Eagle Planning and Zoning Meeting Minutes
July 22, 1996
The Eagle Planning and Zoning Commission met in regular session on July 22, 1996.
The following members were present: BRADLEY, BRINTON, FARNWORTH, MAILE,
MA YER
PUBLIC HEARING: Amendment to Title 6-Parks Committee, Title 7-Sign Regulations, Title
8-2A-Design Review Codes and a Design Review Guideline Manual.

The amendments are being made to clean up the city regulations with respect to signs, the design
review code which currently applies to all commercial in the city. At the same time the design
review committee was reviewing the existing Design Review Code, there was another
Committee(Downtown Development Committee) developing its own downtown plan. John did
not make any attempt to modify the maps presented by the Downtown Committee but he did not
think they would work with the Zoning Map that is now in place.

1. Downtown Development Committee: Joe Shrieber
Briefhistory The Task Force was formed over a year ago with nine member, with the intent to
form a plan on what Eagle should look like in the future, architecture, parking, lighting, etc. Joe
feels their job is done with the presentation of the Downtown Development Plan. Jensen Belts
were hired to refine the plan for $10,000.00. Moore Mcfadden were hired to review the plan
after completion for up to $1000.00.

The Downtown Development plan was formulated and put into order the vision the task force
has for downtown eagle Pedestrian friendly streets to prevent Eagle Road and State Street from
becoming a speedway. To have a focal point gathering and community place, reference to the
Hyde Park area in Boise, More space for pedestrian movement bollard in the street to allow for
functions areas in downtown area.

Chainnan BRADLEY allowed public testimony before the presentation by the Design Review
Committee.
Ed Jenkins- Opposed- Lefthis previous community do to the hoards of people that moved into
Chicago Connection that City. Stated that money regulation costs the America 3.8 trillion
Eagle, Idaho dollars annually, he also said micro-managing leads to the destruction of
our way of life. He state he is not here to criticize the plan but it must be
fair and equitable.

Chairman of the Eagle Economic Committee. Bill feels that a lot of good
work has gone into the Downtown Development Plan but when he Eagle
about the cost of 16 to 17 million he had some concerns, he suggested that
the issues be split and looked at one at a time.
He agrees that we should have a pedestrian friendly downtown Eagle
But believes we have waited to long, he can count on one hand the number
of how many good old building that we actually have downtown. Ron
Marshall was the chainnan of the Design Review Committee from 1980 to
1985 and feels that the Design Review committee at that time envisioned
a small time town. He feels we have done a dis-service to Eagle by
replacing old business' with the new existing business'. Specifically
Subway and Evans that the city allowed staff to approve. He compared
the Circle K that was approved when he was on Design Review with a
smaller interior lit sign and more money was spent on that Circle K than
any in Boise. Ron stated that Bosanka was unjustly denied because of the
quality of the development. Also stated that the truck traffic doesn't have
to come through Eagle and feels that Downtown Development Plan is too
restrictive when the trucks will probably use the bypass. We should allow
trucks to still go through Eagle.
Presented Wayne Crosby' letter of opposition into record. Pauline has not
and will not asked the Chamber of Commerce to make a decision on this
draft until they have had time to review it. She sent out notices to all the
chamber members over a hundred, and only a few have attended this
meeting. Pauline hopes that the Planning & Zoning Commission will look
at it thoroughly and dissect it.

Phil Hull gave a slide presentation and Mike Vance gave and overview of the Design Review
Guideline Manual.
The City of Eagle had the amended ordinance put together by a consultant, The Land Group.
Mike Vance would like to make it clear that you cannot legislate taste. That they attempted to
try to put in ordinance form what a building should look like, color design, etc. What roads and
parking lots should be paved with. The slide presentation is to show the public what the Design
Review Committee thinks is working in other communities. The City is also to stop the mistakes
made on sign age.
Chairman BRADLEY allowed Public input after the Design Review Presentation
Joe Shrieber He is discouraged by one or two things, one the chambers disinterest in the
726 N. Nicklaus Ln. Development of Downtown, we must have the courage to move forward.
Eagle, Idaho He doesn't want to say that the City had the opportunity to move on it but
we didn't.
Ed Jenkins, The Community is to be commended for trying to keep their way of life.
Chicago Connection He is a realist though.

Alan Bailey,
Opposed to the Downtown Development Plan and the Sign portion of the
amended code, he feels that interior lighting should be permitted in Eagle.
Moved by BRINTON seconded by FARNWORTH to continue the Public Hearing to there
regular meeting on August 5, 1996, to allow the public and the P&Z Commission more time to
review the amendments. ALL AYE: MOTION CARRIED...................
