EAGLE PLANNING AND ZONING MEETING MINUTES
May 5,1997
The Eagle Planning and Zoning Commission met in regular session on May 5,1997.
Chairman Bradley presiding.

CALL TO ORDER:
2. ROLL CALL: The following members were present: BERT BRADLEY, DONALD
BRINTON, RUSSEL MAYER, COLLEEN MAILE, FARRIN FARNWORTH.

REQUEST FOR APPROVAL:
A. Minutes of April 28, 1997.
Moved by Maile and Seconded by Farnworth to approve the minutes of the April
28, 1997, meeting as presented. ALL AYE: MOTION CARRIED.
Brinton: I make a motion that we reorder the agenda. ITEM 6.(A) be moved to be
heard before Item 4. (A). Seconded by Mayer. ALL AYE: MOTION

4.
NEW BUSINESS:
A. DR-8-97: Multi-Tenant Retail Building in Channel Center Subdivision-
B.B. One, Inc.: B.B. One, Inc. (Dennis Baker and Associates), represented by Dan
Torfin, is requesting design review approval for a 8,746 sq. ft. retail building proposed to
be located in the new Channel Center commercial subdivision at 601 Rivershore Lane.
The 1.1-acre site is located on the southwest corner of W Inlet Bay Ln. and Eagle Rd.,
approximately 400-feet south of new State Highway 44.
Bradley introduces the issue.
Allen Giltzow, ZGA Architects and Planners, 815 Park Blvd., Boise. Displays a site plan
and provides an overview of the project for the Commissioners. General discussion.
Dan Torfin provides information to the Commissioners on the project. General
discussion.
Butler: Gives an overview of the Staff Report. General discussion on opaque gate for
trash container area.

Brinton: I move that we approve DR-8-97 Multi-Tenant Retail Building in Channel
Center Subdivision with the Site Specific Conditions and Standard Conditions of
approval and modifying Item #1 to change from an opaque gate to a wood and
steel frame gate and leave on the recommendations of the Design Review Board
and access to the corner for the sidewalk. Seconded by Maile. ALL AYE:

OLD BUSINESS:
A. Time line for Comprehensive Plan Amendments: The Zoning
Administrator has submitted a list of potential Comprehensive Plan amendments so the
Commission may determine a time line for action. This item was briefly discussed by
the Commission on April 14, 1997.
Bradley introduces the issue.
Butler provides the Commissioners with his views and opinions on amending the Comp
Plan. Has asked David Eberle to speak to the Commissioners if they desire. To talk
about specific of the comp plan would not be appropriate at this time because it has not
been opened to the public but just to have a brainstorming session. General
discussion.
David Eberle. 760 Harcourt Rd., Boise, Eberle Consulting. Provides general
information to the Commissioners on the process of annexation, amending the comp
plan and conducting workshops and public hearings. General discussion.
Discussion on waiving applicant's fees on amendments and changes to the comp plan.
Butler displays a new comp plan map and will get a small map and a large map for
each of the Commissioners.
Discussion on having Council approve the expenditure for a consultant and advertise
for bid on consultant services.
General discussion on what which issues to begin with and how to organize
committees, workshops and etc.
Brinton: I move that Mark meet with Dave Eberle and come back on May 19th with
a scope of work and request money from the Council on the May 28th for land
use expenses. Seconded by Maile. Discussion. ALL AYE: MOTION
