EAGLE PLANNING AND ZONING MEETING MINUTES
June 20, 1994
The Eagle Planning and Zoning Commission met in regular session on
June 20, 1994. Chairman SMITH presiding.
The following members were present:
DONALD BRINTON Absent: NANCY MERRILL.
KEN SMITH, BERT BRADLEY,
Moved by Bradley and seconded by Brinton to approve the minutes of
the June 6, 1994 as presented.
ALL AYE:
MOTION CARRIED.
PUBLIC HEARING/KNICKRAM - CUP
Chairman SMITH announced that this was the time and place set for
a public hearing on an application for a Conditional Use Permit for
a mobile home, temporary use for family members.
APPLICANT: Donald Knickram
ADDRESS: 1403 MACE RD., EAGLE, ID
TYPE OF APPLICATION: CUP for a mobile home to be placed on a
single family dwelling lot, in the floodplain, for temporary use
for parents.
LOCATION: same
PROPOSED LAND USE AND ZONING: A
Testimony:
none
Public hearing closed at 7:47 p.m.
Moved by Bradley and seconded by Brinton to approve the CUP for a
mobile home on the property for temporary use only, with conditions
as follows:
1. must comply with ECC 7-3-9: No permanent addition of any kind
shall be built on to, or become a part of, any trailer coach.
Skirt of coaches is permissible but such skirting shall not
permanently attach the coach to the ground, provide a harborage for
rodents or create a fire hazard.
2. must comply with ECC 7-3-10: The wheels of trailer coaches shall
not be removed, except temporarily when necessary for repairs,
jacks or stabilizers may be used under the trailer coach to prevent
movement on springs when the coach is parked and occupied.
3. use of the mobile home will be monitored from year to year
4. will never be used for rental purposes.

FINDINGS OF FACTS AND CONCLUSIONS OF LAW/Esplin - Variance
Moved by Bradley and seconded by Berent to approve the findings
with the corrections as presented. ALL AYE: MOTION CARRIED.
The Council report was given by MOrgan Masner.
The City Attorney reported on the status of the
Ordinance, and Special Areas of Critical Concern
Boise
River
Brinton requested the Council consider an amendment to the impact
area to include that property north of Homer Rd. Mary Berent will
work with P&Z on a letter to Council with this request.
There being no further business the meeting adjourned at 8:25 p.m.
