EAGLE PLANNING AND ZONING MEETING MINUTES
June 3, 1996
The Eagle Planning and Zoning Commission met in regular session
on June 3, 1996. Chairman BRADLEY presiding.
The following members were present: BERT BRADLEY,
BRINTON, RUSSEL MAYER, COLLEEN MAILE, FARRIN FARNWORTH.

Moved by BRINTON and seconded by FARNWORTH to approve the minutes
of the May 20, 1996, meeting as presented. ALL AYE: MOTION
CARRIED.
UNFINISHED BUSINESS:
Eagle Sewer District-update: BRADLEY gave a report on the sewer
status. The Hormachea property is a proposed use of the property
for 5 years. This property is 55 acres, and requires only 500-
600 feet of line. There is a "drop dead" period of 5 years.
Hormachea has the option to buy the sewer property at the end of
the 5 years. This is the first acceptable option at this time.
They will go to the Ada County Commissioners with this proposal.
The final meeting to decide if this is an acceptable proposal is
tonight.
Bill Selvege gave the Downtown Committee report. They are
meeting with the Design Review Committee to make sure the
Downtown report and Design Review ordinance do not contradict
each other. They hope to create one ordinance. The timing here
is crucial, (within the time limit offered by the moratorium.)
BRADLEY informed the Commission that Glida Bothwell asked for Joe
Schreiber1s resignation. He asked the Commission their views.
He advised them that he would not be in favor of a resignation.

Merrill Park: BRINTON gave an update on the park for Nancy
Merrill, as she could not come to the meeting tonight. He
outlined the area for a park conceptual. There must be
engineering done on the parcel. There may be an exchange of
parcels with the State, so the exact location has not yet been~.~
determined. The1hope is fê~~ré~and ~ north of the bypass."
NEW BUSINESS:
Ada County Transmittal 96-07-Z0A:
Amendments to the zoning ordinance regarding the Floodway and
Flood Fringe Overlay regulations. The amendments will update and
clarify certain provisions of the existing ordinance and will
recognize the new hydraulic data for the flood plains of
Cottonwood Gulch, Stuart Gulch and Hulls Gulch. Moved by BRINTON
and seconded by MAILE to recommend approval of this transmittal
as presented. ALL AYE: MOTION CARRIED.
The Commission would like to establish a joint meeting on Monday,
the 5th week of July regarding the Boise River and Stream
Management Plan. The meeting should also include parks, impact
area, Boise River Plan and Historical Preservation Committee.
City Report: was given by Barbara Montgomery
The Commissioners want to ask a State Parks Dept representative
to meet with them at the next meeting on Eagle Island Park long
term plans. BRINTON will contact the Mayor regarding an
additional agenda item.
