ORIGINAL CALL TO ORDER ROLL CALL: BRINTON, FARNWORTH, MOSER, TRENT, WILSON The following members were present: Brinton, Farnworth, Moser, Absent, Trent, Wilson, A quorum is present. REQUEST FOR APPROVAL: Minutes of March 16, 1998. Moved by Moser and Seconded by Farnworth to approve minutes from March 16,1998 as presented. ALL AYE... MOTION CARRIES. OLD BUSINESS: None PUBLIC HEARINGS: PP-I-98 Preliminary Plat Approval for Feather Nest Estates Subdivision - Wayne Forrev: Forest and Dale Prohaska and Cedar Falls Partnership, represented by Wayne Forrey with Hubble Engineering, are requesting preliminary plat approval for Feather Nest Estates Subdivision, a 39.67-acre, 113-lot (96- buildable) residential subdivision located on the north side of Floating Feather Road approximately %- mile east of Eagle Road at 1020 Floating Feather Road. (This item is continued from the March 2, 1998 meeting.) Brinton introduces the issue and opens to public hearing. Trent arrives at 7:0S p.m. Butler remarks concerning the letter from Farmers Union Ditch Company dated April 4, 1995, Wayne Forrey with Hubble Engineering representing Feather Nest Estates Subdivision addresses the Meridian School District and the development of future land acquisition. Forrey discusses The Farmers Union Ditch Company's opposition to a pathway along the side of the canal. An alternative pathway is proposed, A map depicting the proposal is distributed to P&Z Commissioners. Jim Murkle of Hubble Engineering addresses the issue of a pathway along the canal. Fred Shoemaker addresses the Commission and the issues mentioned above. Jim Carberry, from the School District, was invited to attend the meeting, but was unable to attend. Butler would like the developers to commit to the 10% common space requirement. Changing the concrete sidewalk to asphalt is discussed. Wayne Forrey mentions the map indicates either concrete or asphalt, whichever ACHD requires. Common space is defined and the requirement is met. Farnworth discusses fencing between Feather Nest and Hormaechea property. Forrey has been discussing fencing with Lexington Hills but not with Hormaechea. Butler distributes staff recommendations for the Feather Nest Subdivision. General Discussion. Moser Moves to approve PP-I-98 - Preliminary Plat Approval for Feather Nest Estates Subdivision with the staff's recommendations on page seven of the staff report with the additional condition that sign age on pathways be included in the CC&R's. That the stubbed streets be indicated for future development. That an agreement be made with Lexington Hills and Hormaechea for fencing on the property lines. With all other standards of condition included. Amended by Moser to include a revision of Item #1 of the Staff Conditions "to add with the exception of the pathway which is to be as shown on the site plans supplied to the Commission on 4/6/98 as modified by Hubble Engineering on 4/6/98". Seconded by Trent. ALL AYE. MOTION CARRIES... REPORTS A. Zoning Administrator: The Design Review Board is suggesting they meet only once a month. Meeting agenda's for P&Z might also need to be revised. Brinton would like to leave the meeting schedule as it is for the time being and ifthere are no items on the agenda the scheduled meeting can be canceled. Trent will give a report on the subdivision seminar she attended at BSu. B. City Attorney: McFadden will make copies for all members on the information to be discussed in the future, ADJOURNMENT at 8:20 p.m. Moved by Farnworth and Seconded by Trent to Adjourn. ALL AYE...
