EAGLE PLANNING AND ZONING MEETING
November 15, 1993
The Eagle Planning and zoning Commission met in regular session on
November 15, 1993. Chairman SMITH presiding.
The following members were present: PAULINE HINMAN, BERT BRADLEY,
KEN SMITH, DONALD BRINTON, MARY BERENT.
Moved by BERENT and seconded by HINMAN to approve the minutes of
the November I, 1993 meeting subject to the date of the meeting,
which was excluded, being added to the minutes. ALL AYE: MOTION
CARRIED.
PUBLIC HEARING/RICK'S RIVER RIDGE SUBDIVISION-PRELIMINARY PLAT
Chairman SMITH announced that this was the time and place set for
a public hearing on Rick's River Ridge Subdivision
Applicant: Craig Van Engelen
Location: 747 W. State St., Eagle
Proposal: R5 zoning, 15.6 acres, 53 building lots, 3 common lots.
Gross density 3.4 units per acre. Pressurized irrigation system,
with filter system.
Public Testimony: Fred Granden (inquiries). In favor: Jim Reese,
Rick Roe, Richard Cowman.
Public hearing closed at 7:45 p.m.
Moved by BRADLEY and seconded by HINMAN to recommend approval of
the proposal with the following conditions:
1. the sidewalks will be meandering and meet the specifications of
the downtown development standards with curbs, gutters, street
lights and trees
2. a pressurized irrigation system w/filters
3. Eagle's standard subdivision conditions of approval and the
City Engineers conditions as well.

MOTION CARRIED.
ADA COUNTY TRANSMITTAL 93-73-CU: Meridian School District #2 - High
School
Moved by BRADLEY and seconded by HINMAN to accept the transmittal
as presented as follows:
1. the approval of the conditional use application for the
construction of the school and a private road is contingent upon
the condition that the Ada County Commissioners need to carefully
consider the traffic problem the school will generate on Park Lane
and State St. and this needs to be addressed thoroughly with the
State of Idaho Department of Transportation.

Kelli Blair reported on the activities of the City Council.
Moved by HINMAN and seconded by BRADLEY to recommend to the Mayor
and Council an aggressive stand and attitude with the State of
Idaho Department of Transportation, by addressing the matter in a
letter to Governor Cecil Andrus, on ITD's lack of action on the
Eagle Alternate Route, the new alignment of Highway 55 and widening
of Eagle Rd. from Chinden to State St. ALL AYE: MOTION CARRIED.
