ORIGINAL CALL TO ORDER ROLL CALL: BRINTON, FARNWORTH, MOSER, TRENT, WILSON The following members were present: Brinton, Farnworth, Wilson, Trent. Absent Moser. A quorum is present. REQUEST FOR APPROVAL: Minutes of January 5,1998. Moved by Trent and Seconded by Wilson to approve minutes from January 5, 1998 as presented. ALL AYE... MOTION CARRIES. Minutes of January 20, 1998. Moved by Farnworth and Seconded by Trent to revise minutes from January 20,1998 to continue approval until the next meeting. ALL AYE... MOTION CARRIES. Minutes of February 2, 1998. Moved by Farnworth and Seconded by Trent to approve minutes from February 2, 1998 as presented. ALL AYE... MOTION CARRIES. OLD BUSINESS: None PUBLIC HEARINGS: A. ZOA-I0-97 City initiated zonin~ ordinance amendment: Ordinance Of The City Of Eagle, Ada County Idaho, Amending Eagle City Code, Title 8 "Zoning", Chapter 2 "Zoning Districts And Map", Article A, "DR Design Review Overlay District" To; Add A New Section 8-2a-6:A(8), "Planning Considerations"; Delete Section 8-2a-6:D(6), "Planning Considerations"; Amend Section 8-2-8:B To Add "City Entry Signage" Definition And Clarify "Off-Premises Sign" Definition; Amend Section 8-2a-8:C(3) To Exclude "City Entry Signage" From The Height Restriction Specified In Said Section; Add New Section 8-2a-8:D(5) To Provide Regulations For City Entry Signage; Amend Section 8-2a-8:F To Allow For Alternative Methods Of Compliance For Sign Landscaping; And Amend Section 8-2a-8:I(13) To Exclude "City Entry Signage" From Prohibited Signs, (The Zoning Administrator requested this item be continued from the January 20, 1998, Planning & Zoning Commission Meeting, The item should be remanded to staff until the consultant completes the entry statement study.) Brinton introduces the issue. Butler discusses a letter from the Eagle Chamber of Commerce, which requests the Planning and Zoning Commission continue this item until John Bertram has completed his assessment. If so what function does the Planning and Zoning Commission have? Is the Design Review Board running the City? Butler discusses the issue. Wilson moves to remand ZOA-IO-97 back to staff until new information is obtained. Seconded by Farnworth. ALL AYE. MOTION CARRIES... ZOA-2-98 City initiated zonin~ ordinance amendment: The City of Eagle is proposing to amend Eagle City Code Title 8 "Zoning", Chapter 8 "Area of City Impact", Section 1 to amend the eastern boundary of the Eagle Area of City Impact to follow the centerline of the new alignment of State Highway 55 in the vicinity of Beacon Light Road (see map attached to proposed Ordinance #317). The amendment represents an Eagle Area of City Impact expansion of approximately 1.9-acres, Brinton introduces the issue. Butler gives a detailed description of the amendment. Lloyd Campbell gives public comment concerning the property involved. Public hearing is closed, Farnworth moves to approve ZOA-2-97 - City initiated zoning ordinance to amend the eastern boundary of the Eagle Area of City Impact to follow the centerline of the new alignment of State Highway 55. Seconded by Trent. ALL AYE. MOTION CARRIES... NEW BUSINESS: None ZONING ADMINISTRATOR'S REPORT Butler gives a report on various issues. Staff, (Evelyn Holder), discusses the joint meeting on March 30. Suggests making a list of items to place on the agenda. Place on the agenda for the next meeting: having a liaison go to the city council meetings. Brinton voices his concerns about a hearsay item: the contract with the library came with a stipulation that Wright Brothers build the library. Butler explains his viewpoint of the issue. Frank Thomason, Valley News speaks concerning the bid process as he understands it. The Economic Development Committee is requesting that the Planning and Zoning Commission continue ZOA-10-97 until John Bertram has completed his work. Initially John thought he would need two months to complete the project. Please call me at 939-8215 if you have any questions.
