EAGLE PLANNING AND ZONING MEETING MINUTES
MAY 6, 1996
The Eagle Planning and Zoning Commission met in regular session on
May 6,1'996. Chairman BRADLEY presiding.
The following members were present: BERT BRADLEY,
RUSSEL MAYER, COLLEEN MAILE, FARRIN FARNWORTH.
Moved by FARNWORTH and seconded by BRINTON to approve the minutes
of the April 15, 1996, meeting as presented. ALL AYE: MOTION
CARRIED.
DONALD BRINTON,
PUBLIC HEARING/Barry Peters-CUP/Temporary Mobile Home
Chairman BRADLEY announced it is the time and the place for a
public hearing regarding the application for a CUP for a temporary
mobile home.

Moved by MAILE and seconded by FARNWORTH to approve the application
for a period of two years with annual renewal thereafter up to 5
years. All alterations to the ditch be carried out with the
authorization of the ditch Co, Mace Catlin Irrigation Ditch, and
the applicant is to bear all expenses in the undertaking of
alterations to the irrigation system. ALL AYE: MOTION CARRIED.
UNFINISHED BUSINESS:
Findings of Fact and Conclusions of Law/Oxford Court: Moved by
MAYER and seconded by FARNWORTH to approve the finding as
presented. AYE: MAYER, FARNWORTH, BRINTON. ABSTAIN: MAILE,
BRADLEY. MOTION CARRIED.
NEW BUSINESS:
Ada County Transmittal: 96-10-ZC -Draper Zone change to R1 from RT.
D. Craig Draper addressed the issue. The lot size would be 1 ~ to
2 acres. The back portion would be an additional 7 acres. Moved by
BRINTON and seconded by MAYER to approve the application with a
stipulation that with the letters submitted by the Drapers should
constitute a development agreement entered into with the County.
ALL AYE: MOTION CARRIED. NOTE: The lot split meets with the Eagle
Comprehensive Plan but the zoning designation does not.
Ada County Transmittal: 96-06-Z0A - Gary Goldsmith: Application for
an ordinance amendment for adding a designation for the county CUP
for indoor shooting range. Moved by BRINTON and seconded by
BRADLEY to recommend approval. ALL AYE: MOTION CARRIED.
Ada County Transmittal: 96-28-CU/96-06-V John Jantz: 2016 Sq. Ft.
building. John Jantz addressed the issue. Moved by MAILE and
seconded by MAYER to approve the CUP portion of this application.
OLD BUSINESS:
Impact Area Expansion Discussion (continued): The Commission
directed Mary Berent to contact the County and invite them to a
Eagle P&Z meeting and ask for an explanation for the non-annexation
clause in the proposal for the impact area amendment to include the
sports park in the Eagle's area of impact.
Council Report: A report was given by the City Attorney, John
McFadden on the PUC directive on United Water certified area,
Brighton lawsuit and Wintery River lawsuit.
The next agenda is to include on the May 20 agenda a report from Jo
Schreiber on the Downtown Development. BRADLEY will call Mr.
Schreiber regarding the date.
