Minutes - 1993 - Planning & Zoning - 11/30/1993 - Special EAGLE PLANNING AND ZONING MEÉTING November 30, 1993 The Eagle Planning and zoning Commission met in special session on November 30, 1993. Vice Chairman HINMAN presiding in Chairman SMITH'S absence. The following members were present: PAULINE HINMAN, BERT BRADLEY, DONALD BRINTON, MARY BERENT. Absent: KEN SMITH PUBLIC HEARING/MERIDIAN Construction-CUP SCHOOL DIST #2 Middle School Vice Chairman HINMAN announced that this was the time and place set for a public hearing on the construction of the middle school in Eagle, a conditional use application. Applicant: Meridian School Dist. #2 Location: W Floating Feather Rd. (Crandlemire property) Proposal: The project is designed to accommodate 1,000 - 1,100 students in approximately 130,000 SF of the building. The site will include parking for 225 cars, a bus drop-off/fire truck rd, 6 tennis courts, 2 football fields, 4 soccer fields, 3 softball fields and 1 baseball field. The completion date is scheduled for the 95-96 school year. Public Testimony: In Favor: Greg Riddlemoser, Lumina Watson, Steve Givens, Jim Murray, Alice Kauakami, Kathleen Weiss. WRITTEN COMMENTS: Linda Bequette. In favor: Milton Roelofs, Lumina Watson, Concerns of the public: The traffic impact, the water source, the parking areas and irrigation system. Public hearing closed at 8:25 p.m. Moved by BRINTON and seconded by BERENT to continue the matter until the December 20, 1993 Planning and Zoning Commission meeting in order to be provided more information on the traffic and Floating Feather road conditions from ACHD and to have more answers regarding the source of water that will be provided for the school from the Dept. of Water Resources. AYE: BRINTON, BERENT NAY: BRADLEY MOTION CARRIED. UNFINISHED BUSINESS: CURLEW MEADOWS SUBDIVISION Moved by BRINTON and seconded by BRADLEY to deny the application as presented. ALL AYE: MOTION CARRIED. FINDINGS OF FACT AND CONCLUSIONS OF LAW/RICKS RIVER RIDGE: Moved by BERENT and seconded by BRINTON to approve the findings as presented. ALL AYE: MOTION CARRIED. SEWER DISCUSSION: The sewer study, presented to the Commissioners, was discussed with Dave Roylance, a Sewer Board member. The Commissioners asked for clarification from Dave Roylance. MERIDIAN SCHOOL/CUP: Members of the school district requested reconsideration of the previous motion. After considerable discussion a motion was made by BRINTON and seconded by BRADLEY to rescind the previous motion to continue the matter. ALL AYE: MOTION CARRIED. Moved by BRINTON and seconded by BERENT to deny the application as presented, there is insufficient information, specifically ACHD, DWR, and Eagle Water Co, to be able to approve this application at this time.
