EAGLE PLANNING AND ZONING MEETING MINUTES
August 15, 1994
The Eagle Planning and zoning Commission met in regular session on
August 15, 1994. Chairman SMITH presiding.
The following members were present: KEN SMITH, BERT BRADLEY,
NANCY MERRILL. ABSENT: DONALD BRINTON, RUSSEL MAYER.
Moved by BRADLEY and seconded by MERRILL to approve the minutes of
the August 1, 1994 meeting with the following changes:
1. Page 2, #2 should read"that the pathway will be built by the
developer, and maintained by the homeowners association".
2. Page 3, paragraph 1, "All Aye" should be stricken.
ALL AYE:
MOTION CARRIED.
FINDINGS OF FACTS AND CONCLUSIONS OF LAW/Wintry River Subdivision
Preliminary Plat:
Moved by BRADLEY and seconded by MERRILL to approve the findings
with the changes listed above for the minutes of August 1, 1994.
ALL AYE: MOTION CARRIED.
EAGLE IMPACT AREA DISCUSSION: Mary Berent reiterated what the P&Z
letter to Council in June proposed. The Council wants a
recommendation from P&Z in order to take the proposal to the Ada
County Commissioners. The amendment to the impact area would
encompass areas above Homer Rd. by one mile and to the East of
Highway 55 (the City limits) to a section line. The concern is
that development may take place on Homer Rd., and across SH55, that
are in conflict with Eagle's Comprehensive Plan. One acre lots
proposed on the north side of Homer Rd. conflicted with the 5 acre
designation that Eagle shows on the Land Use Designation Map.
Services in those areas, when needed, would likely come from an
Eagle source as the land slop flows toward Eagle. Eagle is the
area of interest as it becomes urbanized and the area would have
Eagle phone numbers and addresses. Moved by MERRILL and seconded
by Bradley to continue this matter until the meeting of August 29
a joint session with Council. ALL AYE: MOTION CARRIED.
