but he must
have forgotten. This issue really needs to be guided by the City Engineer and therefore the item should be
continued to the next meeting.
General discussion.
Butler will check on the issue of dumping dirt in the floodplain.
Moser Moves to continue this item until the City Engineer can be present. Seconded by Wilson.

REPORTS
Council Liaison. There was not a liaison present at the last City Council Meeting.
Moser would like clarification on the issue of the land ITD has possession of and the leasing of that land
to the city of Eagle. Butler and McFadden describe the land and the circumstances surrounding that land.
Zoning Administrator gives a report on the items discussed at the last City Council meeting.
Moser would like to know what type ofliability impact the Skateboard Park would have on the City.
Brinton gives a report on the Ada Planning Association Meeting held last week.
McFadden discusses the Constitution ofthe State ofIdaho, and the issue of conflict of interest.
