Minutes - 1996 - Planning & Zoning - 05/20/1996 - Regular EAGLE PLANNING AND ZONING MEETING MINUTES May 20, 1996 The Eagle Planning and Zoning Commission met in regular session on May 20, 1996. Chairman BRADLEY presiding. The following members were present: BERT BRADLEY, DONALD BRINTON, FARRIN FARNWORTH. Absent: RUSSEL MAYER, COLLEEN MAILE. Moved by FARNWORTH and seconded by BRINTON to approve the minutes of the May 6, 1996, but asked the City Clerk to check on the ACT 96-10-ZC and determine the correct number of lots in order to make sure the record is accurate. ALL AYE: MOTION CARRIED. UNFINISHED BUSINESS: Findings of Fact and Conclusion of Law: Barry Peters CUP Moved by BRINTON and seconded by FARNWORTH to approve the findings as presented. ALL AYE: MOTION CARRIED. Downtown Committee Report-Joe Schreiber, Chairman of the Downtown Redevelopment Committee outlined the goals of the Committee in designing a look for the downtown area. They hired Jenson Belts to draft a package to give to P&Z, and approached Council for approval of an expenditure in the amount of $10,000 for the study. Bill Selvege has been instrumental in the language of the study. The topics discussed were the traffic, traffic patterns, village atmosphere, pedestrian friendly feel of the city, trees and decorative lights and public parking lots. Don Belts, Architectural designer for the study, showed the Commission drawings outlining the proposal, which included drawings of buildings with an architectural design pleasing for the downtown look they are trying to achieve. Joe Schreiber asked for a $1,000 allowed to be dedicated to attorney fees in order to offset expenses in giving assistance for the Committee drafting an ordinance and also giving them direct access to the attorney. Moved by FARNWORTH and seconded by BRINTON to provide funds in the amount of $1,000 or less and provide access to the City Attorney as a Committee for the study. ALL AYE: MOTION CARRIED. OLD BUSINESS: Eagle Impact Area Amendments discussion. Area: the sports park area east of Highway 55. The Ada County Commissioners have asked for this to be included in the Eagle's Area of Impact but want a stipulation include that Eagle will agree not to annex this portion. Moved by BRINTON and seconded by FARNWORTH to recommend to Council that negotiations go forth with the Ada County Commissioners in connection with the Ada County Park located near the NE corner of Floating Feather and Highway 55 and that written information be provided to P&Z regarding the negotiations prior to June 17 and before June 12 for public hearing and a decision by P&Z at the public hearing.
